Final Payments Approved
Motion by Lee, seconded Lindquist and unanimously carried to authorize final payment in the amount of
$18,453.60 to Terra International, Inc. for Seasonal Supply of Herbicides as previously awarded on
February 13, 1996.
Motion by Lindquist, seconded Lee and unanimously carried to authorize final payment in the amount of
$6,979.11 payable to Gulbranson Equipment as previously awarded on March 19, 1996.
Roadside Mowing Contract
Motion by Stone, seconded Lindquist and unanimously carried to approve the roadside mowing contract
with Nick Rohr for mowing in areas “B”, “C” and “G” since he has met the bond requirements.
Highway 35 Right-of-Way Acquisition
Rick West, Highway Engineer, reported that on June 18, 1996, a quorum of the Otter Taii County Board of
Commissioners viewed a tract of land owned by Harold R. and Dorothy K. Diamond for the purpose of
determining damages as a result of the proposed reconstruction of Highway 35/CSAH 44. At the meeting
of June 18, 1996, the Diamonds were not present nor was anyone representing the interest of the
Diamonds. Following the viewing of the property, the Otter Tail County Board determined the award of
damages matching Milt Paulson’s (appraiser) appraisal of $210.54.
Motion by Lee, seconded Lindquist and unanimously carried to authorize that the award of damages in the
amount of $210.54, be filed with the County Auditor.

We are requesting a Conditional Use Permit for Northern Lights Resort which would allow
us to construct a new home, retain the existing dwelling/store as an additional rental unit
and develop four additional semi-primitive campsites for a total of eight campsites, and 10
rental units.
Since we purchased the property on January 3, 1995, we have worked with Bill Kalar,
Land and Resource Management, to properly manage the impact of the resort to the lake.
We have obtained a grade and fill permit which alleviated debris and mud runoff into the
lake and re-established the buffers for water to travel through grassy areas before reaching
the lake. Prior to our purchase of this properly, it was owned by Ed and Lois Stans. Their
home burned down in February 1992. According to verbal information we obtained, the
Stans' were advised to rebuild where we are requesting to build. They did not follow
through with their rebuilding plans, but were allowed to place a mobile home on the
existing foundation. This was the only residence available to us to move into as new
owners. This is the reason for our request to construct a new home. The existing dwelling
has been in place for over four years with no adverse impact to the land, environment or
lake. The additional campsites would not be visible from the lake and no sewer is
proposed to hook up to each site. We have no desire for "seasonal" or permanent sites in
the camping areas. We have worked hard to improve the visual and enviromnental effect
this resort has on the lake, on the neighbors and on the community.
We have done our best to be conscientious when planning improvements and determining
the limits of our developments.
At this point in time, we do not forsee any further expansion of Northern Lights Resort
other than what is contained in this request. We wish to keep the resort small so that we
can manage it by ourselves. The resort, even with the additions of new home and four
campsites, does not appear to be overcrowded. Upon advisement fi-om Bill Kalar, we
sought and obtained a variance dated May 2, 1996 for the new home, retention of existing
dwelling and four additional campsites prior to making application to the Planning
Commission. Our goal is to make this a family resort where people can find natural
beauty, quiet relaxation and a wholesome atmosphere. We do not intend to seek either a
liquor or restaurant license as that would change the whole concept of our desires for this
property.

In keeping with The Shoreland Management Ordinance, Ottertail County, Minnesota, we
are making application for a Conditional Use: Permit for Northern Lights Resort to include:
a. Construction of a new home well beyond the 200 foot setback from the lake on both
sides of the proposed home.
b. Retention of the present dwelling/store as an additional rental unit.
c. Development of four additional semi-piimitive campsites for a total of eight sites.
We imderstand the Planning Commission must take several items into account for granting
a Conditional Use Permit and address these items as follows:
1. Compatibility: To the best of our knowledge, with the construction of a new home
and the additional sites, our setback from the lake exceeds that of most if not all of the
surrounding neighbors on our part of the lake. Additionally, the proposed home will not be
easily seen from the lake when trees are in frill leafage. Presently, the existing dwelling
helps keep a pleasant line to the view of the easting cabins from the lake. During full
leafage, the trees block most of the view from the lake of any units. Removal of the
existing dwelling would create an ugly gap. The proposed campsites are not seen from the
lake at all when leaves are out in frill force.
2. Environmental Impact: In the last year since we purchased the properly Januaiy 3,
1995, we have worked with Bill Kalar, Land and Resource Management, to strengthen the
buffer areas preventing water runoff into Dead Lake. We received a grade and fill permit
which allowed us to reroute the water to what would have been the natural course had a
drive not been put in through the resort as had been done many years ago. With the
construction of a new home and the rain gutters in place, water runoff from the new home
and driveway will be diverted from the present course of approximately 250 feet to the lake
to a route which will take it nearly 1000 feet through grass before reaching the lake if it
ever does reach the lake. The site chosen for the proposed dwelling will have no impact on
trees regarding removal. The proposed campsites will be located in natural opening in a
wooded area well back from the lake. There will be no sewer to individual sites, thereby
preventing any "seasonal" or permanent sites in the camping area and prevents potential
leakage into the lake. !
3. Hazards to LandAVater: We can forsee no hazards of this type since the proposed
sites will be well back from the water and do not impact on the land since we are located
well off from any public roadways.
4. Crowding: The entire resort, with the proposed changes will continue to be a
minimum of 55 feet from our closest neighbor's property line. The resort itself has a
spacious setting in that most of the cabins have anywhere from 30 feet to 50 feet between
cabins and a generous area undeveloped.
5. Density: Although our density exceeds the guidelines of The Shoreline
Management Ordinance of Ottertail Coimty, Minnesota, we have obtained a variance from
the Board of Adjustment dated May 2, 1996. In^ their decision, the Board of Adjustment
stated that even with the addition of a dwelling and the added campsites, there will be no
appearance on the applicant's property that it will be overdeveloped. The Board further
stated that the resort improvements have been carefully planned and developed.

6. Suitability: Due to the topography and that our elevation above lake level exceeds
that of any of our siirroimding neighbors, we become practically invisible from neighboring
properties and from the lake itself.
We also realize that the specific requirements will be addressed and wish to state the
following in accordance with those requirements:
1. Parking and Traffic Control: Currently, each site has adequate parking for the
number of guests per unit. We do not allow drive-throughs by the general public, thereby
eliminating an excessive amount of traffic on our private resort drive. NOTE: As an
additional control, we do not now nor do we intend to seek any type of liquor or restaurant
license, thereby eliminating any attraction to transient traffic.
2. Noise: Our guests have shown a propensity for quiet time in our resort. We have
never received any complaints or negative comments from our neighbors regarding our
guests and the noise level, however, we have received several compliments from nei^bors
regarding our guests and their respect for the quiet serenity of our area.
3. Hours of Proposed Use: Due to the nature of our business, we wiU be using the
resort on a 24-hour basis seasonally for the piupose of a family resort. We will be open
during the months of May through mid-October. From mid-October throu^ the end of
April, we would be the only residents at the resort.
4. Lighting: Odier than the lighting in place for safety and security of our guests, we
do not intend to erect any excessive, brilliant lighting on the resort.
5. Lot Size: As stated by the Board of Adjustment, the property does not have the
appearance of being overdeveloped with the addition of the proposed dwelling, retention of
the existing dwelling and proposed campsites. We are confident that should you choose to
personally inspect the site, you will also see our careful planning and development so as to
retain the iratural beauty of our area maintaining a spacious, grassy and wooded area for
everyone's enjoyment.
6. Natural Topography: The construction of the proposed dwelling will require
minimal changes to the natural topography since the site chosen fits the style of home to be
constructed with a minimal amoimt of excavation necessary. The excavated dirt will be
used to landscape and further enhance the natural beauty of the setting. The minimal
amount of excavation in the campsites will be to merely level what is already there and
reiise the excavated dirt to enhance the existing campsites to protect the lake from the
runoff that exists now.
7. Adverse Effects: During the process of developing our plans and improvements to
the resort, we feel we have eliminated all adverse effects to the environment, the lake, the
neighborhood and the community. We feel we will retain the hidden nature of the resort as
well as to help keep the unwanted debris in the water runoff out of the lake.
