OCTA
Duane Rose, representing the Otter Country Trails Association, requested permission to use the Central
Trail railbed again this winter for snowmobiling. Motion by Lindquist, seconded Lee, and unanimously
carried to approve the use of this railbed by OCTA for snowmobiling subject to conditions as stated in the
previous 1996 Trail Assistance Agreement.
Aerial View of Pomme-de-Terre and Chippewa River Watersheds
Bill Kalar, Land & Resource Administrator, provided a memo from Ag Inspector, Tiny Holm. After aerial
flight of specific areas of the Pomme-de-Terre and Chippewa River Watersheds, no contaminating source
of pollution flowing out of Otter Tail County was observed. Board members directed Kalar to forward this
memo to the Minnesota River Basin Committee.
Planning Commission Recommendations
The Land & Resource Administrator presented the Planning Commission recommendations.
Chair Portmann opened discussion to individuals present.
Virgil Munson representing “Head Lake Camp” explained that “Head Lake Camp” cannot pass the criteria to
add RV sites and cannot purchase additional contiguous land because the DNR owns the surrounding land.
General consensus of the board is to uphold denial of this CUP request per the recommendation of the
Planning Commission:
Robert Olson appeared relative to his CUP which was denied by the Planning Commission. Mr. Olson
explained that he wanted to open the lot for approach to the lake in order to sell the property.
Commissioner Windels will view the property. No action taken.
Deforrest Malstrom thanked the board for reconsideration of a CUP for Bradley Malstrom.

' Allan Kunkel representing “Leisure Lane Resort” questioned the possibility of a grandfather clause relative
to the four campsites that were initially requested. The County Attorney explained that without a record of a
permit issued for these campsites, the county SMO does not allow the campsites. Further, after review of
the SMO this winter, Mr. Kunkel may be able to reapply.;
Deb Zachman representing “Xanadu” explained that there is more thari enough lakeshore but insufficient
acreage to obtain a CUP. Commissioner Lindquist stated that the sewej; system setback requirement is the
issue. Lengthy discussion took place regarding vertical separation being the critical factor for sewage
treatment and the setback requirements of Chapter 7080. If a variance for the septic system is required, it
would be obtained through the Board of Adjustment.

A Conditional Use Application to ask for 21 additional RV campsites and
sewer system to service them. We have a license for 10 mobile homes, 1
cottage and 16 ceunpsites at the present time. We have approximately 3400'
of lakeshore on 16.9 acres with 400-f acres of DNR lamd back of our point on
Head lake. We are also asking for a variance of setback from the OHWL (to
be 40' from the OHWL) and buffer zone requirements (to be 40' at the
closest). The triamgular shape of the parcel make it impossible to meet
these requirements. The property is described as Pt of Government Lot 1 of
Section 20 and Pt of Government Lots 4 & 3 of Section 21, Rush Lake
Township; Head Lake (56-213), NE.
Jerry Greenwood indicated thatVirgil Munson represented the Application,
he does not see a need to expand the resort and expressed concerns with
setting a precedent; Bob Wagner expressed concerns for fish spawning area
and an increase in fish harvest; Cheryl Harris spoke in favor and indicated
that there are varizdiles (not all renters fish daily, (weather) and resorts
aren't always full).
A motion by Lachowitzer, second by Bergerud to deny as requested as they
already exceed the Ordinance requirements.

his only concern was with the additional campsites and the density of the
property; Lloyd Mackey indicated he had no objection to this request and
what's being requested would help the whole community; Carol Jacobs
indicated that the bathhouse was a cabin at one time and that the door faces
her lot.

No Formal Actioni
Bill Kalar discussed with the Commission, the County Board's concerns
regarding the reason(s) topographical alterations were being approved
(safety). During this discussion the Commission was asked if Roger Shelstad
(Pickerel Lake) was to reapply (the CB denied his request), would they again
consider recommending approval up to what they had previously approved. The
general consensus was that they would approve the project as they had
previously recommended.
Bill Kalar also discussed with the Commission the possibility of their
accepting a scaled drawing, instead of the required surveyor's drawing
(estimated cost $1100.00), for an addition to to the residence on a cluster
development of Jane Kunkel, Prairie Lake (56-915). The Commission decided
that in this case, they would accept the scaled drawing.

SUPPLEMENTAL INFORMATION FOR APPLICATION FOR CONDITIONAL USE PERMIT
SUBMITTED BY ALLAN P AND JANE R, KUNKEL RE: LOTS 3. 4. 5. 6. AND 7. SUBROSA BEACH.
OTTER TAIL COUNTY. MINNESOTA:
ADDITION/GARAGE TO EXISTING HOUSE:
The existing structure was originally used as a summer home for past owners. The structure has now been
insulated, re-sided, and new windows to make it liveable all four seasons. The house is 24-feet by 24-feet and
ccHitains are large room (24'xl4') which is used as a living room, dining room, and office. This room is over
a basemart where the furnace, water heater, and pumps are housed. A small addition (24'xlO') is the kitchen,
laundry, bathroom, and one bedroom. This area is over a crawl space. There are three members of the
household. The current house is not adequate living space for the size of household. Also, there is not a garage
on the prqjerty. A garage is needed to house vehicles, riding lawn mower/snow blower, and a workshop. The
prq)osed additioi is 38'x28' and would include a 3-stall garage (28'x28') with three bedrooms, bathroom, and
storage room built above the garage. A driveway will be poured to provide parking for three vehicles. A one-
story room (10'x28') will be added as a femily room. This will be built over a crawl space area. (See attached
drawing.)
MAINTENANCE ON BANK:
Although the bank is not a bluff, it is 23' high. The current stairs are cement blocks dug into the bank. There
are 32 very narrow, ste^ stqjs. For safety purposes and making the area handicapped accessible, we propose
building st^s that are not as steep and dangerous. To avoid any erosion on the bank, we propose removing
or burying the steps and prqrerly protect the soil with foliage. There is currently an inoperable cement minnow
tank (5'x6'x 4' high) on the bank. Besides being use less, it is very unattractive on the bank. We propose
breaking down the walls of the tank, removing or burying the cement floor of the tank and properly protect
the soil with foUage. There is also an area on the bank that has created a washout. We propose repairing the
erosion caused by the washout by filling the area and properly protect the soil with foliage.
ADDITION OF CAMP SITES:
According to information received from the Department of Health, we are eligible to have four camp sites on
the resort. We propose establishing these cartq) sites by providing proper water and electricity to the four sites.
Three of the sites be located next to an existing bath house that provides toilet and bath/shower facilities.
The fourth site will be located 10 feet or more from the septic tank used for the house and will be accessible
to water, electricity, and sewer. The resort is currently properly permitted through the Department of Health
for five cabins and the prefer permits would be applied for if approval is given for the addition of these camp
sites. (See attached drawing.)
SECRETARIAL SERVICE IN HOME:
Jane Kunkel has been a secretary for more than 27 years. She has beoi a legal secretary for more than 12 years
and has received her certificaticn as a Professional Legal Secretary. She has the necessary skills and equipment
to adequately provide secretarial/data input services in the home. The business would not create a large amount
of traffic in the area. The majority of the work will be received either by mail or be picked up by her. We feel
it is important to have someone at the resort the majority of time and by doing work in the home, she will be
able to be available to guests at the resort.
DENSITY VARIANCE:
An application has been submitted to request the proper density variance and buffer zone setback has been
applied for.
