Motion by Johnson, second by Bucholz and unanimously carried to grant an extension on the filing of a Plat titled "Arvig Acres"
until November 30,2022 as recommended by the Land and Resource Director.
Planning Commission Recommendations
Susanne & Douglas Trenda:
Motion by Bucholz, second by Murphy and unanimously carried, with Johnson abstaining, to approve a conditional use permit
application for Susanne and Douglas Trenda to construct a commercial mini-storage unit, remove current house and septic and
cap well. The existing Foltz building will remain. The storage unit will contain 26 units and be 30’ x 150' overall size. The proposal
is located at 51201 US Hwy 59, Section 1 of Dunn Township; Holbrook Lake (56-578), NE.
Lutheran Brethren Bible Camp:
Motion by Mortenson, second by Murphy and unanimously carried, with Rogness abstaining, to approve a conditional use
permit application for Lutheran Brethren Bible Camp to operate the existing Bible Camp as a year-round resort and event center
for families to enjoy. All 26 existing living areas and cabins will be used and two (2) activity centers will be converted into
lodging. 11 RV sites will be added and the existing lodge will be used as theevent center for family reunions, wedding, etc. The
proposal is located at 13207 Inspiration Tr, Section 17 of Leaf Mountain Township; Spitzer Lake (56-160), NE.
Bavview Shores Association /Joan Knecht:
Motion by Bucholz, second by Murphy and unanimously carried, with Johnson abstaining, to approve a conditional use permit
application for Bayview Shores Association/ Joan Knecht to replace their current 14' X 70' manufactured home with a 14' X 70'
slab on grade stick home (Unit #8). The proposal is located at 20393 S. Pelican Dr., Section 11 of Scambler Township; Pelican

At 9:10 a.m.. Chair Rogness declared the meeting of the Otter Tail County Board of Commissioners recessed for a short break.
The Board of Commissioners meeting was reconvened at 9:20 a.m.
Probation Agent of the Year
Probation Director Michael Schommer recognized DWI Court Probation Officer Hallie Metcalf as a recipient of the Judiciary
Award: Probation Officer of the Year, by Mothers Against Drunk Driving- Minnesota (MADD). These awards are presented to
honor and thank all for their dedicated services to Minnesota and their communities and for their partnership with MADD's
mission to end drunk driving and drugged driving.
Out of State Travel
Motion by Murphy, second by Mortenson and unanimously carried to authorize the Probation Director and three (3) staff
members to travel to Atlanta, GA, January 30,2022 - February 2,2022, to attend the American Probation and Parole Association
(APPA) Winter Institute. Expenses will be covered by the correctional fee account.
Phelps Mill Foundation Repair
Deputy Administrator Nick Leonard shared with the Board that in 2017, Barr Engineering Co. designed repairs for the Phelps
Mill building foundations and prepared drawings and specifications for bidding and construction. At that time, funding was
not secured to proceed with the foundation repairs. Earlier this fall, Otter Tail County did secure a grant in the amount of
$275,500 from the Minnesota Historical Society for the foundation repairs. As a result, the County needs to update the
agreement with Barr Engineering Co. to reflect their involvement and scope of work on the project's foundation repairs.
Motion by Murphy, second by Mortenson and unanimously carried to authorize appropriate County Officials' signatures to
execute the agreement between Otter Tail County and Barr Engineering Co.
Motion by Johnson, second by Murphy and unanimously carried to authorize a special Board of Commissioners meeting on
November 30,2021, at the Government Services Center in Fergus Falls, MN at 9:00 a.m. The purpose of this meeting is to award
the bid for the Phelps Mill foundation repair.
Perham to Pelican Rapids Regional Trail - Engineering Amendment
Motion by Johnson, second by Murphy and unanimously carried to approve the amendment to the current fee for engineering
and right of way services by Houston Engineering and WSB as presented by the Deputy County Administrator.

October 13, 2021 Greg Anderson (Lutheran Brethren Bible Camp) and Joshua Tew (purchaser) represented
the Application.Meeting of the Otter Tail County Planning Commission was held on October 13, 2021 at 6:30
P.M. at the Bigwood Event Center, Fergus Falls Minnesota; the hearing was held in person
and via Microsoft Teams due to the health pandemic and declared emergency in accordance
with Minn. Stat. Sec. 13D.021.
All correspondence has been forwarded to the Planning Commission and Applicant for review.
Ronald Christensen (Spitzer Lake Association & COLA Member) spoke in favor of the project;
it is a win for the community. Bernard Suchy (Leaf Mountain Township) expressed concerns
on the Township's lack of funding for the road. Gary Olson (Spitzer Lake Association) spoke
in favor, will have less traffic and be family oriented. Jeff Ethen spoke in favor, will help the
Township, not be a detriment to the wildlife, and less traffic; there will always be issues with
the road. Richard Lindberg requested approval, will be less traffic; questions on operation of
the Event Center (food) and if they could assist with dust control. Noel Cook spoke against
the project, will increase lake traffic. Bernice LaPash spoke in favor, the commercial use will
benefit the Township and traffic will be less.

corporation. Grantee, real property in Otter Tail County, Minnesota, described as follows:
That part of Government Lot Five (5) of Section Seventeen (17), Township One
Hundred Thirty-one (131) North, Range Thirty-nine (39) West lying North of a
line 790 feet North of and parallel to the South line of said Section 17, said tract
containing approximately 20 acres more or less, together with a roadway
described as follows: 33 feet on each side of a center line beginning at a point
4584.25 feet West of the East line of said Section 17 and 790 feet North of the
South line of said Section 17; thence South 1 degree and 26 minutes East a
distance of 226.7 feet; thence South 30 degrees and 40 minutes East a
distance of 620 feet to the center line of an existing roadway. From this point,
the perpetual right-of-way and easement granted hereby, the purchaser, its

Hi,
We received the notice of the meeting fornthe conditional use permit for the Lutheran Brethren Bible Camp. We have
been on the lake for about 5 years and have a cabin that we use year round. I have also read all the emails from the
Spitzer Lake Association on this matter. There are some questions that I do want answered pertaining to this. I am
having surgery on the 14th and can't be in person.
1. With the current Main building been compromised from high water what is the condition of the well and septic
system and relationship to the health of the lake? Would it accommodate the 37 campers or need to be updated and
reinspected? The last thing we need is an Ecoli problem. Along with this, we have current cabins that were flooded on
the point and what about their septic? I feel needs major evaluation.
2. What about the road to this camp? Who takes care of that? Currently we had to pay for our own road maintenance
out of pocket? What are the taxes for anyway?
3. We are enjoying the higher water and better fishing. We don't want it lowered or altered. So we do not want this to
come up with this application. We live in a back bay and it's wonderful with higher water. We have better water and use
of our area. So also do many others on the lake.
4. Since this will be a revenue generator, will tax revenue maintain the roads around d the lake and get needed upkeep
and maintenance.
5. This area either needs to be used or lotted, so would be good to.be utilized. It would happen either way. I would
rather see more camp spots. Also it would make our cabins more rentable and place for family to camp when I don't
want them at my place cause of not alot of room. I DO NOT want more restrictions on our use because of this. If it would
cause restrictions on our use of our property then pass.
6. What about docks, boats, and access. The dock at the boat landing hasn't been out for 2 years. That should change
and needs to be moved or out.
7.1 don't really want to see the classification ofnthe lake to change. It's not a big lake and can't with stand a huge
amount of boats. But not everyone brings a boat. Have to also not overfishing of the lake.
I would like answers to these

questions. Septic system is my major concern and chances of an Ecoli problem in the lake. I want to see an inspection
and certification for septic/s and wells.
If the septic and well inspections pass and or updated and lake level left alone and no restrictions for land use for
current owners. I would be in favor of granting the permit and vote yes. Very concerned with flooded septic systems.
There is a yellow trailer house on the point that needs to be removed and in water already. Eyesore and what about that
septic?

Hello, My wife and I purchased a property on this Spizer Lake in August of 2020. We live at 41949 Spitzer Lake
Trail not far from this applicates location. I have a few concerns about this application.
I am very concerned about increased boat traffic on this 740-acre lake. I was at the Spitzer Lake Assocation
meeting held on the Saturday before Labor day. The potential new owners were there as well. They made
comments that this would not be an issue in the future. What kind of assurance is there that this may not
change with the addition of 37 potential renters, with the potential for 37 additional boats or jet skis?
My second concern is about water quality on Spitzer Lake. With the addition of potentially 100+ people using
the septic system in a recent flooded area what will the impact be on the lake it happens again? With storms
dropping large amount of rain over a relatively small area in the last few years (this year withstanding) and the
lake having no outlets other than culverts what is the possibility of a return of these high waters?
The third and final concern I have is on vehicle traffic on Spitzer Lake Road. This road is very popular for
pedestrians out walking their dog or for runners. It also has limited vision in a few spots. With the increased
vehicle traffic I believe this will prevent many of these types of activities or increase the possibility of an
accident. I was not at my current location when the bible camp was at this location, but I feel traffic of trucks
pulling campers is much more dangerous than parents bringing the children to camp.

Regarding Applicant: Lutheran Brethren Bible Camp - Lake Spitzer

To Mr. Rick Wilson and other Planning Commission Members
As a property owner on Lake Spitzer, we received the Conditional Use Permit Application
proposing that the Lutheran Brethren Bible Camp be allowed to operate the former bible camp
as a year-round resort and event center. As part of the request, they also want to add capacity
to the camp by adding 11 RV sites and convert 2 activity centers into lodging.
As property owners, we are required to abide by the lot requirements of an Environmental Lake
such as a minimum of 200 feet frontage, 200-foot setbacks, and 2-acre minimums for a single
family dwelling. All of these requirements are in place to limit the development and amount of
activity on this type of lake. Any expansion of the camp into a resort and event center would
be inconsistent with the intentions of the Environmental Lake classification and unfair to
existing owners that are required to follow a different set of rules. Having said that, we have
owned property on the lake for over 30 years and the former Lutheran Bible Camp has been an
excellent neighbor to share the lake with. We have never had any complaints of noise, boats,
or other activities from the former camp that is inconsistent with the limited development
Environmental Lake classification of Lake Spitzer. Our concern is with the proposed "Resort
and Event Center" along with additional lodging capacity as requested on the application. This
sounds like an expansion of the camp and changes to how it is being used to something that
would be more appropriate for a large General Development Lake.
Our first instinct was to oppose this application outright. However, it seems reasonable that if
the new owners are willing to operate the resort similar to how the former bible camp has
operated in the past, we could agree to it. Here is a list of items we believe should be
considered and added to the CUP to ensure the unique character of Lake Spitzer is not altered
by this request.
Limitations on Power Boats - The former bible camp did not allow guests to bring
recreational power boats such as Jet Skis, Ski Boats, and Wake Boats. In fact, the bible
camp mostly limited their guests to using canoes, standup paddle boards, and
kayaks. Lake Spitzer is a fairly quiet lake, mostly fishing boats and pontoons used by the
people who live on the lake. The public landing is small and limits the number of
outside boats that can access the lake. With no limits on boats, a resort could quickly
change the character of this small lake. Our request is to limit the camp and guests to
non-motorized boats only.
No Onsite Boat Launches Allowed - If a boat launch is allowed to be built at the bible
camp, it would encourage guests to bring boats.
Regular Inspections of all Septic Systems - Many septic systems on the lake are
compromised due to high water. Immediate and regular inspections to confirm all the
septic systems are functioning correctly and can handle the number of proposed guests

for year-round use. There are quite a few different septic systems in place on the camp
because of all the different cabins and properties the bible camp has purchased over the
years so all must be inspected and maintained for the safety of the lake.
Total Resort Capacity Limit - There should be a total maximum capacity limit that
includes both staff and guests allowed at the resort that can't be exceeded and is
consistent with the capacity of the septic systems. It is easy to overload septic systems
if you start packing ten people in a cabin meant for four or allow people to start setting
up tents on busy weekends. A question that needs to be answered is "What was the
capacity of the old bible camp on a typical weekend and what is the proposed capacity
of the new resort and event center?" We believe the maximum capacity should be set at
the same or lower than the original bible camp capacity to remain consistent with
historical use of the property on a limited development environment lake.
Capacity Limits on Events - A wedding can draw large numbers of guests. Are these
guests in addition to the guests already staying at the resort? Where are these guests
parking? Are the septic systems sized properly to handle large numbers of guests on a
Friday or Saturday night when most weddings occur? Again, limits need to be set to
remain consistent with the historical use of the property.
No Permanent RV Sites - All RV sites must be transitory. RVs should be brought in by
guests and not exceed X days (7 or 14 days?) parked on site. No permanent RVs should
be allowed that that are rented out or used by staff. Permanent RVs located close to
the lake in general are eyesores and become worse as they age and all of these sites will
be closer to the water than 200 feet given the site limitations. We would also prefer
you also reduce the number of RV sites when you consider the total person capacity
limits from #4 above.
Limits on Music - Weddings and other events frequently involve music which can easily
carry over water. Limits should be placed on times and decibel levels allowed if music is
part of an event.
No New Construction - Without notification to residents and modification to the CUP.

If the new owners can operate the camp/resort similar to how the former bible camp operated,
we can support this conditional use application with the above conditions (and perhaps others
we have not thought of). Any expansion of boats, camp capacity, or large events should be
scrutinized carefully and limited in the CUP given the size and shoreland classification of Lake
Spitzer. If the new owners can't agree to reasonable conditions as outlined here, we are
requesting that you deny the application. Thank you for your consideration.
