PERHAM, MINNESOTA 56573 218-346-3175 MAIN OFFICE OTTER TAIL COUNTY COURTHOUSE FERGUS FALLS, MINNESOTA 56537 218-739-2271 February 1991 Licensed Recreational Campgrounds and ResortsTO: Doug Johnson, R.S.FROM: New Construction Plan ReviewRE: Consultation with the Shoreland Management Office has resulted in the fol^lowing policy concerning remodeling or new construction at a resort or recreational campground. Effective February 1, 1991, prior to the Shoreland Management Office issuing the required permit, you will need to provide them with a complete plan review form from the Health Department. (Copy Enclosed).lie addition of permanent rooms and screened porches to recreational vehicles is not consistent With the Otter tail County Recreational Campground Ordinance, however this construction has been permitted by the Shoreland Management Office. This policy interpretation error has resulted in recreational camping vehicles being altered to the extent that they no longer meet the definition of a recreational camping vehicle. (Copies Enclosed). The existing construction will be allowed to remain as is and will be evaluated by the County Health Department on an Individual basis during routine inspections. This Department will work with the campground owners in an effort to bring these structures into compliance with current regulations. Such structures may need to be reclassified as a cabin jinstead of a recreational vehicle. IThe construction of permanent accessory structures on recreational ^ campin^g sites will no longer be permitted. Any temporary accessory structure such as attached awnings, carports or Individual storage facilities and accessory structures on manufactured home sites must meet all set back requirements of the County Manufactured Home Park and Recreational Camping Area Ordinance. If you should have any questions regarding this matter please feel free to contact me at 218-739-2271, Ext. 290. No name stream between West Battle Lake & Molly Stark Lake, Section 25 of Everts Township as presented. Henry Mueller, Jack Donley, Byron Hensch, Cl§m Hendrickson, Mrs. Phillip Olson, Phillip Olson and Don Walker expressed some concerns on the project. Approved; Voting: All members in favor, except Femling abstained. A motion by Stringer, second Olson to approve the conditional use application of Robert Jastrom, Stalker Lake, 56-437, RD, on Lots 2 & 3, Block 2 of Highdale Subdivision, Section 28 of Tordenskjold Township to allow the excavation for the structures (garage & dwelling) according to the modified drawing: the excess dirt may be placed in the red area depicted on the drawing to create a relatively flat driving surface (sideslopes to be sodded) between the lakeside of the home and the lake going at a northerly and northeasterly direction from the home to the public road; the greatest depth of fill is to be 6' near the existing public road; that portion of the driveway which is north - south near the east end of the structure has to be banked so the water running down will be pooled lakeside of the dwelling structure; all excess fill material needs to he removed from the premises unless the applicant returns with a specific plan for the placement of soil on this lot that is approved by the Planning Commission. Mrs. Marcus Job spoke in favor of the request. Approved: Voting; All members in favor. A motion by Lachowitzer, second by Stringer to deny the conditional use application of Craig Scheidecker, Wall Lake, 56-658, CD, on Lot 13 of Philip Burseth Beach, Section 9 of Dane Prairie Township reason being that this cut would create an open unvegitated area and would also set a precedent in the area. Denied: Voting; All members in favor, except Petterson abstained. Pre-Application; A motion by Stringer, second by Trites advised the preliminary applicants, Mr. & Mrs. Herb Johnson, Lake Lizzie, 56-760, RD, Dunn Township that on the assumption that there is 1320' of lakeshore, the maximum number of units allowed would be 26 - with this fact they be advised they would not get approval on a formal conditional use application. Voting; All members in favor. Department of LAND & RESOURCE MANAGEMENT m COUNTY OF OTTER TAIL Phone 218-739-2271 Court House Fergus Falls, Minnesota 56537 MALCOLM K.
