Our plans have been slowly coming along but due to several factors including
weather and financial issues we aren't as far along as we would like to be. We
would like to request an extension on our existing conditional use permit to allow
us to put in the additional footings per plan. Our intentions as document in permit
#5870 remain the same. We intend on completing those plan by 7/31/2015.

Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, July 17, 2001, at 10:57 a.m. at
the Otter Tail County Courthouse with Roger Froemming, Chair; Syd Nelson; and Malcolm Lee
present. Dennis Mosher, Vice-Chair and Commissioner Block were absent.
Approval of Agenda
Motion by Froemming, second by Lee, and unanimously carried to approve the County Board
agenda of July 17, 2001 with the following addition:
Performance Evaluation Summaries
Approval of Minutes
Motion by Nelson, second by Lee, and unanimously carried to approve the County Board minutes
of July 10, 2001, with the following corrections:
Under Wetland Mitigation for US Fish & Wildlife Service, the statement should read: “Mr. West will
proceed to purchase approximately 20 acres (wetland area) of the 40-acre tract.”
Under Bid Award - S.A.P. 56-682-07, the statement should read “Motion by Nelson, second by
Block and unanimously carried to award the low bid to Anderson Land Surveying, Inc.”
Ditch No. 17
• -Ron Ehnert, Chair of Homestead Township Board, was present to request more clean-out of Ditch
No. 17. Tiny Holm, former Ditch Inspector, explained that an extension from the authorized mile-
and-a-half of clean-out is needed. Motion by Nelson, second by Froemming, and unanimously
carried to extend to clean-out Ditch No. 17 as it was originally designed, if needed.
Planning Commission Recommendations
Conditional Use Permit - Sunset Bay Resort/Mark & Jocelyn Kerr:
Motion by Nelson, second by Lee, and unanimously carried to approve a Conditional Use Permit to
a revised plan allowing: 1 residence (located in the 2"'* tier), eight rental cabins and four camping
units (grandfathered-in) being located S&E of the driveway. The property is described as S 550’ of
GL 4, Section 16 of Dead Lake Township; Dead Lake (56-383), NE. ,
Conditional Use Permit - Hollvwoods Resort/Steven & Holly Omberq:
Motion by Lee, second by Nelson, and unanimously carried to approve with conditions a
Conditional Use Permit to replace existing rental units with five duplexes, add an addition to
existing dwelling and relocate a bathhouse and build a storage building. The property is described
as all that Part of Gov. Lot 4, Section 34, Dora Township; East Silent Lake (56-517).
Conditional Use Permit - Ev. Lutheran Church of Candor:
Motion by Lee, second by Froemming, and unanimously carried, to approve Conditional Use
Permit to construct a 36’ x 32’ addition to the rear (west) end of St. Paul's Lutheran Church. This

A Conditional Use Permit Application for a 7 year plan to replace existing rental units with
5 duplexes, add an addition to existing dwelling and relocate a bathhouse & build a
storage building. A detailed plan of this request is available for viewing at the Land &
Resource Management Office, Courthouse, Fergus Falls MN 56537. The property is
described as all that Part of Gov. Lot 4, Section 34, Dora Township: East Silent Lake (56-
517), RD.
Steve & Holly Omberg represented the Application.
Norman Nisson expressed the following concerns - increased usage of the lake and
activity in the area, water frontage requirements of the Ordinance is too lenient & the
easement road (access) is not adequate. Don Herron indicated that the heavy use on the
lake appears to be from property*-owners and on weekends -resorts appear to use the
lake during the week, stating that if approved the Omberg’s would do a good job.
Motion: A motion by Trites, second by Bergerud to approve with the following conditions:

Ev. Lutheran Church of Candor-Approved As Presented:
A Conditional Use Permit Application to construct a ,36' x 32’ addition to the rear (west)
end of St. Paul’s Lutheran Church. This addition will consist of two offices and a meeting
room, with a basement. The property is described as Pt GL 2... (6.98 AC), Section 34 of
Candor Township: Loon Lake (56-523), RD.
Rodney Kolle and Lowell Bradbury represented the Application.
Rodney Richter stated that he had no objections to the request.
Motion: A motion by Sha, second by Boyer to approve as presented.
Voting: All members in favor.
Break: At 8:10 p.m., the Commission took a 10 minute break.
Barbara Anton - Denied:
A Conditional Use Permit Application to elevate lot. Fill would go up to last block on
house, covering 2 blocks and taper to meet rip-rap on shore. (600 yds of fill & 130 yds of
top soil.) The property is described as Nedberg-Nye Survey Lots, GL 1,2 & 3, 75’ on lake
(called Lot 40 & 41), Section 1 of Edna Township: Devil’s Lake (56-245), GD.
Barbara Anton represented the Application.
Motion: A motion by Estes, second by Maske to deny the request: reasons as follows: 1.
There is not any safety issue (the structure is not in any immediate danger). 2. The lot is
useable. 3. There is potential for run-off if filled as requested. 4. Loss of a filter basin if
filled.
Voting: All members in favor.
