Motion
Motion was made by Cecil Femling, seconded by John Everts and unanimously carried, to deny the variance as
requested as no adequate hardship had been shown and the ordinance clearly indicates that the developmental plans
for condominiums must include all additional building that are being considered for future construction. It was noted
that the granting of this variance would establish a precedence and that the proposed structure is oversized for this
type of a development. Concern was also expressed as to the possible erosion that might be created by the
construction of such a large structure.

Lake View Condo #11 - Denied
Lake View Condo #11, Fargo, ND, requested a variance for the construction of a 35’ by 120’
storage building for use by the members of Condo #11. Variance requested would be from
Section 4 Part 11 (Cluster Developments) of the Shoreland Management Ordinance. The
property is described as Units 101 through 105, Garages 101 through 105 and 1/5 interest in
the common elements. Lake View Condo #11, Otter Tail Lake in Otter Tail Township. A letter
from Duane Carlson opposing the variance request was read for the record. The audience was
polled vyith; Ea Von Morrow speaking in favor of the variance request. After consideration,
motion-was^made by Cecil Femling, seconded by John Everts and unanimously carried, to deny
the variance as requested as no adequate hardship had been shown and the ordinance clearly

Donald R.Torgerson-Approved
Donald R. Torgerson, Glenwood, MN, requested a variance of 52’ 8” from the required ordinary
high waterlevel setback of 100’ and a variance of 8” from the required south lot line setback of
10’ for a tvyo story addition to an existing dwelling 47’ 4” from the ordinary high water level and
9’ 4” from the south lot line. The property is described as a tract 50’ North and South adjacent
to Lot 6 Ripples Beach and part of Government Lot 7, Section 34 of Dunn Township by Lake
Franklin. The audience was polled with no one speaking for or against the request. After
consideration, motion was made by Craig Anderson, seconded by John Everts and unanimously
carried, to approve a variance of 52’ 8” from the required ordinary high water leyel setback of
100’ and a variance of 8” from the required south lot line setback of 10’ for a two story addition
to an existing dwelling 74’ 4” from the ordinary high water level and 9’ 4” from the south lot line
as depicted on the-applicant’s drawing with the condition that no additional water - oriented
accessory structures will be allowed in the future in front of the existing dwelling. It was noted
that the addition is farther away from the ordinary high water level than the existing structure
and that the applicant has biased lot lines creating the need for a side lot variance.
DanielJ.Crothers-Tabled
Daniel J. Crothers, Fargo, ND, requested a “varianceTrom required side lot setback of 10 feet
for addition of second floor on existing structure and'ten foot addition of main floor and second
floor to east of existing structure.” The property is described as a .27 acre tract in Government
Lot 4, Section 9 of .Dunn Township by Pelican Lake. The audience was polled with no one
speaking for or against the request. The applicant was not able to attend the scheduled public
hearing due to a conflict and has requested that his variance application be tabled until the
November 6,1997 meeting. After consideration, motion was made by John Everts, seconded by
Randall Mann and unanimously carried, to table the public hearing on this variance request until
the Novembers, 1997 meeting.

Dear Board Members:
This is in response to Notice of Hearing for Variance (copy enclosed) for Lake View Condo #11.
1 have Otter Tail lake property at Otter Tail fire number 536A, four “doors” down from Lake
View to the south
1 was against the building of Lake View Condos when that variance was approved even though
the Board did hear out all of the objectors (and there were quite a few) at the time and reduced
the number of units and eliminated the swimming pool. Objectors, including me, were concerned
about appearance, maintenance and traffic, among other things. It has so far been kept up quite
nicely.
All of the units have single garages already. Now the Condo owners apparently want one very
large shed (if it had a hayloft/upstairs - hopefully not the case - it would probably be 2 or 3 times
larger than an average size farm bam). For each of the 5 units, this shed has to be the equivalent
of another 2 V2 or 3 stall garage. The Balmoral condos down the road seem to function just fine
without a large unsightly shed.
Again I am fearful that another large building on the property would detract from the eye-appeal
and value of all properties near Condo #11.1 also fail to understand why each condo unit needs
the equivalent of a 4 car garage (one existing and 2 Vi or 3 proposed to be added); maybe they’re
going to rent boat storage space or turn it into a commercial store and lock operation.
Anyway, if I had a vote, which of course I do not, I would vote no on the proposal although I
could understand and even agree (still reluctantly) with adding a much smaller building, say the
equivalent of another one car garage per unit or about 60' x 25' (large enough for storing a boat
plus a personal watercraft and related accessories).
