Dear Mr. Allen:
This is to inform you that your application for special use
was approved at the September 2, 1981 meeting of the Planning
Commission pending approval by Beck and Martin. Beck viewed
the property on September 3rd and suggest the following:
Refill 2 feet of present cut area at centerpoint tapering to
lake. Riprap both sides of cut area with 8 inch
boulders or use concrete. See attached drawing. DNR approval
needed for concrete ramp into water.

Commissioners for their approval on September 8, 1981 at

OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County met at 9:30 a.m., Tuesday, September 8, 1981, all members
present.
Motion was made by Bert Hovland, seconded by Van Ellig and car
ried, to approve an application for cancellation of tax on property in iItc City
of Rothsay that is in actuality a portion of city street and should not be taxed.
Representatives of Maine Township appeared before the Board
relative to the Phelps Mill Bridge. No action taken.
Motion was made by Sydney Nelson, seconded by Andy Leitch and
carired, to approve the plat of Norwood Beach, located in Section 10-136-40.
Motion was made by Hub Nordgren, seconded by Bert Hovland and car
ried, to approve the application of Edwin Prescher, for special use permit; to
construct fifteen condominium townhouse units with central sewage system, etc..
on area known as Balmoral Resourt in Section 31 of Otter Tail Township, subject
to conditional requirements.
Upon motion made by Andy Leitch, seconded by Van Ellig and c.nried.

Motion was made by Andy Leitch, seconded by Sydney Nelson and carried,
to uphold the decision of the Planning Commission and deny approval of the application
of Larry Dahlen, to slope a bank on Reinke Beach, Eagle Lake Township.

Meeting of the Otter Tall County Planning Commission was held on September 2, 1981
at 7:30 P.M. in the Government Services Building, 505 South Court Street, Fergus
Palls, Minnesota.
Members present were; Beck, Portmann, Trites, Estes, Lachowitzer, Ryan, Jaoobson,
Martin, Lee arid Petterson. Wally Senyk also present.
Passed:A motion by Ryan, second by Portmann to approve the minutes of the
August 19, 1981 meeting with a correction on the motion of Tom Sullivan
that Martin voted no on the motion.
Voting; All members in favor.
Failed:A motion by Martin to deny the special use application of Oswald Grimm,
dated August 10, 1981 on Rush Lake died for lack of a second.
Passed;A motion by Lachowitzer, second by Beck to approve the special use
application of Oswald Grimm, dated August 10, 1981 on Rush Lake, No. 56-
141, GD, Sec. 26 of Rush Lake Twp. to allow fill of 6 to 8 Inches from
road ditch to dwelling. Applicant indicated that this was not acceptable
to him.
Voting; All members in favor.
Passed:A motion by Estes, second by Petterson to approve the special use application
of Roy Wendorf. dated dune 16, 1981 on East Leaf Lake, Np. 56>116, RD,
Sec. 24 of Leaf Lake Twp. pending written approval from the Department of
Natural Resources for area 200 feet by 200 feet.
Voting; All members in favor.
Passed:A motion by Petterson, second by Portmann to approve the special use applicat
ion of Frank Miosek, dated August 5, 1981 on Pelican..Lake, No. 56-786, GD,
Sec. 10 of Dunn Twp. at 1 foot below road grade level and right-of-way with
slope to east.
Voting; All members in favor.
A motion by Portmann, second by Martin to approve the special use application
of Paul Allen, dated July 23, 1981 on Deer Lake, No. 56-298, RD, Sec. 6 of
Everts Twp. pending approval by Beck and Martin. Bernard Holecek spoke to
the Commission.
Passed:
Voting; All members in favor.
