Conditional Use Permit - Tordenskjold Township: Motion by Mosher, second by Lee, and unanimously carried to approve an After-the Fact Conditional Use Permit for dredging work for wetland area west of German Lake Road of approximately 6' width and 300’+ in length for the purpose of improving water flow. Land & Resource Department Fee Schedule Land & Resource Director, Bill Kalar, provided a handout regarding fees that are charged through his department, such as Final Plats, Conditional Use Permits, etc. Mr. Kalar had contacted other counties to compare the costs of their fees as requested by the Board. Lake Management Plan Mr. Kalar provided a letter from Terry Lejcher, Area Flydrologist, Minnesota Department of Natural Resources. The letter provided steps and information regarding the development of a lake management plan. Approval of Cashier’s Check Mr. Kalar read a letter from Les Kellogg, Hobart Township, requesting to submit a cashier’s check instead of a performance bond. I have lived on South Lida for over 35 years and have always appreciated the serenity and scenic beauty of the lake which is encompassed by Maplewood State Park. I trust in the Greens who have been on this lake for over 40 years, that allowing the Isle View Resort to remain as a resort will protect our lake from any future over development that seems to be happening on other area lakes in Ottertail County. They have already demonstrated in their 1st year of ownership their care for the future of the lake. They have cleaned up and beautified the shoreline and made major improvements to the buildings and grounds. I do appreciate that they will show concern to overcrowding by regulating the usage of docks and boats as part of their seasonal lease program. I support them in keeping this resort as is. Morning Mr. Kalar. My name is Kenneth Barnes and I own the lot on the north side of the creek adjacent to the Green's property. After reading over their request, I have no objections. They have done a wonderful job so for of cleaning up, sprucing up, and maintaining the resort. With the roughly 70-80 feet of buffer space that the creek provides and the natural vegetation that grows there, we have never had a problem with the location of the cabins that border the creek. As a matter of privacy, the current arrangement is probably much better than most cottage dwellers have living next to most resorts. The need for a 50ft setback from the lot line next to the creek, in this case, I believe is not needed. The Green's well structured management of the resort has resulted in no problems, annoyances, or bad feelings between neighbors. Thank you for letting me put my 2 cents in. Cordes-Green 1928 Rose Creek Drive Fargo, ND 58104 Ottertail County Planning Commission Board Members RECEIVED JAN 1 2 2004 January 10, 2004 LAND & RESOURCE Dear Commissioner: We are writing because we feel that it is important that the members of the planning commission understand our motives in the request that we are making regarding the South Lake Lida property that since the 1950's has been a little family resort called Isle View Resort. In late winter of 2002, we heard that Isle View was up for sale. Although we dearly love our own place on a nearby hill, we had thought about this property because so much of it lays on a flat area. Unfortunately, Bob is an old athlete whose ankles and knees have paid an enormous price. Although it is not yet clear to what extent he will be disabled, this property could possibly provide a means for him to continue to enjoy the lake in later years, should we be forced to vacate our current place. There is little flat beach on S. Lida, and little possibility that any thing else will be available in the future. As you know. South Lida is both beautiful and uncrowded. The only developed lots that are not single family lots or farms have been the few small resorts. Even more compelling was our concern about potential development on the lake. We had heard that Homeland Development was interested in developing the property, and we felt that buying it was imperative. This purchase has come before we are able to make a permanent decision about our own beloved lake home. We have hoped to continue to run the resort as it has been for a few years until we are able to make a final decision. In order to do this, we have needed to update plumbing, wiring, paint, etc. This has obviously been an expense for us as well as a great amount of work, but the resort is gradually looking much cleaner and neater. However, after the first season and all the improvements, it has been clear that we cannot continue to hold onto the entire 400 feet of property. Our original notion was to sell the house and hill next to it (where the trailer sits) in two 100 foot lots. We understand the committee’s decision to deny this request, and thank you for your subsequent decision to allow us to replatt the first 150 feet of the property that contains the owners’ home. What we are now asking the committee to consider to is allow us provisional permission to keep the little resort as it is for a few more years, allowing for seasonal rentals on the remaining 254 feet of lakeshore. In addition to the improvements we have already made, we will remove the rest of the unnecessary outbuildings, leaving a neat, well-maintained property. This would allow us to eventually exercise several possible options, which might involve removing all the older buildings and building a new lake home, or to sell the remaining property. No matter what the eventual outcome, the property will have many fewer buildings in the long term than it has for the last 50+ years. Thank you very much for your kind consideration of this request.
