Emergency Management Performance Grant Motion by Rogness, second by Johnson, and unanimously carried to approve the 2015 EMPG (federal grant) through the MN Department of Public Safety, in the amount of $35,803.00 with a match requirement. The Grant Agreement No. is A-EMPG-2015-OTTERCO-00058. The grant is used to purchase Code Red, public education and awareness campaigns, safety training and outreach to City partners. Property near Pelican Rapids Chet Nettestad expressed concerns regarding a property that has been collecting garbage and various junk items. Lengthy discussion took place regarding the location which is outside of the Pelican Rapids city limits. University of MN Extension Service Memorandum of Understanding Community Services Director, John Dinsmore reported that a County Administrative Assistant position will be eliminated while a new position with the University of Minnesota will be part of the new agreement between the U of MN and Otter Tail County. He explained how current duties of the Administrative Assistant position will be redirected to the new position and existing coordinators. Commissioners discussed possible solutions to creating more vibrant County Fairs throughout the State. Motion by Huebsch, second by Johnson, and unanimously carried to authorize the appropriate County Officials’ signatures to execute the Agreement between the University of Minnesota and Otter Tail County for providing Extension programs locally and Employing Extension Staff. This is a three year agreement (2016 through 2018) with a 6.75% salary increase over the term of the agreement. Recess & Reconvene At 11:43 a.m.. Chairman Lindquist recessed the meeting of the Otter Tail County Board of Commissioners for a committee meeting and lunch break. The meeting was reconvened at 1:04 p.m. with Commissioners Lindquist, Huebsch and Froemming present. County Drainage Systems Ditch 63: Motion by Johnson, second by Froemming, and unanimously carried to award a tile replacement project to DM Enterprises, in the amount of $6,000.00, consisting of removing and replacing about 700 ft. of 12" tile at existing grade across Gary Wilde’s property in County Ditch 63. Currently the existing railroad ties are deteriorating and need repair. Proposing to replace 39’ of railroad ties in the bluff with the maximum height being 24” - 30”. Also, proposing to replace the retaining wall on the South side which will be 39’ long with a height of 12”. There will be no earthmoving needed for this area. Area #1 - On the top half of the existing path, add a 1!4 foot retaining wall to provide structure to the existing path. Proposing to replace the existing block wall located in the bluff with a new block retaining wall being 1.5’ tall. The length of the wall in Area #1 will be approx. 45’ long. The total earthmoving requested for this wall will be about 7.5 cubic yards. We are proposing to have the work completed by September 1, 2016. The project is located on Lot 1 Block 1 Froslee Shores, Section 35 of Girard Township: East Battle Lake (56-138), RD. Craig Emerson represented the Application.
