Motion by Froemming, second by Lee, and carried with Mosher opposed, to deny a Conditional
Use Permit, as recommended by the Planning Commission, for annual family reunions in August of
each year. The property is described as Sandy Shore Development Lot 7A & 7B, Section 1 of
Everts Township: Otter Tail Lake (56-242).
Conditional Use Permit - Stephen & Crystal Johnson:
Motion by Nelson, second by Lee, and unanimously carried to approve a Conditional Use Permit to
build a driveway through the lower ditch and to the garage and fill around the garage with

Conditional Use Permit - Madsen’s Resort, Inc./Eric Malmstrom:
Motion by Mosher, second by Froemming, and unanimously carried approve a Conditional Use
Permit to renovate an existing porch on their store as presented. The property is described as Pt
Outlet A 256' on Road x 309.4’ on Lk (3.2 Ac), Section 1 of Everts Township: Blanche Lake
(56-240).

Motion by Froemming, second by Nelson, and unanimously carried to approve a Conditional Use
Permit to operate a Real Estate Office with conditions as recommended by the Planning

Conditional Use Permit - Rodney & Jill Hagen and Gary Johnson:
Motion by Lee, second by Block, and unanimously carried to approve a Conditional Use Permit to
provide a restrictive lake access easement for plats of Western Exposure & Southern Exposure
with conditions as recommended by the Planning Commission. The property is described as Lot 4
Ex Tr & NEVi Ex Tr, GL 5 Ex Tr, Section 29 of Scambler Township: Pete Lake (56-941).
Conditional Use Permit - Robert L Hilda:
Motion by Lee, second by Froemming, and unanimously carried to approve a Conditional Use
Permit to construct a storage building for rental purposes with conditions as recommended by the
Planning Commission

Madsen’s Resort, Inc / Eric Malmstrom - Approved As Presented:
A Conditional Use Permit Application to remove existing 26’ x 6’ covered porch on
building. Replace with a 26’ x 11.5’ covered porch or deck. Add-on 16’ x 20’ area, 11.5’
X 20’ to be covered porch or deck and 4.5’ x 20’ to be permanently enclosed. (Please
note that the store is attached to the residence.) The property is described as Pt Outlet A
256’ on Road x 309.4' on Lk (3.2 Ac), Section 1 of Everts Township; Blanche Lake (56-

David Wieser - Approved With Conditions:
A Conditional Use Permit Application to put up a 30’ x 40’ plus a 8’ x 40’ lake side porch
(roofed) Real Estate Office on a large lot being one lot away from the Corner Store,
Greystone and stop sign. Open 5-7 days a week, 8:30 A.M. to 5:00 P.M., lighted sign
and 8 parking spots. The property is described as S.L. 4 of Gov. Lot 4 (.81 AC), Section
32 of Amor Township: Otter Tail Lake (56-242), GD.
Dennis Happel (Attorney), David Wieser & Terry Irens represented the Application.
Greg Stich expressed concerns regarding parking, safety and run-off; he requested a
fence adjacent to his property. Greg Freeland expressed concerns regarding the
creation of an additional business, additional traffic and objected the Application being
considered this time of year (after summer residents are gone).
Motion: A motion by Trites, second by Lachowitzer to approve provided; 1. The
Applicant provides Land & Resource Management with a drawing verifying the adequacy
of parking and water run-off (impervious surface). 2. The Applicant must install a non
vision obstructing fence along a portion of the south boundary line adjacent to the Greg
Stich property. 3. The maximum employees must not exceed 4. 4. The structure must
be located a minimum of 37’ from the road right-of-way. 5. The lighted sign must not
exceed 4’ x 6’ in size. Voting: All Members in favor.
Joshua Hanson - Tabled to October 9, 2002:
A Conditional Use Permit Application to start up a seasonal RV Park. I am proposing 31
sites with full sewer, water, electrical and cable TV hookups. I would like to use the
lakeshore and acreage I own to do this project. The property is described as Lot 2 ex trs
(12 AC), Section 3 of Dora Township: Loon Lake (56-523), RD.
Joshua Hanson represented the Application.
Robert Bigwood (Attorney representing area residents) expressed concerns regarding
the presentation requirements (tier density not shown on map), the total number of units
(already has 1 dwelling), bluffs & the inadequate size of the parcel; he stated the
Commission must consider the impact on the lake & requested denial. Fred Churchsmith
read & presented a letter with signatures expressing their objection. Corrine Rieder
expressed concerns regarding the notification requirements of the Ordinance. Carol
Lage had questions regarding the operation/management of the cluster. Dale Gronhag
expressed concerns regarding the effect this proposal would have on the lake. Sandy
Gronhag expressed concerns regarding the stewardship of the renters. Pete Finkel
