This is to confirm the receipt of your form#l66935 VL regarding the construSion
of a pttacy fence on the western boundry of our lake home located on the south
shore of Crystal Lak»». On the attached Grid Plot Flan Sketching ^*^orm I have
drawn in to the best of my ability the layout of our cottage, bunk house, lake
shore and highway, I have also enclosed several color pictures taken of our
property to give you a better idea of how the fence is constructed and how it
looks.
We purchased this lake home from Ray & Irene Pfeifle on Feb. 1, 1984, Lake livin g
on Crystal Lake is not new to us as we own a share in the Groethe family cottage
which my grandfather built over 56 years ago. This cottage is also located on the
south shore of Crystal Lake about l/2 mile east of our cottage. We have spent
many weeks every summer at our family cottage and are very familuar with lake
living.
About 2 years ago we decided to look for a cottage of our own,
married children and 9 grandchildren, all living in Minnesota and who all like
and enjoy time at the lake. Our family (owned by the way^by 7 families) did not
provide enough time at the lake for all of my family. The cottage purchased from
the Pfeiflies was one of 6 cottage which was part of their resort called Loghaven,
Two cottages, ours and the one next door, were on the Crystal Lake side and 4
directly accross the highway (south of us), (the Pfeiflies have been trying
unsucessfully for a number of years to sell their resort. They decided to start selling off cottagew and sold us the one we bought plus one on the Lake Lyda side.)
We have 5 grown.
When we purchased the oottage we realized (to a degree)that it was previously a
rental oottage, that the cottage next door was rental and next to that the boat
access, across the street the garage and resort ttore, and other rental cottages^
and that there would be a lot of activity around our area - people, cars, boats
etc. The amount of activity however was much, much more than we anticipated.
We learned over the years from our lake living at the Groethe family cottage that
there is kfcnd of and "unwritten" code of ethics on the part of the cottage owners
as far as respect for your neibors area, his beach, noise, etc. and etc.
This "unwritten" code and respect is notcharacteristic or visibleon the part of
people who rent as we have experienced in the 2 years that we have owned our
cottage. As an example: on any given week, the rental cottage next door will
have from 4 to 20 people staying in it or in tents, camp'^rs etc, for the entire
week. On a couple of occassions the cottage was filled with people - plus kids that slept in Benton the front lawn right next to our lot line - plus people
sleeping in vans in the back yard. We poured a cement slab on the south side of
our bunk house which we planned on us$ng as a patio. Because of the people
from the cottage next door - right next to us by our patio - we had no privacy,
especially when we planned on using the patio for a family barbaque or what ever.

Small children from next door are constantley going back and forth from their
lawn to ours.
In addition, vehicles from the cottage next door are constantly driving in
or out our drive way when coming or going, (our drive way was used as a kind
of a circle drive when both cottages were rented and then it probably was
acceptable to the (both)rentora, . Also, vehicles from this next door cottage
are constantly parked pVtially in our drive way making it sometimes impossible
and other time§ very difficult to park and move our cars.
Also, the rentors next door constantly use oinr beach, dock and retaining wall
for swimming, sitting or sunning, Rentors who have been renting these cottages
year fifter yearhave not been restricted in their activity and have been free to do these things. I woulH assume that in many cases families and/or friends
rented both cottages and they shared the lake front, beach & retaining walls and i.
lawns without problems.
An additiooal problem that we have had are the people (adults & kids) involved with
swimming lessons which are heldoff of Pfeiflies dock andour next door neibor
on the east and the Loghaven dock on the private acess. (our cottage and dock
is between these). These people also use our dock & retaining wall (to sit on).
This all brings me to the XKtsxKig privacy fence. It got down to either selling
our Cottage or doing something to make or minimize the activity by all those
people to make it somex^hat hearable. The privacy fence seemed to be the best
solution. The fence I decided on is one of the most attractive, expensive and
difficult to install, ^ince it*s installation it has made life at the cottage
bearable. It has accompliched most of what we wanted accomplished and has^to
a degree, protected our interests, I’ts not the perfect solution, however as long
as we have a rental cottage next door & swimming lessons on our beeich it will
have to suffice.

mission to build a 16' x 24' boathouse six to twelve feet setback
from ordinary high water mark. After consideration, motion was made

seconded by Marcus Wiechmann and unanimously carried. Property being

ation, motion was made by John Everts to deny, no adequate hardship
shown, to allow would establish a precedence as there are no other
boathouses in the area, and a natural environment lake. The motion
was seconded by Marcus Wiechmann and carried unanimously.

Ronald G, Wical, Fargo, 'ND, requested permission to cons^iruct a garage,
no larger than 28' x 32' within the set-back requirements on both side
lot line and road right-of-way, on Sub Lot F of G.L. 6, Section 2,
Scambler Township. After consideration, motion was irade by Craig
Anderson to grant approval of the road setback variance, no closer
to road than the neighbors on either side, the Helbling garage to the
north and the DeSautel garage to the south. The motion was seconded
by Gedrge Walter and carried unanimously. Motion was then made by
Marcus Wiechmann to deny the side lot variance request, no adequate
hardship shc^/n. The motion was seconded by Victor Petterson and carried
unanimously.

privacy fence to remain as presently located on the E^jLot 6, Block 3,
Crystal Lida Beaches, Lida Township. After listening to the various
interested parties, motion was made by Marcus Wiechmann to deny, no
adequate hardship shewn. The motion was seconded by Victor Petterson
and carried unanimously.
Jon Jaenisch, Pelican Rapids, MN, requested permission to split a 1.98
acre peircel being the north 200' of the east 430' of the NW% of Section
22, Pelican Township, into two parcels, one 42,000 square feet the
other 34,000 square feet. After consideration, motion was made by
Craig Anderson to approve, parcel being a remnant parcel of land, with
boundary' lines being parallel and perpendicular to a government survey
line, with resulting parcels p j.ng size criteria of the subdivision
controls ordinance. The mot was seconded by John Everts and carried
unanimously.
