mously carried, to approve an application of Herb Christensen, Jr.,
for conditional use permit, to build a nine hole par 3 golf course, on
Otter Tail Lake, Otter Tail Township, with conditional requirements.

Motion was made by Bert Hovland, seconded by Andy Lindquist and unani
mously carried, to approve an application of Herb & Shirley Johnson
for conditional use permit to remove three two bedroom cabins replacing
with six seasonal trailer homes, at Johnson Resort on Lake Lizzie in
Dunn Township, subject to conditional requirements.
Upon motion made by Mel 0. Olson, seconded by Sydney Nelson and unani
mously carried, the application of Western Minnesota Savings & Loan
for conditional use permit to build a road to serve the preliminary
plat of Whispering Springs Replat in Elizabeth Township was approved.
Motion was made by Sydney Nelson, seconded by Bert Hovland and unani
mously carried, to approve an application of Scott Ehlke & Jerry
Courneya, for hauling up to 1 ,000 yards of dirt on property on Rose
Lake in Hobart Township.
Dennis Berend, County Engineer, appeared before the Board and reported
on the collapse of the roof on the highway garage in Aurdal Township,
stating an emergency repair was necessary, with the following proposals
having been received for said repair:

D.H. Roofing Co., Fergus Falls, MN
Motion was made by Mel 0. Olson, seconded by Bert Hovland and unanimously carried, to approve acceptance of the low bid of Herzog Roofing,
Inc., Detroit Lakes, in the amount of $13,800.00, plus a $700.00 fee
alternate to provide a 15 year manufacturer's warranty.

Dear Mr. Mr. & Mrs. Johnson;
This is to inform you that at the February 3, 1988 meeting of the Otter Tail
County Planning Commission a motion was passed to approve your conditional
use application to remove 3-2 bedroom cabins and the ice house, replacing
them with 6 seasonal trailer homes to be located where the cabins are
currently located, also may add 4 camping permits (2 of these additional
sites must be located on the north side of the driveway and the other 2 may
be located as shown on the drawing) - allowing a total of 10 additional
sites; this project is to include the entirety of the lake frontage in G.L.
6 and a total of 31.55 acres; this approval is subject to the granting of a
variance from the Otter Tail County Board of Adjustment on the lake frontage
requirement. Reasons for approval include that it is a benefit to have the
cabins removed and that there is consistency in the general provisions of
the Shoreland Management Ordinance of Otter Tail County.
The Otter Tail County Board of Commissioners will consider this application
on March 16, 1988 at 1:30 P.M.

use application of Scott Ehlke & Jerry Courneya. Rose Lake. (56-
360), RD, in Pt. of G.L. 1 & Pt. of Sublot A, Section 17, Hobart
Township as presented, reason that it will not flood anyone out.
Approved;
Voting; All members in favor.
A motion by Ackley to approve the conditional use application
of Western Minnesota Savings & Loan, and the preliminary plat
of Whispering Springs Replat, Long Lake, (56-784), RD, in
NWl/4 of NW 1/4 & G.L. 5, Section 12, Elizabeth Township
including the 9 lakeside lots, subject to the granting of a
variance from the Otter Tail County Board of Adjustment.
Motion failed for lack of a second.
Motion Failed;
A motion by Petterson, second by Femling to approve the
conditional use application of Western Minnesota Savings & Loan,
and the preliminary plat of Whispering Springs Replat. Long Lake,
(5 6-7 84) allowing 8 lakeside lots that must include the entire
lake frontage and 4 outlets - although outlet C must be labeled
"Unbuildable” on the final plat, providing the road continues
from the easterly property line to the westerly property line and
the existing road must be brought-up to County specifications and
that there is stabilization of the eroded areas on the existing
road. Jeff Vye, Western Minnesota Savings & Loan and David
Anderson, Surveyor represented the application. Robert Stenstrom
and Steve Muckola expressed concerns regarding this application
and David Holt. Elizabeth Townboard also expressed concerns.
