Use Permit to grade and fill an area and build a commercial storage building with conditions

Conditional Use Permit - Marvin Bolstad:
Motion by Mosher, second by Block, and unanimously carried to approve a Conditional Use
Permit to open a gravel pit and reclose it with conditions as recommended by the Planning

Motion by Mosher, second by Froemming, and unanimously carried to approve a Conditional
Use Permit to increase garage/storage space and office/storage area with conditions as
recommended by the Planning Commission. The property is described as Blanche Lake
Beach Pt Outlet A 256’ on Road x 309.4’ on Lake (32 Ac), section 1 of Everts Township;
Blanche Lake (56-240).
Recess & Reconvene
At 11:16 a.m.. Chairman Lee declared the meeting of the Otter Tail County Board of
Commissioners recessed for a short break. At 11:24 a.m., the meeting was reconvened.
Payroll Procedures Discussion
Detention Facility Administrator, Richard Akerman, appeared before the Board on behalf of
several employees in the Detention Center regarding a change in the payroll process. He
reported that a number of staff at the facility brought up concerns regarding a new payroll
process being implemented. He stated that some staff do not have checking accounts for the
direct deposit, paychecks may not reach employees on payday if not mailed a day early, and
some employees wish to continue to pick up checks in the Treasurer’s office. Discussion
followed. No action was taken.
Bid Award - CSAH 21 Culvert Replacement
After previously advertising for bids, Highway Engineer, Rick West, opened the following bids
for CSAH 21 Culvert Replacement at 1:00 p.m. on October 8, 2003:

A Conditional Use Permit Application Stating: Remove existing cottage and driveway.
Earthmoving to build new house and build swale south side of house. 265 cu. yds. to be
removed from site. Details on file at Land & Resource Mgt. Office. The property is
described as Lot 15 Oak Ridge Beach, Section 14 of Amor Township: Otter Tail Lake (56-
242), GD.
Galen & Laura Youngsma represented the Application.
Motion: A motion by Trites, second by Boyer to approve as presented, provided the
Applicant works with Land & Resource Management to insure appropriate erosion control
methods are implemented. Reasons for approval include: 1. The existing septic will be
relocated away from the lake. 2. The existing driveway (concrete channel to the lake) will
be removed and vegetated. 3. Stormwater run-off concerns have been addressed (as per
the last 2 paragraphs of the Attachment to the Application). 4. The existing cabin is near
the lake and will be removed. Voting: All Members in favor.
Madsen’s Resort - Approved With A Condition:
A Conditional Use Permit Application : Increase garage/storage space 7x24, increase
office/storage area 11 14 x 15, cover total addition and existing under common roof. The
property is described as Blanche Lake Beach Pt Outlot A 256’ on Road x 309.4’ on Lake
(32 Ac), Section 1 of Everts Township: Blanche Lake (56-240), RD.
Eric & Tami Malmstrom represented the Application.
Motion: A motion by Estes, second by Maske to approve as presented, provided the
proposed structure is a minimum of 20’ from the easement road. Voting: All Members in
favor.
Discussion: Dick Sha discussed with the Commission his concern regarding the lack of a
right-of-way servicing the plat of Maplehurst, Lake Lida (56-747). He indicated when he
reviewed the plat, he could not find that there is a right-of-way included in the description.
Since this is the case, he feels that the proposed plat of LeMar will not be serviced by a
dedicated public road and that Lida Township is uncertain how they will deal with this
issue. The Commission did not take any action.
Adjourn: At 9:20 P.M., Chairman Olson set the Meeting, the next Meeting is scheduled
for 6:30 P.M. on November 12, 2003.

I received a copy of the enclosed Notice of Public Hearing regarding an application for a
conditional use permit submitted by Eric and Tami Malmstrom. I am submitting this
letter in support of their application. Eric and Tami's upgrades to the store/office building
at Madsen’s Resort are welcomed by myself as a neighboring property owner, as I know
they are by other neighbors. They are also both necessary and timely to the continued
economic viability of the resort business. I ask that you and the rest of the Planning
Commission take a favorable view of the application and grant the conditional use permit
as requested.
