Ordinance, Sunset Bay Resort currently has the maximum number of sites allowed previous to this
conditional use request. Motion by Windels, seconded Lindquist, and unanimously carried to deny the
following Conditional Use Permit Application for RV sites. The board further encouraged the applicant to
follow potential review of the Shoreland Management Ordinance this winter and reapply if appropriate:

Land & Resource Administrator, Bill Kalar, reported the cost of flying the areas in Otter Tail County that are
included in the Minnesota River Clean-up Day is $85 per hour. The time to fly the areas is estimated at
1-1 1/2 hours.
Reappointment - HRA Board
Motion by Lee, seconded Lindquist, and unanimously carried to reappoint Leonard Larson to serve on the
HRA Board effective August 1, 1996 through August 1, 2001.
Agreement for the Transfer of Tax Lists
Motion by Lindquist, seconded Lee, and unanimously carried to authorize the appropriate county officials
signatures to execute an Agreement for the Transfer of Tax Lists to the Otter Tail County Historical Society
subject to the approval of the County Attorney.
Adoption of Preliminary Budget and Levy

A Conditional Use Application to build an enclosed 12' x 16' patio for a hot
tub, being attached to the north side of house (living quarters) . Also to
put up a 40' X 60' steel pole shed, west and north of house. The property
Is described as "Maple Leaf Resort", Government Lot 2 & 3 of Section 29 of
Maine Township; Otter Tail River (56-OTR), AG/West Lost Lake (56-481) NE.
Roy Skramsted represented the Application.
A motion by Johnson, second by Ronningen to approve the request as
presented.

Joan & Michael Otto. Silver Saoe Guest Ranch - Approved As Presented;
A Conditional Use Application for camping on our property. We own and
operate a riding stable and would like to allow our guests to stay overnite
or a weekend. This would be open to anyone, but we are one of the first
places in the area to open up an assisted recreation for the special needs
people. We are currently being Certified by the North American Riding for
the Handicap and have hired a new person Certified for the recreation. For
people coming from far away, camping would allow them to come as a family
and stay. This area has been pasture till now and is so the whole area
around the lake. Only one summer home is on this lake (neighbor). The
property is described as "Silver Sage Guest Ranch" - El/2 SEl/4 of Section 6
of Leaf Mountain Township; Unncuned Lake (56-147), GD.
Joan & Michael Otto represented the Application.
A motion by Trites, second by Bergerud to approve as presented.

Brenda Minae. Soanky's - Approved as Revised;
A Conditional Use Application to expand our existing restaurant and bar, to
include additional seating for restaurant and lounge and new restrooms and
meeting room. Parking lot will be expanded to accommodate additional
parking. Current seating at 90 - proposed seating at 140 (total). The
property is described as "Spanky's”, Sublot D of Lot 8 of Section 8 of
Hobart Township; Rose Lake (56-360), RD.
Chuck Minge represented the Application.
A motion by Harker, second by Johnson, to approve as revised (revised
drawing received at the Meeting).
