We are requesting a conditional use permit to allow us to complete a number of
projects at Kimp’s Kamp over the next 24-48 months. These projects, described in
detail below, will include 1) building a garage, 2) tearing down the current garage
and building a new residence, 3) repurposing’ our current residence as a
store/office/meeting room and storage facility, 4) raising and enlarging Cabin Six
and placing it back on proper footings, and 5) rerouting the drive and parking from
in front of cabins 3 through 8 to behind the cabins to reduce the impervious surface
between the cabins and Dead Lake.

WHEREAS, Otter Tail County has performed research to identify the lowest price available in the area;
THEREFORE, the County of Otter Tail declares a market price of $64.48 per ton for a facility, based on a
tipping fee amount of $35.59 per ton at the Dakota Landfill and an additional contracted transportation cost
of $28.89 per ton.
Upon the motion of Commissioner Froemming, seconded by Commissioner Rogness, and passed on a 5-0
vote, the above resolution is hereby adopted by the Otter Tail County Board of Commissioners.

Planning Commission Recommendations
Preliminary Plat "Recreational Retreat". Dave Wenzel:
Motion by Huebsch, second by Froemming, and unanimously carried to approve the Preliminary Plat titled
“Recreational Retreat” consisting of five non-residential, non-riparian lots with conditions as recommended
by the Planning Commission. The Preliminary Plat is located in Pt of GL 3 & SEVi NW%, Section 3 of
Edna Township; Little McDonald Lake (56-328), GD.
Conditional Use Permit - Kimo’s Kamp, John Klmple:
Motion by Froemming, second by Rogness and unanimously carried to approve a Conditional Use Permit
for several projects at Kimp’s Kamp resort with conditions as recommended by the Planning Commission.

Conditional Use Permit - Jamie & Maria Peterson:
Motion by Lindquist, second by Froemming, and unanimously carried to approve a Conditional Use Permit
for construction of retaining walls with a condition as recommended by the Planning Commission. The
project is located in National Community Service Camp Lot 5 & 58 and vacated road & adj alley. Section
13 of Dora Township; West McDonald Lake (56-386), RD.
Conditional Use Permit - Covenant Capital LLC, Darrin Trites:
Discussion took place regarding the language in the Planning Commission recommendation to deny a
multiple family rental business in a single family residential home. Neighbor, Steve Zimmerman, provided
the commissioners with his explanation of what has occurred at the rental home and expressed his opinion
that any rental (even to single families) is a commercial venture. The County Attorney indicated that Otter
Tail County’s zoning under the Shoreland Management Ordinance prohibits multi-family rentals in a single
family residential classification. Motion by Lindquist, second by Froemming, and unanimously carried to
deny a Conditional Use Permit for a multiple family rental business (commercial use) because it is
incompatible with the existing single family residential nature of the area.

Minutes of August 13, 2014: A motion by Wilson, second by Gill to approve the August
13, 2014 Minutes as presented. Voting: All members in favor.
“Recreational Retreat”, Dave Wenzel - Approved With Conditions:
A Preliminary Plat of “Recreational Retreat” consisting of 5 Non-Residential Non-Riparian
Lots, 2 Blocks located in Pt of GL 3 & SE1/4 NW1/4, Section 3 of Edna Township; Little

Dave Wenzel and Scott Walz (Meadowland Surveying, Inc.) represented the Application.
Motion: A motion by Gill, second by Trites to approve as presented, provided: 1. The
Applicant must combine his remaining substandard (lot width) parcel with his adjacent
property, thereby bringing it into compliance with the minimum lot width requirements. 2.
The Applicant may construct up to 4 approaches, none of which can exceed Edna
Township’s minimum requirements. Voting: All Members in favor.
Kimp’s Kamp, John Kimple - Approved With Conditions:
A Conditional Use Permit Application (as stated by the Applicant on the Application): We are
requesting a conditional use permit to allow us to complete a number of projects at Kimp’s
Kamp over the next 24-48 months. These projects, described in detail below, will include 1)
building a garage, 2) tearing down the current garage and building a new residence, 3)

units: 1 residence, 12 cabins. This project does not change the number of dwellings on site.
We propose to place drives & parking on existing terrain with a maximum fill of 1.5 feet for
parking area F. The drive will require less than 1 foot fill its entire length. Excess basement
material to be place on the apron of the existing 40 X 80 shed. The proposal is located in
Yaquina Bay Lots 1-13 BIk 1, Lots 1-3 BIk 2, Lots 4 & 5 BIk 2, 7.80 AC strip adj to Lots 1-13

CONDITIONAL USE PERMIT/INTERIM USE PERMIT APPLICATION REQUEST (as stated
by the Applicant on the Application): We are requesting a conditional use permit to allow us to complete a
number of projects at Kimp’s Kamp over the next 24-48 months. These projects, described in detail below, will
include 1) building a garage, 2) tearing down the current garage and building a new residence, 3) repurposing’
our current residence as a store/office/meeting room and storage facility, 4) raising and enlarging Cabin Six
and placing it back on proper footings, and 5) rerouting the drive and parking from in front of cabins 3 through
8 to behind the cabins to reduce the impervious surface between the cabins and Dead Lake. We currently
have 13 dwelling units; 1 residence, 12 cabins. This project does not change the number of dwellings on site.
We propose to place drives & parking on existing terrain with a maximum fill of 1.5 feet for parking area F. The
drive will require less than 1 foot fill its entire length. Excess basement material to be place on the apron of the
existing 40 X 80 shed.
