to deny the application of Mark Empey for sewage disposal installers license, appli
cant is not an adult and there is indication the application is for someone else.
Motion was made by Hub Nordgrenj seconded by Andy Leitch and car^^
ried, to approve an application of Dennis Doolittle, Dora Township, to cut a
three foot knoll and fill area, subject to conditional requirements.

Meeting of the Otter Tail County Planning Commission was held on May 21, 1980
at 7:30 P.M. in the Government Services Bldg., 505 South Court Street, Fergus Falls,
Minnesota 56537.
Members present were;Beck, Trites, Estes, Lachowitzer, Ryan, Jacobson, Lindquist
and Lee.
Passed:A motion by Trites, second by Lachowitzer to approve the minutes
of the May 7, 1980 meeting as mailed.
Voting: All members in favor.
Passed:A motion by Lachowitzer, second by Lee for the special use application
of James Torgerson, Otter Tail River, Sec. 5 of Everts Twp. that three
people from the Planning Commission to view property - Beck, Ryan and
Jacobson and the matter will be placed upon June 4, 1980 agenda for
disposition. Mr. Torgerson stated that there was no prejudice expressed
or implied at the May 7, 1980 meeting by any Planning Commission member
or Shoreland Management Office staff.
Voting: All members in favor.
A motion by Lachowitzer, second by Ryan to approve the special use
application of Don David Sapp, dated April 29,1980 on Sybil Lake, No.
56-387, Rd, Sec. 1 of Dora Twp. as requested.
Passed:
Voting: All members in favor.
Passed:A motion by Beck, second by Lee to approve the special use application
of William King, dated May 6, 1980 on Rose Lake, No. 56-360, RD, Sec. 8
of Hobart Twp. as requested.
Voting: All members in favor.
Passed:A motion by Estes, second by Jacobson to table the special use application
of Kenneth P. Connell, dated May 5, 1980 on Hoot Lake, No. 56-782, RD,
Sec. 25 of Fergus Falls for lack of appeaiance of applicant. Fergus Falls
Township Board and Mark Rian spoke to the Commission and expressed no
objections.
Voting: All members in favor.
Passed:A motion by Lachowitzer, second by Lee to table the preliminary plat
plans of Norwood Beach on Little McDonald Lake, No. 56-328, GD, Sec. 10
of Edna Twp. for more complete drawing with building sites illustrated
with setback indicated for lots 3 and 4. At least three Planning Com
mission members to view the two building sites to be staked by survey.
Lachowitzer, Estes and Lee to view. Reschedule for June 4, 1980 meeting.
George Olson appeared before the Commission. Ray Johnston, Detroit ^akes,
Minnesota is the developer.
