Motion by Huebsch, second by Johnson and unanimously carried to approve the Final Plat known as Windmill Hill Second
Addition consisting of 5 single family residential non-riparian lots. The surveyor plans to file a Certificate of Correction after the
Plat is recorded to include a block number as required by statute.
Planning Commission Recommendation
"Lucky's Land"/ Dianne & Steve Holten:
Motion by Lindquist, second by Johnson and unanimously carried to approve the Preliminary Plat titled "Lucky's Land", with a
condition as recommended by Planning Commission, consisting of 4 single family residential non-riparian lots, 1 block. The
proposed is located on Lot 1, block 2 of St. Clair Shores, Section 34, Tumuli Township; Ten Mile (56-613), RD.
William & Jasmine McFarlane:
Motion by Johnson, second by Murphy and unanimously carried to accept the request of William & Jasmine McFarlane to

Kimp's Kamp/John Kimple et al:
Motion by Huebsch, second by Lindquist and unanimously carried, with Johnson abstaining, to approve a Conditional Use
Permit to convert the existing office/store at Kimp's Kamp Resort to a dwelling, increasing the number of dwelling units from
the existing 12 to 13. The proposed is located at 38267 White Haven Road, Section 8 of Dead Lake Township: Dead Lake (56-
383), NE.
Bernard & Josephine Stich. Tst/Robert & Kari Dorn:
Motion by Johnson, second by Huebsch and unanimously carried to approve a Conditional Use Permit to operate a fitness
center. The fitness center will provide instructor led classes, 1:1 training and open gym opportunities for community member
and athletes to work on fitness training. This is NOT an anytime fitness operation, all training wiil be supervised and/or
conducted with a coach/instructor present. The initial phase of operation will include renovation to the existing structure with
consideration of adding an additional structure in later phases. The proposal is located at 23354 State Hwy 78, Section 27 of
Everts Township: Silver Lake (56-302), RD.
Non-Residential Planned Unit Deyeiooments:
Motion by Huebsch, second by Lindquist and unanimously carried to accept the recommendation of Planning Commission to
amend the Shoreland Management Ordinance to require Conditional Use Permits (CUP) for Non-Residential Planned Unit
Developments using the same criteria from the Ordinance as used when considering any other CUP Application. The Board
deferred the issue to the Public Works Committee to discuss potential ordinance provisions and bring a recommendation to
the full board.
Highway Projects
Crack Sealing Materials:
Motion by Johnson, second by Huebsch and unanimously carried to approve the request to purchase hot poured rubber for
the 2021 crack sealing season. The request is to purchase approximately 93,000 lbs of Maxwell Nuvo 3405 crack sealant for
approximately $51,615 from Midstates Equipment & Supply and the product will be delivered and invoiced in 2021.
Highway & Solid Waste Joint Emergency Driyer Exchange:
Motion by Huebsch, second by Lindquist and unanimously carried to approve the Otter Tail County Highway and Solid Waste
Departments Joint Emergency Driver Exchange COVID-19 Pandemic Response Plan to provide critical services to the citizens of
the County as impacts of the COVID-19 pandemic increase.
2021 Reyised Construction Program:
Motion by Huebsch, second by Johnson and unanimously carried to approve the revised 2021 Proposed Highway Construction
program as presented by the County Engineer.

Non-Residential Planned Unit Developments - Recommendation: Chris LeClair indicated
that the County Board would like members provide input on having regulations for Non-
Residential Planned Unit Developments in the Shoreland Management Ordinance. Members
discussed and came to a consensus to recommend to the County Board the need for the
Shoreland Management Ordinance to be amended to require Conditional Use Permits for
Non-Residential Planned Unit Developments using the same criteria from the Ordinance as
used when considering any other Conditional Use Permit Application.
Election of Officers - January 2021: Chris reminded members that election of officers will
take place at the January13, 2021 meeting.
Adjourn: At 8:10 P.M., Chairman Wilson adjourned the Meeting. The next Meeting is
scheduled for 6:30 P.M. on December 16, 2020.
