In addition to the current agricultural use, we are requesting a conditional use permit to allow the described property to be used for religious,
education and recreational purposes. Permission is requested to develop a tenting site in Tier I, upgrade a private road, put in a new private
dri ve with an upgraded approach, place two signs, establish 4 RV camping sites in Tier 2 for current volunteer and staff housing, and utilize the
existing house for staff and camper use. The proposed changes would be done over the next five years with completion expected by November
2019. The planned educational use of the property is for teaching science, environmental studies and leadership training. The recreational use of
the property would be horseback riding, hiking, canoeing, kayaking, temporary overnight camping and other activities normally associated with
a child and family Bible camp. The religious use of the property would be for religious training, meditation, worship and study.
Requesting permission to improve the existing approach and road along the northwest shore of Mason Lake east of County Highway No. 5 by
adding fil l to lower the grade and placing 6 inches of gravel, 16 feet in width for approximately 400 feet beginning at the existing approach to a
60 foot diameter turnaround area. Estimated excavation 300 cubic yards. Requesting permission to establish a road commencing at the proposed
irnproved approach on the west side of County Highway No. 5 and traveling northwesterly approximately 935 feet. The road would be 16 feet
wide and estimated excavation would be 1,100 cubic yards. Requesting permission to place and maintain a sign north of proposed new road
west of County Highway No. 5, not to exceed 8x16 feet, at least 10 feet back from the road right of way west of County Highway No. 5.
Requesting permission to place a second sign at the southeast comer of the property. It would not exceed 8 x 8 and be at least 10 feet back from
the road right of way.

Hi Marsha, I'm following up on the email stream thatyou had with Lynette,Bethel concerning the
Conditional Use and Grade and Fill Permits. When we did the application I thought we had stipulated 5
years but it appears that the deadline was actually November 2019 not November 2020. Ineed to check
on what our next steps are. We did complete all of the items except for the private road way and will
want to do that this spring. Any. direction would be greatly appreciated.
While I do work for Lutheran Island Camp which leases the referenced property, l am also the manager
for the Friends of Creation Science, LLC which owns the property.

West Central Initiative Reports
Dale Umlauf, WCI Vice President of Business Development, presented an Economic Development
Snapshot of West Central Minnesota. He spoke about population growth over the last five years, the 65+
age wave, unemployment, poverty rates, and average wages. Lengthy discussion followed regarding an
upcoming shortage of workers, benefits of technical school education, and lack of affordable housing. Tom
McSparron, WCI Donor Services Officer, provided an update of WCI activities over the past year.
Planning Commission Recommendations
Conditional Use Permit - Scott & Shaina Adel man:
Motion by Johnson, second by Froemming, and unanimously carried to deny the after-the-fact Conditional
Use Permit request of Scott & Shaina Adelman as recommended by the Planning Commission and for
reasons stated in the Planning Commission minutes dated July 15, 2015. The Land & Resource
Management Office will work with the Applicant to gain site restoration. The project is located at Lot 9
BIk 1 Palms of Lida, Section 16 of Lida Township; Lida Lake (56-747) GD.
Conditional Use Permit - Christensen Vacation Holdings LLC (Stephen & Janice Christensen):
Motion by Rogness, second by Froemming, and unanimously carried to approve a Conditional Use Permit
to relocate a driveway that services this residence as presented in the revised drawing received by the
Land & Resource Management Office July 15, 2015. The project is located at Lots 9 & 10, Balmoral
Beach and Part of GL 2, Sec. 31 of Otter Tail Township, Otter Tail Lake (56-242), GD.
Conditional Use Permit - Landon & Maria Menz:
Motion by Froemming, second by Johnson, and unanimously earned to approve a Conditional Use Permit
for site preparation for a building location and construction of a driveway to service the lot with conditions
as recommended by the Planning Commission. The project is located at Lot 20 BIk 2 of Scalp Lake Acres,

Conditional Use Permit - Friends of Creation Science LLC:
Motion by Froemming, second by Huebsch, and unanimously carried to approve a Conditional Use Permit
for four (4) Recreational Camping Units (RCUs) as presented in the Applicant’s revised request with
conditions as recommended by the Planning Commission. The project is located at NW>4 SE% GL’s 1 &
2, & E>2 SWA Section 21 of Girard Township; Mason Lake (56-196), NE & West Battle Lake (56-239), GD.
Final Plat - “The Love Park Addition”
Motion by Rogness, second by Froemming, and unanimously carried to approve the Final Plat of
Johanna R. Love consisting of four (4) residential backlots and one (1) lot attached to a lake lot located in
Section 28 of Girard Township; West Battle Lake (56-239).
Aquatic Invasive Species fAIS) Task Force
Motion by Huebsch, second by Froemming, and unanimously carried to approve $209.00 for ads in the
Perham Focus and Perham Contact with their annual fishing photo display as recommended by the AIS
Task Force.
Motion by Rogness, second by Johnson, and unanimously carried to approve, up to $1,000, for self
looping flex tags with the message of “plug-in plug-out and clean, drain, dry, dispose”. The tags will
continue the AIS education and awareness campaign.

during the length of the project. Once the project is complete we have projected our
impervious surface percentage to be 20% across our entire property. Upon approval of the
new driveway, the 10 foot wide concrete along the old driveway will be removed and the
excavated material from the new driveway construction will be used as fill to restore the
original bluff area along either side and across the old driveway site. The remaining
excavated material from the new driveway project will be hauled off site. The existing
driveway runs through a bluff area at a slope of approximately 17% and is in line with the
center of our lake home. The new driveway will have a slope through the bluff area of
approximately 13% and will be in line with the green area between our lake home and the
Monk. The project is located at Lots 9 & 10, Balmoral Beach and Part of GL 2, Sec. 31 of
Otter Tail Township, Otter Tail Lake (56-242), GD.
Richard Gabe recused himself from this Application.
Jerame Tysdal (Tysdal Construction), Steffen & Janice Christensen, John Christensen
(Christensen Construction) and Glenn Howe (Anderson Land Surveying) represented the

Landon & Maria Menz - Approved with Conditions:
Conditional Use Permit Application (as stated by the Applicant on the Application): Construction of a
four season home on Scalp Lake, which includes well, septic, approach, driveway, and
dwelling. Home will be a walk-out rambler. Construction of dwelling requires an alteration in
the natural drainage of the property. Drainage exiting to property on the southwest side will
be re-routed around the structure. Impacted run-off does not enter the lake. 335± total yards
of earthmoving and filling (additional details on file at Land & Resource Management). The

to increase in traffic on 240‘'^ Street, increased number of horses on property, poor fence,

Conditional Use Permit Application (as stated by the Applicant on the Application): Please
consider this application for the alteration of an existing 33’ road easement and related
topographical alterations for a future residence. The project proposes to slightly alter the
existing road easement on a portion of the property while installing a new entry road utilizing
the requested easement relocation as well as a portion of the existing road easement. This
would provide for a turnaround, parking area and future WOAS structure access. The
project also proposes to install two boulder walls, one to the NE of the future residence for

Request for Conditional Use Permit
Application Request:
In addition to the current agricultural use we request a conditional use permit to allow the
described property be used for religious, education, and recreational purposes. Permission
is requested to develop a tenting site, remove a small portion of ice ridge, upgrade a
private road, put in a new private road with upgraded approach, place a sign, establish 4
RV camping sites for volunteer and staff housing, and utilize the existing house for staff
and camper use.
The proposed changes would be done over the next five years with completion expected
by November 2019.
The planned educational use of the property is for teaching science, environmental
studies and leadership training. Tl^e recreational use of the property would be horseback
riding, hiking, canoeing, kayaking, temporary overnight camping, and other activities
normally associated with a child and family Bible camp. The religious use of the
property would be for religious training, meditation, worship, and study.
Tenting:
Permission is requested for a 40 foot by 60 foot tenting site that would have tent housing
for up to 24 people. Said site to be located 100 feet north from the high water mark of
West Mason Lake on the east side of County Highway 5, 155 feet from the east property
line and 120 feet from the center of County Highway 5. This request requires a variance
from the existing setbacks. We request this variance because of the practical difficulty
which arises from the lack of usable land east of County Highway 5 adjacent to the lake.
This location will be buffered from neighbors, from traffic and the right of way of County
Highway 5 by existing forestation. There would be two portable bathrooms, a fire ring
and up to 4 picnic tables.
Ice Ridge Modification:
Permission is requested to remove up to 80 feet of the existing ice ridge on the northwest
shore of Mason Lake. It is proposed that the existing opening in the ice ridge beginning
126 feet from the east property be expanded southwesterly to a point approximately 210
feet from the east property line. This expansion would be accomplished by removing the
existing ice ridge at that location down to an elevation of 1 foot above the high water
mark. On the southwest end of the opening there would be a transition from 1 foot above
the high water mark to the top of the existing ice ridge with a slope not to exceed 1 foot
vertical for every two feet horizontal. This slope would be covered with filter fabric, soil
and vegetation native to the area. The area 1 foot above the HWM would be a sand
beach. On the northeast edge of the existing ice ridge would be a log retaining wall
approximately 36 feet long up to the top of the existing ice ridge.
Improvement of existing approach and road:
Permission is requested to improve the existing approach and road along the northwest
shore of West Mason Lake east of County Highway 5. Permission is requested to
improve the grade of the approach by adding fill sufficient to lower the grade to a safer

level. Such fill would likely come from work on the approach across the road and
additional fill. Permission is also requested to place up to six inches of gravel, 16 feet in
width for a distance of approximately 400 feet beginning at the existing approach on the
east side of County Highway 5 and continuing northeasterly along the shore of West
Mason Lake on top of the existing road which is located approximately 10 feet
northwesterly of the existing ice ridge. This road would terminate with a 60 foot diameter
turnaround, parking pad and hitching post. It would be located adjacent to the tenting site.
Improve approach and establish new road:
Permission is requested to improve the existing approach on the west side of County
Highway 5 on the North side of West Mason Lake. The approach will be improved by
widening the existing approach to a width of 32 feet. Permission is also requested to
lower the elevation up to 10 feet of the existing land immediately adjacent to the
approach 50 feet on both sides of the existing approach so as to insure good visibility of
traffic on County Highway 5 and for a safer road elevation for traffic to transition to and
from County Highway 5 and the proposed new road. Permission is also sought to
establish a road commencing at the proposed improved approach and traveling
northwesterly 1000 feet more or less from the approach to the edge of jurisdiction. The
road would be 16 feet wide and constructed of up to 6 inches of gravel.
Sign:
We request permission to place and maintain a sign north of proposed new road west of
County Highway 5 not to exceed 8X16 feet, at least 10 feet back from the road right of
way west of County Highway 5.
Volunteer/staff RV sites;
We request permission to have four RV sites located approximately 80 feet west of the
existing Quonset building. Each site would be 20 feet wide and 40 feet long. Water and
electrical hookups would be available but not sewage. These RVs would be used by
volunteers and staff.
Existing House:
We request permission that the existing house on the property be allowed to be used for
staff and participant housing with no more than 8 people staying in the house at any one
time.
The property is owned by Friends of Creation-Science, LLC and leased to Lutheran
Island Camp.
Lutheran Island Camp Board chairman Schan Sorkness and Friends of Creation-Science,
LLC manager Bill Schultz visited with the Girard Township officials to discuss the
proposed uses. They were receptive to the plans and indicated that none of the plans for
use would require any additional action on their part at this time.
Specific uses and projects anticipated in and outside of the jurisdiction:
Teaching science and environmental education:
Platform and tower designed to hold 8-10 people for observation of beaver
activity. A boardwalk will go across the existing pond. This tower and
boardwalk are under construction per DNR permit.
Observation towers-These are outside of the 1000 feet area. Permits have been
obtained from Girard Township.
Exhibits - existing elements such as trees, flowers, fruits, will be identified by
signs.
Equine associated uses:
Trails crisscrossing the property will be used for horseback riding for recreational
purposes as well as to access some of the exhibits.
There will be some temporary campsites for preparing meals and tent camping.
In addition to our horses we may board and/train other horses.
Horse drawn wagon rides will be done on permanent trails throughout the
property.
Horses will also be used for workshops and learning experiences for families,
churehes, and organizations.

Leadership training:
Youth and adult leadership training will be done on obstacle and ropes courses
and with the horses. Obstaele and ropes courses are under construction but are
outside the 1000 foot area.

comments:
1. If the existing approach off from CSAH 5 needs upgrading, the property owner will
need to submit an Approach Application to the Otter Tail County Highway
Department for review and approval.
2. Also, it is not clear if people will be crossing or walking along CSAH 5 on foot to
get to Mason Lake on the east side of the highway. We have a safety concern for
people if they are crossing or walking along CSAH 5 at this location due to the
narrow road shoulders and curves.

CONDITIONAL USE PERMIT APPLICATION REQUEST (as stated by the Applicant on the
Application): in addition to the current agricultural use, we are requesting a conditional use permit to allow the described
property to be used for religious, education and recreational purposes. Permission is requested to develop a tenting site in
Tier 1, upgrade a private road, put in a new private drive with an upgraded approach, place two signs, establish 4 RV
camping sites in Tier 2 for current volunteer and staff housing, and utilize the existing house for staff and camper use. The
proposed changes would be done over the next five years with completion expected by November 2019. The planned
educational use of the property is for teaching science, environmental studies and leadership training. The recreational use
of the property would be horseback riding, hiking, canoeing, kayaking, temporary overnight camping and other activities
normally associated with a child and family Bible camp. The religious use of the property would be for religious training,
meditation, worship and study.
Requesting permission to improve the existing approach and road along the northwest shore of Mason Lake east of
County Highway No. 5 by adding fill to lower the grade and placing 6 inches of gravel, 16 feet in width for approximately
400 feet beginning at the existing approach to a 60 foot diameter turnaround area. Estimated excavation 300 cubic yards.
Requesting permission to establish a road commencing at the proposed improved approach on the west side of County
Highway No. 5 and traveling northwesterly approximately 935 feet. The road would be 16 feet wide and estimated
excavation would be 1,100 cubic yards. Requesting permission to place and maintain a sign north of proposed new road
west of County Highway No. 5, not to exceed 8x16 feet, at least 10 feet back from the road right of way west of County
Highway No. 5. Requesting permission to place a second sign at the southeast comer of the property. It would not
exceed 8x8 and be at least 10 feet back from the road right of way.

Our office was involved in the 3 year process of the sale and gifting of the property by the Kreyers to the group affiliated

nature of the general area given the lake homes, cabins and resort/campground located on West Battle and Mason
