RIDGEWOOD COUNTRY ESTATES
Motion by Lee, seconded Portmann and unanimously carried to direct the Land & Resource
Administrator to send a letter to the developers of Ridgewood Coiantry Estates indicating
that the proposed road design is inconsistent with the county's ordinance.
CHARLIE'S BEACH
Motion by Windels, seconded Portmann and unanimously carried to approve the final plat
of Charlie's Beach, Charles/Sandra Kirchenwitz - Carol Gardner, on Tenter Lake.

Motion by Lee, seconded Lindquist and unanimously carried to acknowledge receipt of a
notice of the proposed adoption of Pelican Rapids Tax Increment Housing District No. 4
with a pxiblic hearing to be held at 7:30 p.m. on January 8, 1996 at the Pelican Rapids
Public Library meeting room, 25 West Mill Avenue..
TRUTH IN TAXATION MEETING OUTLINE
Auditor, Wayne Stein, along with Accountant, Mitzi Pederson, outlined the informational
handout materials being provided for the evening's Truth In Taxation Public Hearing.
APPROVAL FOR PAYMENT
Motion by Windels, seconded Portmann and unanimously carried to approve payment of
$329,053 payable to C.I. Construction, Alexandria, MN, for structural materials for the
new recycling facility.
DRUG & ALCOHOL ABUSE & TESTING POLICY
Safety Director, Tim Hunt, provided copies of the Otter Tail County Operational Policies
regarding Drug and Alcohol Abuse & Testing for approval. A motion was offered by
Portmann, seconded Lindquist and unanimously carried to approve the policies subject to
meeting and conferring with the affected bargaining units to the terms and conditions of
employment stated in the policies.

This is to inform you of the action taken by the Otter Tail County Planning
Commission at their above mentioned meeting. At this meeting, the Planning
Commission passed a motion to approve as requested, provided the bus (that
is currently onsite and used as a camping unit) is removed; the resort can
maintain the 27 total units; reasons being that not much change will take
place, there will be the same number of units and it will be an improvement
to remove the bus.The County Commissioners will consider this
recommendation at their December 12, 1995 meeting.

Barb Hanson and Wally Senyk (arrived at 8:45) represented the County
Attorney's Office, and Bill Kalar (arrived at 7:15) represented the Land &
Resource Management Office.
Minutes of November 1, 1995:
A motion by Lachowitzer, second by Trites to approve the Minutes of November
1, 1995 with the addition on page 5 to Scenic Point Resort/Terry Colton to
include "Voting: All members in favor".

Mavis Frazier, Frazier's Campground - Approved With Conditions:
Request a Conditional Use Permit to put a 12' x 45' mobile home on the lot
where we now have a camper (8' x 31' Mallard). This mobile home will have a
permanent holding tank for all water, which was installed in the fall of
1995 by Ross Seifert and inspected by Wayne Roisum. (Mobile home owner is
Edward & Mary Jean Ernst.) Asking for a change from 2 mobile home & 25 RV
sites to 3 mobile home & 24 RV sites. The property is described as Lot 5 Ex
Tr 6, 7 Ex Tr & 8, Section 3, Lida Township; Lake Lida (56-747), GD.
Mavis Frazier and Edward Ernst represented the Application.
