The Board, having previously advertised for bids to be received
for grading, aggregate base, plant mix, bituminous base and surface,
under S.A.P. 56-651-10, proceeded to open bids which were to be
found as follows;

After consideration and review by the County Engineer, motion was
made by Bert Hovland, seconded by Hub Nordgren and unanimously
carried, to accept the bid of Sherbrooke Asphalt, Inc., Pelican
Rapids, MN, in the amount of $119,549.80, being the lowest bid.
Upon motion made by Mel 0. Olson, seconded by Andy Lindquist and
unanimously carried, the following applications for conditional
use permit were approved, subject to conditional requirements:

A motion by Schwartz, second by Olson to approve the Conditional
Use Application of Duane McGowan. Otter Tail Lake, (56-242), GD,
6.37 Ac., in Government Lot 2, Section 31, Otter Tail Township as
is staked (there should not be any run-off into the lake), must
remove the old tires etc. before placing the fill into this area,
allowing a maximum of 3' of fill; the area where the fill is
taken must be taken-out in a manner in which it is not
detrimental to the area; this is valid for two (2) years.
Michael Schwartz represented the applicant.

A motion by Olson, second by Estes to approve the Conditional Use
Application of Charles Malmstrom. Blanche Lake, (56-240), RD,
Nadson's Resort, Section 1, Everts Township as presented subject
to approval of a variance from the Otter Tail County Board of
Adjustment. Patrick Greene Indicated to the Commission that he
had no objections. ,
Approved;
Voting; All members in favor.
A motion by Petterson, second by Ackley to approve the
Conditional Use Application/Preliminary Plat of Herb Johnson.
"Norwest Cove Estates*. Franklin Lake, (RD), Pt. of Government
Lots 1,2 & 3, Section 28 and Pt. of Government Lot 27, Section
27, Dunn Township as presented provided that the existing
township road leading up to this plat is updated to have a 24'
top and that the road (servicing this plat) extends to the SELY
end of Lot 7 (the cul-de-sac may be located as indicated on the
preliminary plat). Clem Hendrickson, Surveyor, accompanied the
applicant.

Voting: All members in favor.
A motion by Petterson, second by Lachowitzer to approve the
Conditional Use Application of Larry & JoAnn Schermerhorn. Long
Lake, (56-388), RD, Lot 5, Block 1, Bruhn Beach, Section 28,
Hobart Township allowing applicant to fill the furrow and to
remove the stumps (left by the beavers); must immediately
stabilize the area.
