Motion by Froemming, second by Huebsch, and unanimously carried to approve a Conditional Use Permit
for a road project with conditions as recommended by the Planning Commission. The project is located in

Conditional Use Permit- Woodland Beach Resort Assoc. LLC:
Motion by Froemming, second by Johnson, and unanimously carried to approve a Conditional Use Permit
to install a pitched roof over mobile home in Woodland Beach Resort Association as presented. The
project is located in Pt of GL 3, Section 2 of Everts Township: Otter Tail Lake (56-242), GD.
Conditional Use Permit - Jerry & Barbara Thurman:
Motion by Johnson, second by Huebsch, and unanimously carried to approve a Conditional Use Permit to
excavate to construct a walk-out basement as presented on the September 26, 2011 drawing and with
conditions as recommended by the Planning Commission. The project is located in Pt GL 5 & 6 (3 Ac),
Section 8 of Dora Township: East Spirit Lake (56-501), RD.

(Applicants are aware of the permitting process), that the lake is small and there are other
residents on the lake that would like a similar patio. Jean Johnson spoke in favor of the
proposal, she indicated that there was a primitive campsite in the area and that other
wrongs have occurred on the lake.
Motion: A motion by Trites, second by Maske to approve as presented, provided; 1. The
area between the patio and the lake be vegetated and rip rapped to the satisfaction of Land
& Resource Management. 2. The access path to the lake be improved to the satisfaction of
Land & Resource Management (controlling erosion potential and with a minimum impact to
the existing topography). Voting: All members in favor.
Mel R & Joan L Stoltz - Approved With Conditions:
A Conditional Use Permit Application (as stated by the Applicant on the Application): Topographic
alteration for construction of a new 1360 sq. ft. seasonal cabin and grading of surrounding
area to direct surface drainage away from bluff. Balance of excavated material from cabin
site to be placed south of bank road. Installation of septic pump station and construction of
new septic drainfield. Total cut - 885 cu. yds.; total fill - 376 cu. yds.; balance - 509 cu.
yds. Balance of fill to be placed in approx. 50’ x 60’ area on applicant’s property across
road. Project started in 2012. The project is located in Lot 10 lying North & East of Highway
#41 (3 AC), Section 9 of Star Lake Township; Star Lake (56-385), GD.
Mel Stoltz and Mike Fletchell (Interstate Engineering) represented the Application.
Motion: A motion by Boyer, second by Schwartz to approve as presented provided
appropriate erosion control measures are implemented during the construction and upon
completion of the project. Voting; All members in favor.
Inspiration Point Bible Camp / Lutheran Brethren Bible Camp, Inc. - Approved As
Presented:
A Conditional Use Permit Application (as stated by the Applicant on the Application): Retaining
walls less than 3 feet in height to alleviate flooding due to high lake levels. Areas between
retaining walls and above OHWL will be filled in camp area. A raised driveway to recently
purchased property is also being proposed. The proposal is located on a 20 Ac Tract in GL
5 & 5.10 Ac in GL 5 ex Tract to Bible Camp ex Tr & GL 6 Ex Platted, Section 17 of Leaf
Mountain Township: Spitzer Lake (56-160), NE .
Greg Anderson and Tom Klemenhagen (Landteam Incorporated) represented the
Application.
Motion: A motion by Gill, second by Maske to approve as presented; extending the
completion date to November 30, 2011. Voting: All members in favor.
Jim & Robin Andrews - Approved With A Condition:
A Conditional Use Permit Application (as stated by the Applicant on the Application): Excavation for
a new home, garage and driveway. Approximately 1250 CY of soil will be excavated from
the basement and garage areas. A quantity of approximately 1000 CY of that total will be
used to build up the road base coming into the property. The remaining 250 CY will be
spread on site at the area shown on the site plan (available for viewing at Land & Resource
Mgt. Office). The area used to spread the soil will be silt fenced, mulched and seeded to
prevent erosion. This area will be approx. 100’ x 200’ in size. The depth of fill will be 4”.
Length of driveway will be 660’ & 12’ wide. Driveway will be top-dressed with 4 - 6" of Class
V. Will cut 6” of top soil off for driveway & fill VA’ deep which includes the Class V. The
project is located in Pt of GL 3 & 4, Section 1 and pt of GL 3, Section 12 (17.11 AC) of Dane
Prairie Township; Unnamed (Stang) Lake (56-1417), NE.

Inspiration Point Christian Camp would like to reclaim property lost due to the high water level of
Spitzer Lake. The proposed work would raise the ground surface elevation in four areas. All fill will
be above the lake Ordinary High Water (OHW) elevation. An MPCA NPDES permit will be obtained.
AREA ONE
Area 1 is located on a separate parcel south and adjacent to the main campus. The proposed work will
raise the access driveway to the living quarters approximately 1.5 feet with 320 cu. yds. of granular fill
material and 80 cu. yds. of riprap. A shed will also be raised 2 feet with 114 cu. yds. of granular fill
material.
AREA TWO
Area 2 is located within the main campus between the dining hall building and the lake. The proposed
work will install a 2 foot high large block retaining wall along the lakeshore at the OHW and a 2.5 foot
high retaining wall at the dining hall deck. The area between the walls will be raised approximately 2.5
feet with 2800 cu. yds. of granular fill and graded toward the lake and to a swale draining to the lake.
Existing topsoil will be salvaged and the area hydroseeded. The area will require a storm water pump
to protect the dining hall, the pump discharge will be directed to the lake. A storm pipe will be
installed to protect the dining hall during periods of normal lake water elevation. The gravel parking
area will be raised approximately 1.5 feet with 240 cu. yds. of gravel and graded to the lake. Several
decks, wooden stairs and playground equipment will be reconstructed. Some tree removal will be
required.
AREA THREE
Area 3 is the ballfield area located south of area 2 and the Camp office. The proposed work will raise
the grade approximately 2.5 feet with 1750 cu. yds of granular material and be graded to perimeter
swales discharging through pipe to the lake. The ballfield fences will be reconstructed. The existing
topsoil will be salvaged and the entire area hydroseeded.
AREA FOUR
Area 4 is located in the cabin area between the ballfield area and the lake. The proposed work will
raise the grade approximately 2 feet with 230 cu. yds. of granular fill material. The lakeshore will be
armored with 40 cu. yds of riprap. The topsoil will be salvaged and the area hydroseeded.
