Ernster, Administrator, Bureau of Engineering Services, 500 Lafayette Road, Fourth Floor, St. Paul, Minnesota 55155 Date Received: January 7 and 30, 1991Date Examined: February 1, 1991 SCOPE: - This examination pertains to the design of the sanitary features of a sewage disposal system, and is based upon Minn. Rules, Ch. 7080, "Individual Sewage Treatment System Standards." The examination of plans is based upon the supposition that the data on which the design is based are correct, and that necessary legal authority has been obtained to construct the project. The responsibility for the design of structural features and the efficiency of equipment must be taken by the project designer. Approval is contingent upon satisfactory disposition of any requirements included with this report. TYPE: - Sanitary. Design to collect and treat domestic sewage and basement drainage only. Storm water connections should not be made. Treatment - One (1) - 1,500-gallon septic tank. Final Disposal - 1,350 equivalent square feet of drainfield, trench construction (eight trenches 45 feet long, 3 feet wide with 12 inches of rock below the distribution pipe and four drop boxes). REQUIREMENTS: 1. Two signs should be provided at the sanitary dump station: a. A sign instructing users on how to use the dump station. b. A sign indicating that the water is for flushing and cleaning only. The enclosed handout outlines the recommended set up for a sanitary diunp station. 2. Verify that a water meter is provided on the water service line to the sanitary dump station to monitor the water use. Some method of monitoring the amount of sewage flow per day that discharges mto the system should be provided. If the daily sewage flow ever exceeds 1,000 gallons per day, additional septic tank capacity and/or drainfield must be provided. Complete plans and specifications must be provided to our office for review before any such construction begins. 3. Verify that the location and construction of the septic tank conforms to the requirements of the Minnesota Individual Sewage Treatment System Standards, Minn. Rules, Ch. 7080. The tank construction shall include: a. Inlet and outlet baffles. b. Inspection pipes over the inlet and outlet baffles. c. An inspection pipe located between the inlet and outlet baffles. d. An access manhole of at least 20 inches in dimension. Verify that the bottom of the trenches are at least 3 feet above the water table or bed rock. The maximum depth of cover over the distribution pipes is 36 inches, and preferable no more than 24 inches. Verify that a grass cover is established over the soil treatment system. 4. 5. 6. The owner of any septic tank or owner’s agent shall regularly, but in no case less frequently than every three years, inspect and measure the accumulations of sludge and scum in the tank. The owner of the tank must arrange for the removal and sanitary disposal of the contents whenever the top of the sludge layer is less than 12 mches below the bottom of the outlet baffle or whenever the bottom of the scum layer is less than 3 inches above the bottom of the outlet baffle. 8. The water service line shall not be located imder the drainfield. The lines shall be at least 10 feet from the drainfield. 9. A properly designed and maintained soil treatment system can provide reliable and efficient wastewater treatment. If the system fails, the plumbing fixtures should not be used until adequate soil adsorption capacity can be provided or other corrective action taken. Consideration should be given to connecting to the municipal sewerage system when it becomes available. Authorization for construction in accordance with the approved plans may be withdrawn if construction is not undertaken within a period of two years. The fact that plans have been approved does not necessarily mean that recommendations or requirements for change will not be made at some later time when changed conditions, additional information or advanced knowledge make improvements necessary. INSPECTIONS; Special care should be taken to insure that the material and installation of the plumbing system are in accordance with the provisions of the Miimesota Plumbing Code. It is necessary that the State Health Department make roughing-in and final inspections of the plumbing system to determine whether it complies with the Code. Provisions should be made for applying an air test at the time of the roughing-in inspection as outlined in Minn. Rules, p. 4715.2820, of the Code. In order to facilitate this work, a self-addressed card is attached which should be returned to this office. The name of the plumbing contractor should be indicated so arrangements can be made for him to notify the State Health Department that the installation will be ready for a test and inspection. No acceptance of the plumbing installation ctm be given until inspection and testing of the roughing-in work (Minn. Rules, p. 4715.2820, subp. 2), finished plumbing (Minn. Rules, p. 4715.2820, subp. 3), and inspection of the completed installation by a representative of the State Health Department indicates compliance with the provisions of the Code. REQUIREMENTS: 1. All plumbing shall be installed in accordance with the Minnesota Plumbing Code. 2. Materials used for the plumbing system shall comply with the standards set in the Minnesota Plumbing Code. 3. If PVC plastic piping is used, all solvent weld joints in PVC and CPVC pipe must include use of a primer which is of contrasting color to the pipe and cement (see Minn. Rules, p. 4715.0818). 4. All underground sections of sewer pipe located within 10 feet of water supply pipe shall be constructed in accordance with Minn. Rules, p. 4715.1710, subp. 2. 5. The water piping system shall be disinfected in accordance with Mmn. Rules, p. 4715.2250. 6. The plumbing system shall be tested in accordance with Minn. Rules, p. 4715.2820. 7. The hose on the nonpotable water faucet should not be allowed to lie on the ground. 8. It is recommended that the vacuum breaker on the nonpotable water supply line be elevated above any fixtures in the trailer. 9. The free end of the hose should have all threads removed. 10. The water service line to the sanitary dump station shall be located at least 10 feet from the drainfield.
