Planning Commission Recommendations
Preliminary Plat "Crystal Point” - Beaton Family Trust:
Motion by Johnson, second by Mortenson and unanimously carried to approve a Preliminary Plat titled "Crystal Point", which
conditions as recommended by Planning Commission, consisting of9 single family residential riparian lots, 1 single family non
riparian residential lot, 1 Block; and a Conditional Use Permit Application connecting a road from Crystal Beach Road to create
9 riparian lots and a backlot for the plat of the preliminary Crystal Point. The proposed improvements will include the extension
of Crystal Beach Road for 1,550 feet. Total Earth Work Yardage 3,681 Cubic Yards and Total Import Yardage 492 Cubic Yards.

Conditional Use Permit "Maple Shores" - Joshua Hanson:
Motion by Johnson, second by Murphy and unanimously carried to approve a Conditional Use Permit Application converting
a commercial PUD to a residential PUD; Existing dwelling units at 12, no change proposed, will retain 12 dwelling units. The

Motion by Johnson, second by Mortenson and unanimously carried to authorize appropriate County Officials' signatures to
execute the agreement between Otter Tail County and MP Asphalt Maintenance, LLC for the 2021 county wide crack sealing
project.
Otter Tail County Winter Maintenance Study:
Motion by Mortenson, second by Bucholz and unanimously carried to authorize appropriate County Officials' signatures to
execute the agreement between Otter Tail County and SRF Consulting Group, Inc., for professional services for a county
highway operations study.
Offer Tail County Fall Auction:
Motion by Murphy, second by Mortenson to authorize appropriate County Officiais' signatures to execute the contract between
Otter Tail County and BidOnward.com Auctioneers for the public online auction of used county assets.
Motion by Johnson, second by Bucholz and unanimously carried to table the motion to execute the contract with
BidOnward.com Auctioneers until June 8,2021 to allow the County Engineer to research other venues for public online auction.
Payement & Geotechnical Eyaluation Agreements:

execute four (4) agreements between Otter Tail County and Braun Intertec for the pavement and geotechnical evaluation for

The Otter Tail County Planning Commission Members convened on May 12, 2021 at 6;30 p.m. at the
Government Services Center, The meeting was held via Microsoft Teams and was available to the public
via livestream due to the heaith pandemic and declared emergency in accordance with Minn. Stat. Sec. 13D.021.
Josh Hanson and Josh Pfeffer(Meadowland Surveying) represented the Application.
Motion: A motion by Wass, second by Stone to approve as presented. Voting By Roll Call: All Members

Nate Seeger (on behalf of Lida Township) expressed interest in having an agreement between the developer
and the Grimstads, and having this proposed plat be accessed from Crystal Beach Road. Scot Manthe
expressed concerns on upgrading Crystal Beach Road. Mark Isaacson expressed concerns on lack of
maintenance of Crystal Beach Road.
Motion: A motion by Trites, second by Boyer to approve provided: 1. The Applicant works with the
Township to ensure access to the plat meets all requirements of the road authority. 2. Evidence is submitted
to Land & Resource Management that proposed Lot 10 is not included in the plat, that it become either part
of Lot 9 or part of the Grimstad property. Voting Bv Roll Call: All Members in favor.

The Minnesota Pollution Control Agency (MPCA) Detroit Lakes office received the attached notices of public hearing for
the May 12, 2021 Otter Tail County Planning Commission meeting. I have no specific comments on the projects. If
needed for the proposed project on Crystal Lake, this email can serve as a reminder that the Applicant should obtain and
comply with any necessary permits as applicable, including the National Pollutant Discharge Elimination System
(NPDES)/State Disposal System (SDS) Construction Stormwater permit. Information on the MPCA's Construction
Stormwater permitting program, including who needs to obtain the permit prior to construction, can be found on the
MPCA's website at https://www.pca.state.mn.us/wdter/coiistruction-stormwater. In general, permit coverage is needed
by the owner or operator of any construction activity disturbing one acre or more of soil, or less than one acre of soil if
that activity is part of a larger "common plan of development or sale" that covers more than one acre. An example of a
larger common plan of development or sale might be a housing subdivision. If required, permit coverage should be
obtained prior to starting construction work. Questions can be directed to the contacts at the bottom of that webpage.
