Planning Commission Recommendations
Conditional Use Permit - Mick & Kevin Moore:
Motion by Mosher, second by Froemming, and unanimously carried to approve a Conditional Use
Permit to replace existing boulder walls with pre-cast walls with conditions as recommended by the
Planning Commission. The property is described as Cedar Park Club Lot 4, Section 30 of Dane
Prairie Township: Swan Lake (56-781), RD.
Conditional Use Permit - Glenn Fladmark:
Motion by Erickson, second by Nelson, and unanimously carried to approve a Conditional Use Permit
to haul in fill subject to the Applicant’s revised request to allow a maximum 60’ x 65’ fill area with
conditions as recommended by the Planning Commission. The property is described as Pt GL,
1.32 AC, Section 27 of Lida Township; Lida (56-747), GD.
Conditional Use Permit - “Klimo’s Kamp7James & John Kim pie:
Motion by Nelson, second by Block, and unanimously carried to approve a Conditional Use Permit to
alter a structure on the resort with a condition as recommended by the Planning Commission. The

Final Plats
Motion by Nelson, second by Erickson, and unanimously carried to approve the Final Plat (8 backlots)

Edna Township; Big McDonald Lake (56-386).
Motion by Nelson, second by Block, and unanimously carried to approve the Final Plat (4 lake lots
and 9 backlots) of Theodore Bergeron entitled “Twin Island Estates” in Section 30 of Edna Township:
Big McDonald Lake (56-386) and Archie Lake (56-1629).
Recess & Reconvene
At 12:08 p.m.. Chairman Mosher declared the meeting of the Otter Tail County Board of
Commissioners recessed for lunch break. The meeting was reconvened at 1:05 p.m.
Findings of Fact and Order - Dog Bite Hearing
Motion by Froemming, second by Block, and unanimously carried to approve the Findings of Fact and
Order regarding the dog owned by Tena Eckhoff and Mark Fraki as presented by the County Attorney.
Employer Benefit Contribution for 2008
Motion by Erickson, second by Block, and unanimously carried to increase the non-union Employer
Benefit Contribution for CY2008 from $750 to $800.
Additional Discussion
Chairman Mosher acknowledged a letter from the MN Department of Health regarding additional
federal Title V Block Grant funding for 2007. Mr. Hauser updated the Board on Drug Court meetings.
Closed to the Public
At 1:27 p.m.. Chairman Mosher declared the meeting of the Otter Tail County Board of
' Commissioners closed to the public for purposes of discussing labor negotiation strategies relative to
the Law Enforcement Collective Bargaining Units. Present were all five seated Commissioners, the
County Attorney, and Board Secretary. Commissioner Nelson was absent at 2:10 p.m.

A Conditional Use Permit Application (as stated by the Applicant): We propose to raise the
cabin (cabin 11) 24" and to replace the current dug-out cellar with a concrete block
basement including concrete floor to stabilize the cabin's foundation and to provide
sufficient headroom for the basement to serve as a storm shelter for the west end of the
resort (please see copy of survey). Complete survey is on file at Land & Resource
Management. (Currently 11 cabins with 1 dwelling - no change). The property is
described as Yaquina Bay Lots 1-13 BIk 1, Lots 1-4 BIk 2 and 7.80 AC strip adjacent to
Lots 1 to 13 BIk 1 & Lots 1, 2 & 3 BIk 2 Yaquina Bay, Section 8 of Dead Lake Township;
Dead Lake (56-383), NE.
John Kimple represented the Application.
Motion: A motion by Schwartz, second by Maske to approve as presented, provided
appropriate erosion control measures are implemented, may do the work this fall. Voting:
All members in favor.
Fred Hage - Tabled To April 2008:
A Conditional Use Permit Application (as stated by the Applicant): Excavate for walkout
basement being 29’ from Ordinary High Water Level (OHWL); 42’ x 14’ - approx. 160 cu.
yds. The spoils from excavation to be used to fill existing boat landing, being 10’ from
OHWL. Will rip rap. Construct 2 retaining walls; 12’long x T wide x 8’high. Fill 60’x 80’
pie shaped area, 8’ deep, to create turn around to existing driveway. Approximately 700
cu. yds. Variance has been filed. The property is described as W 150’ of ELY 151T of GL
6, Section 3 of Dunn Township: Pelican Lake (56-786), GD.
Bill Kalar read a letter from the Applicant dated October 10, 2007 requesting the
Application be tabled to the April 2008 Meeting.
Motion: A motion by Wilson, second by Maske to table to the April 2008 Meeting as
requested by the Applicant. Voting: All members in favor.
“Hidden Shores Addition” / David Hauarud - Tabled To November 14, 2007:
A Preliminary Plat titled "Hidden Shores Addition” consisting of 8 Single Family Residential
Lots, 1 Block; and a Conditional Use Permit Application (as stated by the Applicant): for
construction of a road in the proposed plat of “Hidden Shores Addition”. The proposed
road will be constructed to meet the minimum road standards per Appendix III of the
Subdivision Controls Ordinance of Otter Tail County. The property is described as NE1/4
NW1/4, GL 2 ex tr, GL 4 & Sub Lot A of GL 3 ex tr. Section 31 of Scambler Township;
Grove Lake (56-952), NE.
Motion - August 8. 2007: A motion by Wilson, second by Maske, to table (at the
Applicant’s request) to September 12, 2007 (material must be received by Land &
Resource by August 22, 2007), to allow the Applicant to address the following: 1. Extend
the lotlines to the OHWL. 2. Work with Scambler Township and their concerns regarding
access to 155'^ Ave. and the cul-de-sac.
Motion - September 12. 2007: A motion by Trites, second by Maske to table to October
10, 2007 as requested by the Applicant in their letter. Voting: All members in favor
Bill Kalar read a letter from Allan Haugrud requesting the Application be tabled to
November 14, 2007.
