project is located in the shore impact zone. 2. The project is located next to a bluff. 3.
Control of the ash is difficult and there is potential for ashes getting into the lake. 4. With

Conditional Use Permit - Preston & Susan Eidenschink:
Motion by Nelson, second by Froemming, and unanimously carried to approve a Conditional
Use Permit to develop a building site with conditions as recommended by the Planning
Commission. The property is described as Rose Acres Lot 10 BIk 1, Section 17 of Hobart
Township; Rose Lake (56-360).
Conditional Use Permit - Robert Ethan Steinbrueck:
Motion by Lee, second by Block, and unanimously carried to approve a Conditional Use
Permit to fill some low areas with conditions as recommended by the Planning Commission.
The property is described as Tanglewood Shores, Lot 6 BIkl, Section 2 of Dunn Township;
Little Pelican Lake (56-761).
Conditional Use Permit - Duane M. Hirsch:
Motion by Lee, second by Froemming, and unanimously carried to approve a Conditional Use
Permit to build retaining walls on the sides of a walkout basement with conditions as
recommended by the Planning Commission. The property is described as Tr in GL 2, 142’ x

Conditional Use Penmit - Gary Ware:
Motion by Nelson, second by Froemming, and unanimously carried to approve a Conditional
use Permit for replacement of a railroad tie retaining wall as presented. The property is
described as West 116’ of East 350’ of Sub Lot A of Government Lot 9, Section 3 of Hobart
Township; Wimer Lake (56-355).
Conditional Use Permit - Faith Haven Camp, Inc:
Motion by Mosher, second by Block, and unanimously carried to deny a Conditional Use
Permit, as recommended by the Planning Commission, to install a 5’ diameter steel fire ring

Motion by Block, second by Nelson, and carried with Mosher opposed, to deny a Conditional
Use Permit, as recommended by the Planning Commission, to construct a retaining wall.

Conditional Use Permit - Oak Lodge ResortAA/illiam & Charlene Steinhoff:
Motion by Lee, second by Mosher, and unanimously carried to approve a Conditional Use
Permit to convert the existing Oak Lodge Resort cabins to single family seasonal dwellings
(maximum of 18 units) with conditions as recommended by the Planning Commission. The
property is described as Pt GL 2, Pt GL 3 & Pt SL A, Section 29 of Lida Township; Lake Lida
(56-747).
Conditional Use Permit - Otter Tail County Highway Department:
Motion by Mosher, second by Lee, and unanimously carried to approve a Conditional Use
Permit to replace two deficient culverts on CSAH 88 near Johnson Lake with conditions as
recommended by the Planning Commission. The project is located in GL 2 & 3, Section 12 of
Carlisle Township along CSAH No. 88; Johnson Lake (56-979).

Motion: A motion by Schwartz, second by Estes to approve as presented, may do the
work this fall as requested provided it is completed by November 1, 2003. Voting: All
Members in favor.
Duane M. Hirsch - Approved With Conditions:
A Conditional Use Permit Application stating: I would like to install or build retaining walls
on both sides of my walkout basement. Water runoff would remain flowing to lake as is
now and adjoining properties would not be affected. The walls would be approx. 48' high
from grade and taper down as it goes out away from dwelling. Excavating for new
dwelling foundation - backfill with material - use approx. 20 -30 yds. Fill to bring grade
at lakeside up to match neighbors - 25 yds *. Fill on sides of new dwelling up to
retaining wall top at walkout to level to match SW neighbor & fill to retaining wall on
opposite side approx. 25 yds ‘ ea. Fill low area in front and landscape to bring up
grades, 20 yds. near garage & 75 yds * in main yd. (180 cu yds*). The property is
described as Tr in GL 2 142’ x 55’ on Lake x 158.3’ x 65’ called Lot A-52, Section 2 of
Dunn Township; Little Pelican Lake (56-761), RD.
Dwayne Hirsch represented the Application. Mr. Hirsch indicated that the cubic yards
would be 90-100 cubic yards, being much less than requested.
Motion: A motion by Schwartz, second by Estes to approve as presented, with the
following conditions: 1. Temporary erosion control measures are implemented near the
lake. 2. Project does not exceed 90 cubic yards. 3. May stockpile fill material onsite, it
is to be used or removed by November 15, 2003. Voting: All Members in favor.
Gary Ware - Approved As Requested:
A Conditional Use Permit Application stating: Remove railroad ties and replace with
landscape block (moving wall back 2 ft. from lake). 5 yrds riprap may be needed to fill in
the 2 ft. we moved the ledge. Walls will be 0” to 12" high. The property is described as
West 116’ of East 350’ of Sub Lot A of Government Lot 9, Section 3 of Hobart Township;
Wimer Lake (56-355), RD.
Gary Ware represented the Application.
Motion: A motion by Bergenjd, second by Sha to approve as requested, this project
would have been approved if considered prior to being started. Voting: All Members in
favor.
Faith Haven Camp, Inc. - Denied:
A Conditional Use Permit Application stating: Faith Haven Camp proposes to install a 5’
diameter steel fire ring and post and plank seating for 150 - 200 campers. The area is
between the ice ridge and the steep face of the bluff, west of the Warming House on the
property. The property is described as Bg at NE Cor of NW1/4 NE1/4 N 10.53’......

Jim Onerheim represented the Application.
John Bern is (Eagle Lake Association) expressed concerns regarding phosphorous, &
deterioration of the vegetation on the bank (foot traffic).

Raymond & Nancy Ward - Denied:
A Conditional Use Permit Application stating: Construct a block retaining wall 85’ long to
level off area by lake bank to provide a level area for better safety & aesthetics. Area is
being mowed at present time. Height of the wall will be 1.5’ to a max. of 3.5’ adding 30
yards of topsoil for fill with sod on top of fill, maximum width of fill area 20’. The property
is described as Lot #1, South Swan Oak Estates, Section 30 of Dane Prairie Township;
Swan Lake (56-781), RD.
Raymond & Nancy Ward represented the Application.
Motion: A motion by Zimmerman, second by Bergerud to deny as the project creates a
potential for greater problems and there are other alternatives (vegetation). Voting: All
Members in favor, except Olson and Schwartz.
Break: At 9:03 P.M., the Commission took a 10 minute break.
Oak Lodge Resort/William & Charlene Steinhoff - Approved With Conditions:
A Conditional Use Permit Application stating: We are requesting to convert the existing
'Oak Lodge Resort" cabins to single family seasonal dwellings. The size of the existing
units will remain the same. No additional units will be added. Two units (Numbers 21 &
22) will be removed from the property. Campsite 1 & Campsite 2 will no longer be
campsites. Usage of units & property after the proposed conversion will be consistent
with and identical to adjacent seasonal dwellings. This ^ ^ be a time share resort.
Currently, the resort has 3 docks supporting 20 boat lifts. The docking system will remain
the same. Ownership of a cabin would include the use of one boat lift. Ownership of a
cabin shall require membership in the “Oak Lodge Cabin Condominium Association”
which will own the common ground, it will be the responsibility of the association to
preserve and protect the open space according to the Shoreland Management
Ordinances of Otter Tail County, Minnesota. Currently, there are 22 cabins, and 2
campsites. After conversion, the size will be reduced to 20 cabins and no campsites.
The property is described as Pt GL 2, Pt GL 3 & R SL A, Section 29 of Lida Township;
Lake Lida (56-747), GD.
Bill & Charlene Steinhoff and Kent & Jennifer Heimark represented the Application.
Chuck Krekelberg (representing Judy Solinger & John Solinger) expressed concerns
regarding parking near the adjoining property owners, density & the number of units;
stating 20 units is too many and also that this type of use is a good concept.
Motion: A motion by Trites, second by Lachowitzer to approve a maximum of 18 units
with the following conditions: 1. Cabins 17, 20, 21 & 22 and the 2 campsites are
removed. 2. Parking sites be identified for each remaining unit. 3. The property lines
be marked onsite. 4. Any rebuilding or remodeling must be done within the existing
structure footprint(s). 5. The gas tank & pump by the lake must be removed. 6. The
motor house by the lake must be removed. 7. Docking is limited to the 2 long docks and
the medium one next to the boat landing. All other docks must be removed from the

We, the officers, directors and members of the Eagle Lake Lakeshore
Association, ask that you deny the requested conditional use permit by the
above named organization. The Association’s main purpose is to protect
Eagle Lake and it’s property owners. We constantly work with the property
owners about the damage that altering the shoreline and resultant runoff can
do to the lake. In addition lakeshore fires are the number one contributors of
phosphorus into the lake which is most detrimental to our water quality.
The granting of conditional use permits/variances by the Otter Tail County
Shoreland Management appears to set a precedent and subjects Eagle Lake
to irreversible damage to the lake and the neighboring properties. Therefore,
we request that you deny the conditional use permit request.
