WCAAA Update Commissioner Portmann, as the Board’s representative on the West Central Area Agency on Aging Joint Powers Board, updated commissioners regarding the agency’s staffing. Director, Ben DeLong has resigned and the Joint Powers Board has named Darlene Ackerman as Acting Director for an interim period. She noted that Public Health’s Aging Coordinator, Lyle Hoxtell has researched the current nutrition program and found positive results in most areas. Conditional Use Permit - Otter Tail County Highway Department: Motion by Froemming, second by Lindquist and unanimously carried to approve a conditional use permit to conduct a grade raise and resurfacing of an existing county road on Rusch Lake (Sec. 10, 15, & 16, Twp. 136N, R. 40W, Edna Township, Lake No. 1641) with conditions as recommended by the Planning Commission. Roll Call: Members Present: Linda Bergerud, Rod Boyer, Les Estes, Joe Maske, Bert Olson Robert Schwartz, Richard Sha, David Trites and Leona Zimmerman. Member Absent: Frank Lachowitzer. Barb Hanson represented the County Attorney's Office and Bill Kalar represented the Land & Resource Management Office. Minutes of September 8, 1999: A motion by Bergerud, second by Boyer to approve as presented. Voting: All members in favor. Michael & Sandra Doyle - Denied As Presented: A Conditional Use Permit Application to fill wetland area approximately 3500 sq. ft for a road to ingress and egress property. Also to replace and relocate collapsed drain culvert and fill open ditch. The property is described as Pt of Gov Lot 8, Section 25 of Dead Lake Township; Dead Lake (56-383), NE. Michael Doyle represented the Application. Motion: A motion by Estes, second by Sha to deny, reason being there is an alternative solution that would not require filling the wetland.
