Perham to Pelican Rapids Regional Trail Update
Public Works Director Rick West advised that a Letter of Intent will be submitted to secure federal funding
though the Transportation Alternatives Program for Phase 2 of the Perham to Pelican Rapids Regional
Trail. Motion by Johnson, second by Huebsch and unanimously carried to approve of the Letter of Intent
for federal funding as recommended by Rick West.
LMPK and Devils’ Lakes Outlet Project
Public Works Director Rick West provided a brief update with regard to work that has been completed for
the Little McDonald/Devils Lake Outlet Project. A detailed summary of work completed to date, work
remaining, a project schedule and proposed bid opening date will be provided by the project consulting
engineers in two to three weeks.
Employee Recognition
Highway Maintenance Worker Jason Preston placed first in the 2016 Minnesota Fall Expo Truck Rodeo
competition. He will have an opportunity to represent the State of Minnesota next summer at the National
Snowplow Rodeo. Motion by Froemming, second by Johnson and unanimously carried to formally
congratulate Jason Preston on^this achievement and approval for his participation in the National
Snowplow Rodeo in the summer of 2017.

Written correspondence was read into the record.
Dick Galena stated opposition to the request and expressed concerns regarding the legal
description and the preliminary title opinion, that the lots are non-riparian, the industrial use is
not compatible, creation of environmental hazards and outside storage. Greg Seeman spoke in
favor of the proposed business, stating that tradesmen are needed. Jim Olson stated he firmly
supports the proposed business, indicating the proposed use is in a wooded area. Steve Vertin
spoke in favor of the Application, the proposal is in a wooded area and the proposed storage
building will allow for materials to be stored inside.
Motion: A motion by Trites, second by Wass to approve the Conditional Use Permit Application
and Preliminary Plat, provided: 1. No outdoor - overnight storage of business materials after
July 1, 2017. 2. No signs are installed onsite. 3. Business hours are 9 a.m. to 4:00 p.m.,
Monday through Saturday. 4. It be limited to a one-person repair welding business. 5. The lots
are non-riparian. Voting: All Members in favor.

We are requesting a change in the plan we submitted two years ago for adding to cabin 6 to
make it ADA compliant. At that time we had requested to add to the cabin, however given that it
was constructed in the 1930s, we have since concluded that adding to an old, substandard
building makes little sense long term. We had also considered requesting to replace cabin 6,
buiiding a new cabin on site but have since found and put earnest money down on an A frame
cabin located on Little McDonald lake to be moved this fall if permitted. This cabin is 16 X 42
with an 11 X 28 loft and an 8 X 28 three season porch. The long axis faces the lake such that
the south face of the cabin is 10 feet narrower than the front of existing cabin 6. The downstairs
is handicapped accessible, as we had planned initially. The building is 20 feet tall, but is not as
tall as cabin 7, which is a modified A frame. We plan to place it on a foundation with crawl
space. This cabin will have one bathroom and a sleeping capacity of 6. We are not adding to
the number of cabins which will continue to be 12.
This new cabin fits nicely in our long term plans to update and improve Kimp's Kamp, including
moving the drive away from the lake, completed this spring.
We believe that Kimp's may be the longest continuously family owned and operated resort in the
county, my grandparents moving here in 1944. To continue this tradition we feel it necessary to
adjust to the demands of 21st century customers and the reality of old cabins by making
substantial changes and upgrades to our early to mid-20th century cabins (8 of our cabins were
built prior to 1954).

To the Otter Tail County Board,5
We are requesting a conditional use permit to allow us to complete a number of
projects at Kimp's Kamp over the next 24-48 months. These projects, described in
detail below, will include 1] building a garage, 2) tearing down the current garage
and building a new residence, 3] repurposing' our current residence as a
store/office/meeting room and storage facility, 4) raising and enlarging Cabin Six
and placing it back on proper footings, and 5) rerouting the drive and parking from
in front of cabins 3 through 8 to behind the cabins to reduce the impervious surface
between the cabins and Dead Lake.
All work for the residence, store and garage will be at least 250 feet from the OHWL
of Dead Lake, at least 340 feet from property lines to the east and west, 120 feet
from the north lot line (which divides two parcels of our property) and at least 600
feet from County Hwy 35. The repurposing of the existing residence does not add
any rental units and therefore will affect neither rental unit density nor usage of our
waterfront.
The cabin and driveway/parking work will be done partially within 200 feet of the
OHWL of Dead Lake and will require filling a low area adjacent to the OHWL of a
seasonal wetland that drains into Dead Lake behind Cabin 8.
These projects includes the following:
Adding a 36 ft. by 48 ft. garage/workshop, approximately 315 feet from Dead
Lake. The workshop utilities will include only electricity and heat.
Replacing the septic system that serves the current residence with a system
sufficient for a three bedroom, two and a half bathroom home and a third
bathroom and kitchenette described below in point 4. This will be a different
system from that which serves 10 of our cabins.
Tear down of the existing garage and removal of two small sheds adjacent to
the existing dwelling and removal of three additional sheds not adjacent to
the residence or garage.
Replacing the existing garage with a 1400 to 1800 square foot, story and a
half, three bedroom home, which will be our residence. The footprint for the
house will be less than 1600 square feet including porches. This residence
will have a full basement, which will also serve as a storm cellar for cabin
guests.
Modifying our current well to include a submersible pump, with water lines
routed initially to the residence, through water conditioning equipment and
back out to the cabins. Once done, the pump house (8 x 16) which currently
contains the above-ground pump and water softener will be torn down.
Converting (repurposing) the existing dwelling into an office/store/lodge
and storage for cabin supplies (linens, furniture, small appliances, cleaning
supplies, etc.). The office/store/lodge will also include a meeting room,
public toilet, and kitchenette. This structure WILL NOT include a rental unit.
Raising Cabin Six approximately 30 inches to install proper footings and
access under the cabin via a crawl space (currently, this cabin, builU^he
1930s, is on cement blocks and has no crawlspace.)

V 8. Cabin 6, our smallest cabin [18.6 ft. x 23 ft, 425.5 sq. ft] has a very small
kitchen/dining/living room [23 x 8,184 sq. ft). We propose to move the
south wall of the cabin 6 feet to increase size of the living/dining
room/kitchen. If the board preferred, the cabin could be moved north six
feet so that the south side of the cabin remains in its current location.
9. Rerouting the driveway and parking from in front of Cabins 3 through 8 to
behind those cabins. The drive would be a circular drive starting
immediately south of the office and reconnecting to the existing drive
approximately 200 feet east of the office. This will reduce the impervious
surface immediately adjacent to the lake, expand the narrow buffer zone and
improve the view of the lake from the cabins [Who wants to drive 500 miles
to look at his or her car?), protect tree roots between the cabins and lake and
will improve traffic flow [no backing up required). We would also remove the
drive that is routed between the boat house and fish cleaning shed to cabin
11 and provide access and parking from the north of that cabin.
10. Once the drive is rerouted, we propose to bring in fill and plant grass to
provide a more gradual slope to the lake and to protect tree roots.
11. To provide for parking for Cabins 7 and 8, we propose to build a berm
adjacent to the OHWL of the seasonal wetland east of cabins 7 and north of
cabin 8 and to fill the low area west of this berm to provide parking for these
two cabins. The berm and parking area will also prevent water from
entering the basement area of Cabin Seven during high water years such as
2014. This basement contains a water heater but also serves as a storm
cellar for the East end of the resort.

Kimp’s Kamp Resort. Dead Lake (56-383) - Modification of Conditional Use
Permit #6743 - Favorable: John Kimple discussed a modification to Conditional Use
Permit #6743. He explained a proposal to retain the garage and relocate the proposed
dwelling to a location farther from the lake, being on a proposed 5 acre subdivision. The
result of the proposed subdivision and modification would reduce the number of dwelling
units in the resort by 1. After discussing the project, the consensus of Planning Commission
was favorable.
Proposed Tov/er Structure: Bill read a letter from Terracon Consultants, Inc. (dated
March 3, 2015) regarding a proposed tov/er structure. Due to the location of the proposed
structure being in a Non-Shoreland Area, the Planning Commission did not have any
comment on the proposal.
Planning Commission Representation at Board of Adjusting Meetings for 2015:
The Planning Commission determined their representation at the 2015 Board of Adjustment
Meetings.

The brief summary for initial proposal was as follows:
We are requesting a conditional use permit to allow us to complete a number of
projects at Kimp’s Kamp over the next 24-48 months. These projects, described in
detail below, will include 1] building a garage, 2) tearing down the current garage
and building a new residence, 3) repurposing our current residence as a
store/office/meeting room and storage facility, 4) raising and enlarging Cabin
Six and placing it back on proper footings, and 5) rerouting the drive and parking
from in front of cabins 3 through 8 to behind the cabins to reduce the impervious
surface between the cabins and Dead Lake.
The following is the amendment to the above proposal, highlighting changes in bold
type:
We are requesting a conditional use permit to allow us to complete a number of
projects at Kimp’s Kamp over the next 24-48 months. These projects, described in
detail below, will include 1) building a garage, 2) keeping the existing garage as a
workshop (sheds attached to the garage to be removed) and building a new
1.5 story residence (28’ x 44’ foundation, with an additional 8’ X 44’ covered
porch on the west side of the house and an 8’ X 24’ deck on the east side), the
new residence to be located approximately 75 feet east of the new garage and
forty to sixty feet north of the existing drive, 3) repurposing our current
residence as a store/office/meeting room and storage facility, with a ramp to make
this facility handicapped accessible, 4) raising and enlarging Cabin Six and
placing it back on proper footings, and 5) rerouting the drive and parking from in
front of cabins 3 through 8 to behind the cabins to reduce the impervious surface
between the cabins and Dead Lake.
Additional notes: As per the initial plan, this change will not include any residential
space in the repurposed office/store. This change will not appreciably increase the
impermeable surface ratio. Additionally, the new location of the residence will be at
over 300 feet from Dead Lake where the topography slopes to the north, away from
the lake. The new garage was completed 12/19/14.
