July 9, 2003:
Motion: A motion by Trites, second by Schwartz to table (at the Applicant’s request) to
the September 10, 2003 meeting, to allow the Applicant time to: 1. Prepare a detailed
site map showing all of the units, including specific placement of the proposed structures.
2. Develop an extended plan to bring existing mobile homes closer to compliance with
the current Shoreland Management Ordinance requirements.

TheMotion: A motion by Trites, second by Bergerud to approve, provided: 1.
requirements of the September 4, 2003 Board of Adjustment Meeting are met. 2. May
have 3 years to comply with the variance approval. 3. Prior to May 1, 2004, there
must not be any existing campsites located less than 70’ from the ordinary high water
level. Rationale for approval being this is a unique piece of property and it’s shape
does not lend itself to the 200’ setback and this proposal is an improvement.

Planning Commission Recommendations
Conditional Use Permit - Dwayne & Lisa Augustus:
Motion by Froemming, second by Nelson, and carried with Mosher opposed, to deny a
Conditional Use Permit, as recommended by the Planning Commission, to build a storage
facility for boats and repair boats, engines, & trailers. The property is described as Pt of GL 3
(6.46 AC), Section 16 of Leaf Lake Township; West Leaf Lake (56-114).
Conditional Use Permit - Orin Bolstad, et al:
Motion by Mosher, second by Lee, and unanimously carried to approve a Conditional Use
Permit to prepare a building site and construct a driveway to the site as presented. The
property is described as NE/^ SW% & GL 3 S of Rd Ex Trs & NE 375’ of GL 3, Section 35 of
Tordenskjold Township; Stalker Lake (56-437).
Conditional Use Permit- PAC Investment Properties:
Motion by Froemming, second by Mosher, and unanimously carried to approve a Conditional
Use Permit to combine an existing driveway and public access road to create a town road as
presented provided that the use of the public access to remove boats this season (2006) be
allowed. The property is described as Pt GL 2 and E >2 SE & Lots 3 & 4, Sec 19, Amor
Township; Twin Lakes (56-382).
Conditional Use Permit - Erica Pederson & Eugene Pederson:
Motion by Mosher, second by Nelson, and unanimously carried to approve a Conditional Use
Permit to prepare a building site for a walkout basement and construct a driveway to the
proposed building site with conditions as recommended by the Planning Commission. The
property is described as: All that Pt of GL 4, Commencing at NE Cor GL 3, Section 16 of
Sverdrup Township; Unnamed Lake (56-459).
Blue Heron Bay
Mr. Kalar reported that last Tuesday, August 15, 2006, the public comment period for the
draft EIS for Blue Heron Bay ended at 4:30 p.m. He reported that twenty-two timely
responses and three late responses were received. The Consultant, working with the County
Attorney and the Land & Resource Director, will work on completing a final EIS for Blue
Heron Bay considering the comments that have been submitted.
Filina Extension for Final Plat
Motion by Lee, second by Nelson, and unanimously carried to approve an extension for filing
the Final Plat of Robert & Linda Honer known as “Beaver Dam Shores” located on Star Lake
until December 31, 2006, because of an issue clearing the title to the property.
Extension Request for Conditional Use Permit
Motion by Nelson, second by Lee, and unanimously carried to approve an extension for
Conditional Use Permit #6070 until September 26, 2008. This CUP is for replacement of
mobile homes on Head Lake Camp.

Head Lake Camp Association - Approved as modified. (9:32 p.m.)
Motion was made by Cecil Femling, second by Mark Steuart to approve replacement units in the same location so
long as the size of the replacement units do not exceed 10% more than the square footage of current units. After
additional consideration Mark Steuart withdrew his second. This motion eventually died for lack of a second. After
additional consideration, motion was made by Steve Schierer, second by Richard Sha to require a setback of 65' from
the ordinary high water level for all units with a current setback of less than 65’ and to approve the size of the units as
specified in the material provided with the application. This motion failed with Cecil Femling, Paul Larson and Mark
Steuart voting no. After additional consideration, motion was made by Randall Mann, second by Mark Steuart to
require a setback of 70’ from the ordinary high water level for all uriits with a current setback of less than 70’ and to
approve the size of the units as specified in the material provided with the application. This motion failed with Richard
Sha, Cecil Femling and Steve Schierer voting no. After additional discussion and consideration, motion was made by
Randall Mann, second by Steve Schierer and unanimously carried, to require a 70’ setback from the ordinary high
water level for all units with a current setback of less than 70’ with the exception of unit T-1 which can remain it its
present location, however, should it ever be replaced it must be setback at least 70’ from the ordinary high water level
and to approve the size^j^e units as specified ih the material provided with the application.

Head Lake Camp Association:
As you are aware, you were issued Conditional Use Permit #6070 for the replacement of
10 mobile homes. This approval has 3 conditions (copy of your Application/motion
enclosed). The third condition is: Prior to May 1, 2004, there must not be any existing
campsites located less than 70’ from the ordinary high water level.
On May 6, 2004, an Inspector (Pat Eckert) from our Office went onsite to verify your
compliance. When he was onsite, he found that the recreational camping units were still
being relocated. He noted that there were 4 left to be moved.
I discussed this with the Administrator, and he indicated that we will allow you until June 1,
2004 to comply and not have any campsites less than 70’ from the ordinary high water
level. Please call our Office when you comply with this requirement and an Inspector will
go onsite an confirm this compliance.

Motion: A motion by Trites, second by Schwartz to table (at the Applicant's request) to
the September 10, 2003 meeting, to allow the Applicant time to: 1. Prepare a detailed
site map showing all of the units, including specific placement of the proposed structures.
2. Develop an extended plan to bring existing mobile homes closer to compliance with
the current Shoreland Management Ordinance requirements.

Motion: A motion by Trites, second by Bergerud to approve, provided: 1. The
requirements of the September 4, 2003 Board of Adjustment Meeting are met. 2. May
have 3 years to comply with the variance approval. 3. Prior to May 1, 2004, there
must not be any existing campsites located less than 70’ from the ordinary high water
level. Rationale for approval being this is a unique piece of property and it’s shape
does not lend itself to the 200’ setback and this proposal is an improvement.

1. The owners of the sites requesting “after-the-fact” permits are
members of the Head Lake Camp Homeowners Assoc. The
mobile homes replaced were 30 to 45 years old. In the
process of replacing units, an effort was made to line up the
units. None were placed closer to the OHWL.
We have attached a scaled diagram of homes’ locations, a sheet
detailing distances, and a scaled drawing showing comparison
of size of old and new mobile homes.
2. This request is for replacement of the mobile home located on
Site No. 6 of the Homeowners Assoc.
3. This request is for future replacement of the remaining homes
on Sites 5, 8, 9 and 10.

Food Service Report
Physical Plant Manager, Rick Sytsma, reported back to the Board, as requested, regarding,
food service at the GSC building. Viking Vending does not offer a lease/purchase option to
acquire their vending machines. Mr. Sytsma stated that if there isn't enough funds in the
bonding reserves, he could purchase the machines from his operational budget. Discussion
followed. Motion by Block, second by Mosher, and unanimously carried to authorize the
Physical Plant Manager and/or the Employees' Committee to purchase six food service
vending machines for the Government Services Center with 50% of the net proceeds from
the machines set aside in reserve for maintenance and replacement costs. The reserve
percentage is to be reviewed every three months and adjusted if necessary. Approximate
cost is $30,000

lake setback of the mobile homes & had questions regarding them loosing their
grandfather rights. Eric Roggenkamp (owner of Lot 6) indicated that his mobile home is
not in very good shape and it needs replacing, he stated that he has purchased a mobile
home & is ready to place it onsite.

Head Lake Camp is located on Head Lake near Richville, MN and has been in
existence for more than 35 years. In 1993, Mr. & Mrs. Hap Munson and Mr. & Mrs.
Hilary Barry purchased the camp form the Cal Milke estate. In 1999, an association was
formed out of existing site lessees.' Head Lake Camp Association consists of 20
shareholders. A board of 5 directors meets monthly in season. Shareholders meet
annually and as needed. The camp consists of 10 mobile home sites, 16 RV sites and
one cottage on 16.9 acres. Changes and upgrades have been made to the camp through
the years with consultation from the DNR. County Zoning and the MN Health
Department. A continuous attempt has been made to follow county, state and federal
regulations/laws.
Some of the changes include relocating the road away from the lake, eliminating
weeds and replacing with grass, eliminating water runoff sites that were causing bank
erosion, placing riprap on the shoreline, creating designated parking areas away from the
lake, replacement tree planting, replacement of docks and use of centralized docking,
creating a designated swim area, building of a storage building with shop, creating a
DNR approved fish disposal site, and disposing of debris including scrap metal, old
appliances, docks, and boats at the landfill.
Over the years, conditional use permits for various activities have been received.
The conditional use permit that is being applied for includes all 10 mobile homes that are
currently occupied by association members and their lessees. The age of the original
trailer homes was and is a concern to the owners. These aging mobile homes have been
replaced as needed due to health hazards such as unsafe electrical wiring, mold in the
walls, and rotting floors.
