Chair Portmann acknowledged a retirement announcement from Court Administrator, Virginia Rustad.

The Otter Tail County Human Services Board convened Tuesday, October 8, 1996 at 1:05 p.m. at the Otter
Tail County Courthouse with Commissioners Malcolm Lee, Chair; Andy Lindquist, Bill Stone, Virginia
Portmann, Harley Windels, and Virginia Portmann present. _ ___________

Voting; All members in favor, except Bergerud voted no.
Brian Fvonn<na - Approved As Presented/Including An Extension;
A Conditional Use Application to build a private driveway approximately 850'
long, starting approximately 500' north of the existing driveway of Gary
Otness, Fire #82349, in order to have access to the adjoining property that
we own behind the Otness property, for needed farm equipment and in the
future, possibly to be used as a private drive. Dirt work requirement will
be about 3600 cubic yards. The top of the driveway is to be 16 feet wide at
a length of 850'. I ask for a time extension until 12/1/96. This would
give me time to harvest the corn off the field to get the needed soils to do
the building of the driveway. The property is described as 93.9 Acres - Lot
2 & El/2 NEl/4 Ex Tr and 29 Acres - Lot 1 in NEl/4 of Section 22, Buse
Township; Horseshoe Lake (56-834), NE.
Gene Wells indicatedMr. & Mrs. Brian Fronning represented the Application,
they should use 1 of the 2 existing approaches.
A motion by Estes, second by Ronningen to approve as presented, extending
the construction to 12-1-97.
Voting; All members in favor.

A motion by Olson, second by Lachowitzer to approve as presented.
Voting; All members voted in favor.
Bradley Malstrom - Approve With Modifidations;
(Old Business/referred the Pleuming Commission by the County Board.)
A Conditional Use Application to use the honw and garage for a real estate
office.
Dunn Township; Pelican River (56-PRA), AG.
The property is described as Pt. Government Lot 1 of Section 1 of
Bradley & Deforrest Malstrom represented the Application.
Motion Failed/Tie: A motion by Johnson, second by Estes to approve the
request with the following modifications; 1. Having only 2 parking spaces
in front (instead of the 4-6) and move 4 to the back. 2. The sign be 4' x
8' (instead of 6' x 8') and be lighted.
