As a result of our conversations, our meeting with Dennis Mosher and Roger Froemming
(County Commissioners), and the documentation (testimonials) you provided, our Office
records will now indicate that Maple Leaf Resort consists of 1 owners residence, 6 rental
cabins, and 8 campsites for a total of 15 residential units onsite.
Please keep in mind that any proposed change to the number, size or type of residential
units will require a Conditional Use Permit from Otter Tail County.

We are enclosing a copy of our report covering an examination of plans and specifications on the above-designated project. The plans and specifications appear to be in general compliance with the standards of this department. Please see the enclosed report for additional changes and/or comments. It isthe project owner’s responsibility to retain the plans at the project location.
This review does not pertain to the Engineering design (i.e., plumbing, swimming pools, service connections, sewage systems). A separate report regarding the Engineering Review will be sent.
Ten working days prior to completion of the project, please contact Mr. Glenn Donnay with our Fergus Falls district office at 218/739-1376 in order to arrange for a final on-site inspection.

The following are corrections or requests for additional Information necessary ■ before construction of your project:
1. No portion of the park may be subject to flooding.
2. Recreational camping vehicles shall be separated from each other by at least ten feet. Any accessory structure such as awnings, car ports, or Individual storage facilities, shall for the purpose of this separation requirement, be considered part of the recreational camping vehicle.
3. A minimum lot size of 2,000 square feet shall be provided for each recreational camping site.
4. All recreational camping vehicles shall be located no less than 25 feet from any camping area boundary line abutting a public street and at least ten feetfrom any other property boundary line.
5. Toilet facilities shall not be more than 400 feet from the furthest site to be served.

; Regarding the use of Maple Leaf Resort as a campground
The first year that we stayed at Maple Leaf Resort was in 1964. We stayed in one of
their housekeeping cabins. We always were comfortable there and for the next forty
years my friends, my sons and 1 returned every year in June and September to enjoy the
area, the people and the fishing
In that forty years there have been many changes, Morgan and Della Plowman were the
original owners, 'fheir original house burn down, 1 believe some time in the early
1970’s. Della built a new house and store just a little ways north of the old one. While
the new house was being built they lived in a house trailer which was positioned on the
foundation of the old house. After they moved out of the trailer into the new house, the
trailer now was available to who ever wanted to rent it. The trailer was later converted to
a larger permanent cabin. Also, if someone wished to pitch a tent for a few days or so,
that would not be a problem. The same went for portable house trailers a few of them
starter appearing in the late 1970’s
Betty and Roy Skramsted purchased the place around 1985. They made some needed
electrical and septic system repairs as well as building a good size pole bam. They also
established several additional house trailer parking spaces.
Lois and Joe Klinker have taken over ownership of the resort as of September 2001.
They appear to have taken an aggressive approach to modernize the entire resort and
bring it into the 21®* century. This I might add is a monumental task and 1 wish them the
best of luck.

I have vacationed in Otter Tail County for more than forty years. Our family has
always stayed at the Maple Leaf Resort on the river at Highway 35 and enjoyed the
freshwater fishing since 1959. We have seen three different owners over the years and
have experienced few changes throughout the resort
I was eight years old when my family and I first vacationed at Maple Leaf and I
have not missed a year yet given that my family and 1 are still as pleased with it as we
were back in 1959.
I was asked recently when individual campers first came to the resort.
Remembering back and referring to photos (enclosed), it was certainly by the middle
seventies, if not earlier. In the early eighties, my uncle, Steve Ontko, stayed in his motor
home for the same weeks as we were there.
I can attest to this if requested.

Construction may not commence on the project until plans have been approved by this Department.
Comply with the requirements of the Otter Tail County Zoning Office and get approvals for campground use.
Submit plans according to guidelines from this agency for new license for recreational camping area. There is no
current license for campground.

There is no unwritten rule allowing extra campers above the license requirements.
State computer for lincensing has no print function so he can’t print out the screen
having the Maple Leaf Resort information. He will have to find the paper file in
their archives and copy the appropriate page and fax it to me.
