Our existing extension is set to expire on September of this year. Our project continues to make progress but we are significantly behind schedule. Since our last request to extend our “plan” we have constructed the first duplex per the agreed conditional use permit. The sewer and drain field for that unit was just completed on July 15*. The well is also on track to be completed within 2 weeks. The overall project has been delayed primarily due to unexpected financial concerns. The economy and the impact it has had on the lending institutions has limited our ability to extend existing loans. We have recently transferred our banking to a regional bank in Fargo which is allowing us to do more with our existing loans. This along with an effort to attract additional investors should allow us to complete the project by the fall of 2014. Tim Griep was recently out and marked the foundation for the second duplex and we hope to have that work started this fall. The recent rainfall has required us to re-do some of the dirt work and we need to focus on additional landscaping grass and vegetation growth on the first duplex per his suggestions. We are attaching some pictures of the first duplex and hope the work provides a demonstration of the commitment we have to doing a quality project that we and the county will be proud of. We would like to thank you for the consideration of our request. Honestly, the project costs and current economic conditions were not in-line with our plan and has created additional hardship what wasn’t something we could absorb. You are responsible for the numbe/of days that you reserve oiu facilities, if you arrive late or leave early there will be no refunds. • Our fully modem and equipped cabin provides bedding, but we ask that you bring your own kitchen and bath towels. • We have reserved cabin parking for two vehicles to the rear of the cabin. We ask that you avoid parking directly in front of the cabin to avoid congestion. All extra vehicles must park in visitor parking. Please park boat trailers in the woods. • We accept Personal checks, traveler checks and cash for payment. We do not accept credit cards at this time. • We have a visitor poUcy for the security and privacy of our guests. All visitors must register (by Minnesota Law) in the office. We charge $5.00 per visitor during the day and $12.00 if your guest stays oveftrught. Visitors must park in designated visitor parking only. • We are sorry, but we do not allow pets. • We are not responsible for lost, stolen, or damaged items. • You will be held responsible for any damage to the cabin during your stay. Please avoid jumping on beds and hide-a-beds as they are easily damaged. • Laundry facilities are available upon request at a charge of $2.50 per load to wash and a $2.50 per 45 min. to dry. No laimdry facilities after 4:00p.m. • Our cabins are smoke-free. • We do not allow smoking in any .of the other resort buildings and ask that you properly dispose of your cigarette butts when smoking outside. Please do not leave butts on the ground. This will help keep the resort grotmds a beautiful place for .all our guests!. • Quite hours are observed from 10p.m. imtiil 8a.m. We reserve the right to ask anyone to leave if causing a disturbance. .“C, • For everyone's protection we do not allow fireworks, firearms, or slingshots, • Camp fires are allowed in fire rings only!. Per a conversation with Marsha Bowman she suggested we request a written extension of our conditional' use permit #5870 + #6499 and the associated site permit #23281. We are requesting this extension to allow us more time to acquire necessary financing/investors to move forward with the project as planned. As you are aware the first duplex has been constructed and inspected but our ability to acquire sufficient financing to start the other duplexes hasn’t materialized. As you recall, we did go before the board in April of this year to request an increase in the number of bedrooms per duplex This was approved during the meeting and we had a dialog about the timeline of completing the entire project. As we stated in the meeting our ability to move forward has been limited by several factors (financing, construction delays, etc.) We couldn’t give a definite date for completion which the board did “accept”. My wife had dicussed requesting an extension with your office earlier this spring and during the meeting you suggested we contact yoiu office for consideration of extensions. After considerable discussion we would like to ask for an extension to our permits to September of 2010. We feel this gives us enough time to get the first unit in service (generating revenue) and acquire the necessary financing to move forward with the other units. In preparation we have purchased two of the campers (per plan: upon construction of the second duplex we would be replacing campers in a 1 for 1 swap with duplex units) but while this is progress we’ve learned things take longer and cost more than one expects. We would like to thank you for your consideration of this request. We believe this extension allows us to complete the project per the original plan. Approximately 1670 feet of road grading is associated with the project. DNR and MPCA permits are in progress. Plans are on file in the Otter Tail County Engineer's Office. Howard Manteuffel (Limmer's Resort) had questions regarding the proposed road & access near the resort. While our current conditional use permit isn’t set to expire until July 3 T‘ 2006 our ability to complete the entire project is behind schedule. We are attaching pictures of those parts of the 5 year plan we have completed. We hope this will demonstrate our commitment and the effort we have put in against the approved plan: Per the plan (see plan on file)... • Year 1-2; • We have completed the addition to our house and the deck per the plans: See pictures before and alter. • We did not have the black dirt for the stump removal or the washed sand hauled in. • Year 2-3: • We removed/moved the bathhouse and attached it to unit “3” per plans; See pictures. • After inspection of the existing tanks it was decided we needed to replace them. As a result the existing sewer tanks were removed and new sewer tanks installed (certificate on file); See pictures. • We converted the recreation hall/garage into unit “12” per plans: See pictures. • Year 3-4: • Build 30x40 storage building (this was completed late fall 2005). See picture. Note this included extending electric service to the storage building. While Tim Griep was out this last summer showing us where the first duplex could be built we couldn’t get started due to delays in completing the storage building. We expect to began construction of the first dtqilex (see year 4-5) per the original plan the summer/&ll of 06; Per the existing plans the additional (see i year 5-6) du|4exes would be built in the fall of 07 and the final duplexes (see year 6-7) would be built the sping/sununer of 08. We would like to thank you for the consideration of our request. Frankly, the entire project and costs associated with it has been considerable more then originally plaimed.
