Motion by Lee, second by Froemming, and unanimously carried to approve a Conditional Use
Permit to replace an existing trailer with an up-graded trailer, replace an existing storage
shed, and install a deck with conditions as recommended by the Planning Commission. The
property is described as Pt GL 2...,Section 3 of Star Lake Township & Pt SW >4 SW % & Pt
GL 5..., Section 34 of Dora Township; Star Lake (56-385)
Conditional Use Permit - Glenn Freeland & Richard Weum:
Motion by Mosher, second by Block, and unanimously carried to approve a Conditional Use
Permit to create a storm water runoff pond pursuant to Minnesota Pollution Control Agency
(MPCA) rules as presented. The property is described as NE % ex S.L.A & ex tr N 4 14 rods
of S.L. 1,2,3 & of NE % NE % SE % ..., Section 17 of Fergus Falls Township; Pelican River
(56-PR).
Planning Commission Reappointments
Motion by Froemming, second by Mosher, and unanimously carried to reappoint the following
Otter Tail County Planning Commission members effective January 1, 2005, for a three year
term;

Rod Boyer (District 1)
Sewer System Inspections
Land & Resource Director, Bill Kalar, presented a letter from the Pelican Group of Lakes
Improvement District (PGOLID) requesting sewer system inspections on the Pelican chain of
lakes. Mr. Kalar reported that inspections of other lakes that have not had sewer system
inspections are scheduled through the summer of 2006. The PGOLID chain of lakes will be
completed again after that schedule is complete. These lakes were inspected in the mid-
1980's.
Purchase of Patrol Vehicles
Motion by Lee, second by Block, and unanimously carried to authorize the purchase of seven
(7) Ford Crown Victoria patrol vehicles, at a cost of $20,058 each, and one (1) Ford Explorer
Utility vehicle, at a cost of $23,217, to be paid from the Sheriffs Department Capital
Improvements Expenditure Fund.
Civil Process Fees
Motion by Lee, second by Froemming, and unanimously carried to approve the Otter Tail
County Sheriffs Office Civil Process Fee-for-Service Schedule submitted by Chief Deputy,
Stacy Paulseth. The schedule (attached to the official minutes as Attachment B) includes an
increase to $50.00 for filing of redemption documents.
Sheriff’s Department Staffing
Sheriff, Brian Schlueter, and Chief Deputy, Stacy Paulseth, briefed the County Board
regarding the upcoming loss of many years of experience in the Sheriffs Department due to

storm water (wet) detention pond, as required by Minnesota Pollution control Agency
(MPCA) rules for the approved preliminary plat, Pelican River Estates in Block Three (see
sheet Nos. 2 & 6 for scaled drawings, which is available for viewing at the Land &
Resource Mgt. Office), Approx. 1,500 cubic yards excavation. The property is described
as NE y* ex S.L. A & ex tr & N 4% rods of S.L. 1,2, 3 & of NE ’/4 NE V4 SE '/4..., Section 17
of Fergus Falls Township; Pelican River (56-PR), AG.
Chris McConn (Interstate Engineering) represented the Application.
Motion: A motion by Sha, second by Maske to approve as presented. Voting: All
Members in favor.
200S Planning Commission Schedule: Bill Kalar had (during the Taylor Investment
Application) informed the Commission that there has been 2 Preliminary Plats filed and our
Office is aware of possibly 2 Conditional Use Permit Applications which may be filed for the
January Meeting. With this information the Commission determined they would hold a
January 12"' Meeting.
This fill would be moved to the low area behind the proposed home to allow for drainage
away from the home. The maximum fill depth of this area is 3 feet and is approximately
2500 square feet. All grading and filling would be completed in conjunction with the
construction of the home which we hope to start in April of 2005, The property is described
as Scenic Riverview Acres Lot 3, Section 29 of Friberg Township; West Red River Lake
(56-711), NE.
Rodney Anderson represented the Application.
Motion: A motion by Wilson, second by Sha to approve the plan as submitted, provided:
1. The Applicant submits an erosion control plan for approval by Land & Resource
Management. 2. No work is done lake ward of the ridge. 3. All areas west of the
driveway drain towards the lake. 4. The majority of the roofs drain to the west. Reason
for approval is the large amount of undisturbed area between the project and the lake.
Voting: All Members in favor, except Boyer, Lachowitzer & Zimmerman.
Taylor Investment Corporation - Tabled to January 12. 2004:
A Conditional Use Permit Application (as stated by the Applicant): Relocate existing driveway
further away from the lake, approximately 16’ wide and to construct another private
driveway at the south end of the property, approximately 16’ wide.
Driveway A is approx. 2,244’ in length & will consist of approx. 1,010 cubic yards of earth
excavation & will require approx. 221 cubic yards of class five gravel.
Driveway B is approx. 2,385 in length & will consist of approx. 1,073 cubic yards of earth
excavation & will require approx. 235 cubic yards of class five gravel. The property is
described as Lots 5 & 6 ex flowage, Section 28 of Friberg Township; West Red River Lake
(56-711), NE.
Scott Sealy represented the Application.
Ann Scheidecker expressed concerns (the proposed driveway, near the lake) regarding
traffic, safety, drainage & indicated that there was surveying done on their property. She
stated that they are “very very” concerned with this request. Duane Mavis (Friberg
Townboard) indicated that the Township does not approve of 3 approaches, a 16’ top & the
location of the utility easement; he had questions regarding the location of the approach on
CSAH 3; & he expressed concerns with the use of an easement. Gordv Hannemen
(Friberg Townboard) had questions regarding the location of the proposed road.
Motion: A motion by Trites, second by Maske to table (at the Applicant’s request), to
January 12, 2005 (maps must be received by Land & Resource Management by
December 22, 2004), to allow the Applicant to address the following: 1. Address safety
issues. 2. Locate a cul-de-sac. 3. Provide appropriate verification of Township road
access. 4. Incorporate Township & County specifications. 5. Provide a profile that
includes an eleyation scale. Voting: All Members in favor.
