Milt Paulson, Melva Jean Nyberg and John Christensen represented the Application. Marvin Anderson expressed concerns regarding drainage (flooding) onto his property, and the fish the area. Gene Albers (East Battle Lake Watershed Association) expressed concerns regarding watershed, a road that was proposed at the time of the development of the lots, and he stated that they are opposed to the request. Motion: A motion by Estes, second by Schwartz, to deny, reasons being: 1. Compatibility with the surrounding area; both on land and water. 2. Environmental impact, including site evaluations based on soils, topography and vegetation. 3. Suitability of the area for the proposed use. Voting: All Members In favor, except Zimmerman abstained. This road would not impact any other lake owners and would not impact the lake. This road would enable the parcel of land to have one unit built on each of the three lots in the future. The purpose of the realignment is to provide a greater degree of safety at the intersection of Fish Lake Road and County Highway 31. The Kohler Resort is divided by Fish Lake Road. The roadway divides the lakeside cabins.and the management buildings. The design is for a 30 mph, but the engineer suggests that it be posted for 25 mph. The plan at this time is a “preliminary design” for agency approval. Upon agency approval, then a final design will be furnished that will include a super elevation design along with culvert extension and a storm water plan. The overall wetland in the road realignment area is 25,600 Sq. Ft. or 0.59 Acres. See Attachment “A”.c The wetland that is directly affected by the realignment is 21,000 Sq. Ft. or 0.48 Acres. See Attachment “B”. This is the wetland area that will have to be replaced. The Right-of-Way (66 feet)'that is in the northeast comer of the property to the west of the Kohler Resort is 17,600 Sq. Ft. or 0.40 Acres. See Attachment “C”. The new Right-of-Way on the Kohler Resort property is 7,077 Sq. Ft. or 0.16 Acres. See Attachment “D”. The triangle outside of the 66 foot Right-of-Way in the northeast comer of the adjoining property to the west of the Kohler Resort is 1,115 Sq. Ft. or 0.026 Acres. See Attachment “E”. The triangle outside of the 66-foot Right-of-Way in the south comer of the Kohler Resort property is 1,520 Sq. Ft. or 0.035 Acres. See Attachment “F”. The roadway is laid out with a centerline radius of 250 feet. Using Minor Collector / Local Street standards and using a super elevation of 2.5%, we find that a radius of 245 feet at 30 mph is standard. Therefore, we are recommending a radius of 250 feet with a 2.5% super elevation and a posted speed of 25 mph. I A review of the existing roadway to the west of the project site, for a mile, shows that we have curves from 170 feet, 140 feet, 350 feet, 1000 feet, 1000 feet, 500 feet, 500 feet, and then we have the two new curves. With this variation of curve radius, we strongly suggest that the curves be posted so that the traveling public is well aware of the posted speed.
