conditions as recommended by the Planning Commission. Motion carried.
Conditional Use Permit - Gerald & John Schultz/Ten Mile Lake Resort:Motion by Mosher, second
by Froemming, to approye a Conditional Use Permit, as presented, to replace an existing mobile
home with a newer mobile home. This is an After-The Fact request (Pt GL 3 (27.80 Acres),
Section 21 & Pt Lot 1, Section 28 (1.30 Acres) of Tumuli Township: Ten Mile Lake (56-613), RD.

Motion Mosher, second by Froemming, to approye a Conditional Use Permit, as presented, to
grade and fill for the extension and completion of a driyeway (Old Town Acres Lot 1 Block 1,
Section 12 of Clitherall Township: Clitherall Lake (56-238), RD). Motion carried.
Conditional Use Permit - Otter Tail County Highway Department:
Motion by Lee, second by Froemming, to approye as presented, a Conditional Use Permit for
Project No. S.P. 56-604-09, Reconstruction of CSAH No. 4 from TH No. 59 East 4.2 miles to
CSAH No. 31 (112.27’ N & 6652.9T E of the S 1/4 corner of Section 11, Pelican Township to a
point 2,133.04’N & 3,711.75’ E of the SW corner of Section 9 of Lida Township: Lake Lida (56-
747), GD / Rush Lake Lizzie (56-760A), NE). Motion carried.
Recommendation of Pilot Program Regarding Borrow Pits:
Motion by Lee, second by Mosher, to approye a pilot project allowing Land & Resource
Management to issue a Grade/Fill Permit for borrow area(s) due to special circumstances. Motion
carried.
Shoreland Management Ordinance Discussion
Bill Kalar, Land and Resource Director, reported that he had discussed with the Planning
Commission the Shoreland Management Ordinance Reyision prepared by the County Board of
Commissioners,
regarding the proposals.
He listed the Planning Commissions recommendations and/or rationales
Otter Tail Lakes Property Owner’s Association
Commissioner Mosher reported that he had been contacted by Otter Tail Lakes Property Owner’s
Association for a parade permit. This year it is scheduled for Sunday, July 2, 2000, at 1:00 p.m.
Motion by Mosher, second by Nelson, to approye a parade permit for the West Otter Tail Lake
Independence Parade to be held July 2, 2000, at 1:00 p.m. Motion carried. Notification will be
sent to the Sheriffs Department of this approyal.

Section 34 of Dora Township and Pt GL 2 ..., Section 3 of Star Lake Township; Star Lake
(56-385), GD.
Douglas Hove and Dan Workman represented the Application.
A motion by Schwartz, second by Lachowitzer to approve as presented;Motion:
reasons: 1. We have granted approval to others within this cluster. 2. This is an upgrade

John H. Walsh - Approved As Presented:
A Conditional Use Permit Application to grade and fill for the extension and completion of
driveway and leveling of building sites - use the stockpiled gravel from basement
excavation for driveway and landscape the topsoil greater than 300 cubic yards
(approximately 6,660 cubic yards excavation & 840 cubic yards topsoil). The property is
described as Old Town Acres Lot 1 Block 1, Section 12 of Clitherall Township: Clitherall
Lake (56-238), RD.
John Walsh represented the Application. Mr. Walsh indicated that the Notice of Public
Hearing indicated 6,660 cubic yards, and it should have read 660 cubic yards.
Motion: A motion by Estes, second by Trites to approve as presented; reason being it
will not cause erosion into the lake or any wetland, drainage should not be a problem.
Voting: All members in favor.
Otter Tail County Highway Department - Approved As Presented:
A Conditional Use Permit Application for Project No. S.P. 56-604-09, Reconstruction of
CSAH No. 4 from TH No. 59 East 4.2 miles to CSAH No. 31.
This 4.2 mile segment of CSAH No. 4 was graded in 1954 and surfaced with asphalt in
1955 which is the last date any major work has been done on the roadway. The existing
highway is deficient in vertical alignment, cross-section and pavement section structure.
The proposed project will be constructed to current Mn/DOT State-Aid Standards and will
provide a safer and more efficient highway. Wetland mitigation is complete.
Project cover sheet (location map) and Typical Section Sheet are on file at the Land &
Resource Management Office in the Courthouse, Fergus Falls, MN (detailed project
plans are available at the Otter Tail County Highway Department). The property is runs
from a point 112.27’ N & 652.9T E of the SI/4 corner of Section 11, Pelican Township to
a point 2,133.04’ N & 3,711.75’ E of the SW corner of Section 9 of Lida Township: Lake
Lida (56-747), GD / Rush Lizzie Lake (56-760A), NE.
Rick West (OTC Highway Engineer) represented the Application.
