Gene and Andrienne Davis - Denied
Gene and Andrienne Davis, Pelican Rapids, MN, requested a variance “to replace a fish cleaning
house that was destroyed by a drunk driver and to do repair on a gas house that was damaged in the ,
same incident. The fish cleaning house would be put up on the foundation that is still in place and it
would be constructed to the original 8’ by 8’ dimensions. The fish-cleaning house had been on this site
for over 40 years. This location is a fishing resort and needs a fish-cleaning house. This spot is the
best and most viable for a cleaning house.” From the applicants’ drawing it appears that the 8’ by 8”
structure will be 16’ from Lake Lida and 22’ from the center of the road. The property is described as
part of Government Lot 2, Section 32 of Lida Township by Lake Lida. A letter from James Christianson
in favor of the applicants’ request was read for the record. The audience was polled with no one
speaking for or against the request. After consideration, motion was made by Cecil Femling, seconded
by Mark Steuart to approve the variance as requested. The motion failed with Robert Schwartz, John
Everts, David Holmgren and Randall Mann voting no. It was noted that concerns for public safety and
other alternatives available to the applicants were the reasons for denying the variance as requested.
Robert and Hildreth Walters - Approved
Robert and Hildreth Walters, Colona, IL, requested a variance of 25’ from the required wetland setback
of 50’ for the placement of a holding tank 25’ from the wetland area. The holding tank was installed in
this location, as it is the only location available that would comply with other required setback
requirements. The property is described as Lot F, Leaf Lake Pleasure Grounds, East (Middle) Leaf
Lake in Leaf Lake Township. A letter from Clarence and Sylvia Koski in favor of the applicants’ request
was read for the record. Joe Weller represented the applicant at the public hearing. The audience was
polled with no one speaking for or against the request. After consideration, motion was made by
Randall Mann, second by Robert Schwartz and unanimously carried, to approve the variance as
requested noting that the location is the best site available on the applicants’ property and the granting
of the variance will allow the applicants a reasonable use of their property.
Merle and Valjeanne Johansen - Approved
Merle and Valjeanne Johansen, Undenwood, MN, requested a variance of 40’ from the required
ordinary high water level setback of 300’ for the placement of a cattle shed 260’ from North Turtle Lake.
The property is described as the South Half of the Southwest Quarter and Government Lots 5 and 6,
Section 34 of Sverdrup Township by North Turtle Lake. Ardy Johansen represented the applicants at
the public hearing. The audience was polled with no one speaking for or against the request. After
consideration, motion was made by Cecil Femling, second by David Holmgren, to approve a variance
of 40’ from the required ordinary high water level setback of 300’ for the placement of a cattle shed 260’
from North Turtle Lake. It was noted that drainage is away from the lake and that the structure is a part
of the applicants’ overall plans, which are presently being reviewed by the Soil Conservation Service.
Ron and Sue Lindgren - Tabled
Ron and Sue Lindgren, Fergus Falls, MN, requested a variance for the maintenance of a grandfathered
fence damaged in a storm on May 14, 1997. The property is described as Lots 17, 18 and 19, Parkdale
Beach, Swan Lake in Dane Prairie Township. The audience was polled with no one speaking for or
against the request. Prior to the meeting the applicants’ requested that action to table their hearing
until a later date be approved. After consideration, motion was made by Cecil Femling, second by
Randall Mann and unanimously carried to grant the applicants’ request and to table the hearing until
the April 1, 1999 Board of Adjustment meeting.

RE: Fish Cleaning Shed, Maple Beach Resort, Lake Lida (56-747).
Dear Mr. & Ms. Davis,
Enclosed you will find a Variance Application. This must be filled out properly and
submitted along with a scaled drawing of your lot (scaled drawing requirements
can be found on the bottom of the Apphcation Checkhst). Please have the Variance
Application returned by the November 12, 1998 cutoff date.
A Variance for this structure is needed for the following reasons:
1) Structure is too close to the Ordinary High Water Level of Lake Lida.
2) Structure is too close to the Road right-of-way.
3) Structure possibly too close to the lothnes.
4) There already is a Water-Oriented Accessory Structure onsite.
If the Variance were approved, a Site Permit would be required. Because the
project has been started, this would be an “After-the-Fact “ Site Permit. The fee
being $250.00.
To avoid having to apply for a Variance and obtaining an After-the-Fact Site
Permit, the structure would have to be removed.
