Shoreline Restoration Discussion Bill Kalar, Land & Resource Director, discussed issues with shoreline damage experienced by high water conditions. Currently, the Land & Resource Office is working with property owners on a variety of lakes raising rip rap and filling behind the rip rap. Black dirt is not being allowed as fill behind the rip rap in case the water continues to rise; however, granular fill is allowed. Reclamation of land may be requested if water levels go down. Mr. Kalar noted that this will need to be considered depending on the particular area and conditions. Hu^i^sTcPES^CPSWQ Environmei^l Specialist, Landteam Delineator No. 1099 2c>/(Date; Certification WETLAND DETERMINATION JOE KGEP PROPERTY (PID# 36000170122000) Section 17, Leaf Mountain TWP, Otter Tail County, MN INTRODUCTION Landteam, Inc. was contracted by Mr. Greg Anderson of Inspiration Point Christian Camp and Retreat Center to determine if wetlands exist on the subject property and if so, to delineate and flag wetland boundaries, and produce a wetland delineation report. The property is located on Spitzer Lake in the southwest !4 of Section 17, T131N, R439W (Leaf Mountain Township), of Otter Tail County, MN. During an initial site visit by the project surveyor, it was determined that the water elevation of Spitzer Lake was approximately 1.6 feet above the DNR established ordinary high water mark (OHW). As such, the area that was to be delineated was inundated by the lake. A site visit by Landteam Inc. Environmental Specialist (State of Minnesota Certified Wetland Delineator #1099) was conducted on May 6, 2011. At this time, Kyle Westergard of Otter Tail County Land and Resource Management also visited the site. SOILS Soils: Soils information is derived from the United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) Web Soil Survey (Version 2.1) of the National Cooperative Soil Survey. Soils in the area are: SOIL MAP UNIT TAXONOMY 1120-Rushlake-Hangaard Complex_____________ Rushlake—Aquic Udipsamment Hangaard—Typic Endoaquoll 1196B-Lida-Two Inlets complex, 1 to 8 percent slopes___________ Lida—Mollic Hapludalf Two Inlets—Psammentic Hapludalf Below is a general description of the soil series/soil map units located within the site per the USDA Official Soil Series Description database (Soil Survey Staff, Natural Resources Conservation Service), and the Web Soil Survey. Lida:The Lida series consists of very deep, well drained soils that formed in outwash sediments on glacial outwash plains. Slopes range from 0 to 50 percent. Two Inlets:The Two Inlets series consists of very deep, excessively drained soils formed in glacial outwash on outwash plains, stream terraces, valley trains, and moraines. Slopes range from 0 to 65 percent. Rushlake:The Rushlake series consists of very deep, moderately well drained soils formed in sandy and gravelly deposits on lake beaches. Permeability is considered rapid and slopes range from 0 to 4 percent. Depth to an apparent water table is between 2.0 and 3.5 feet from January to December in most years. Hangaard:The Hangaard series consists of very deep, poorly drained soils formed in outwash sediments on interbeach areas of glacial lake plains, beach ridges and outwash plains. Permeability is moderately rapid to rapid in the upper parts and rapid to very rapid below. Slopes range for 0 to 2 percent. Depth to an apparent seasonal high water table is as high as 0.5 to 1.5 feet at some time between April and July in most years. The Hangaard component of the Rushlake-Hangaard complex is listed on the Otter Tail County Hydric Soils List based on Criteria 2B2. Note:Hydric Soil Criteria 2B2—Soils in Aquic suborders, great groups, or subgroups, Albolls suborder, Historthels great group, Pachic subgroups, or Cumulic subgroups that are poorly drained or very poorly drained and have a water table at a depth of 0.5 foot or less during the growing season if permeability is equal to or greater than 6.0 in/hr in all layers within a depth of 20 inches. During periods where the water level of Lake Spitzer is at or below the OHW, it appears likely that this area may be in Rushlake-Hangaard Complex. Seasonal high water tables in this soil complex can be as close as 0.5 feet below the surface at some time during the growing season. EXISTING WETLAND MAPPING The delineation area is not shown on the National Wetland Inventory mapping as wetland. Historic aerial photography, however, does appear to indicate a “wet” area in the vicinity of the likely wetland. DISCUSSION During the site visit, Kyle and I agreed that there was likely wetland in the area that was to be investigated, but due to tbe high water, it was impossible to determine the wetland boundaries. Landteam personnel, using waders and GPS equipment, took several shots in the water at what appeared to be a boundary between emergent vegetation (cattails) and the more manicured (lawn) vegetation. This exercise should give an approximation as to where the wetland area is, and will allow the surveyor to show the area on a map for 2 visualization (the approximate wetland location is shown on the surveyor’s exhibit included in the conditional use application packet).
