Faith Haven Camp is a small (7.4 acres) Christian bible camp located on the north shore of Eagle Lake in Ottertail County, just east of Hwy 78. The camp has been in operation for over 50 years, and many of the facilities are in need of major improvements or even demolition. The camp wishes to continue its ministry and expand the number of campers who use the.facilities. 2. Faith Haven is managed by a Board, which oversees both day-to-day operations and long-term improvements. The Board has authorized the Strategic Planning Team to solicit bids from architectural firms in the area to generate a Master Plan for the camp. This Master Plan would serve as a framework for future facilities improvements- including both remodeling and new buildings. The Master Plan would also be used to generate excitement and interest in the camp, and would be a primary tool for future capital campaigns. 3. The Strategic Planning Team has conducted preliminary interviews with pastors and users of the camp. We have determined that a primary need for any future growth will be to build a new ‘Main Building’, which would include the major public gathering and service spaces for the camp. 4. The Master Plan would not lead immediately into design or construction documents for any particular building, as the camp will begin a more detailed study of facilities needs, programming, and study of targeted user groups. Future facilities improvements will require a major fund-raising effort, which will realistically take 2-3 years. I INTENT; Faith Haven is at the beginning of a process to improve its facilities. Our Strategic Plaiming Team has started to brainstorm ideas for future improvements, including additions or new buildings on the site. However, we do not want to devote too much time and money into the design process without understanding if proposed improvements are compliant with Ottertail County’s Shoreland Management Ordinance or other requirements. I greatly appreciate your initial review of this very preliminary information. QUESTIONS regarding the Shoreland Management Ordinance of Ottertail County, effective August 1,2013: es1. Is a camp a “Cluster Development”? This is defined on page 4. 2. Is a camp the same as a “Resort”? This is defined on page 7. fi 3. If Faith Haven is considered a resort, can it make improvements without a Conditional Use Permit? Under Section 11. Cluster Developments of the Ordinance, item D. Existing Resorts (page 24), it states that “Existing resorts may add on to, or replace, existing dwelling units without a Conditional Use Permit in accordance with -MN Statute 103.F.227.” This statement does not seem consistent with Section 11. Cluster Developments, item A. General (page 21), which states that “All cluster developments which have been in continuous operation since October 15, 1971 may continue to operate the number, type, and size of dwelling units which were in operation on October 15, 1971. Any change will require that the Owner obtain a Conditional Use Permit...Please clarify. 4. If a Conditional Use Permit is required, I haye reviewed the procedure (pages 27- 28) whereby the Planning Commission will consider a proposed change, using the 16 points listed as a guideline for approval. ? !; ■ PROPOSED SITE PLAN (to be developed over the next 15-20 years): The following items reference the attached ‘Proposed Improvements’ site plan. Existing Caretaker’s house: Interior remodeling possible, no significant improvements planned at this time. Existing Dining/Chapel building: Possible small addition on north side (not facing the lake). Convert to sleeping -OK" quarters, since existing girl’s dorm (located at #6) will be tom down. Stair structure (steep slope) down to the shore. Any restrictions? Existing ‘Wanning House’: Existing 2-story building contains a fireplace room on ground floor and bunkroom above. Possible small addition to north side, storage for boating equipment/lake gear on ground level, expansion of living quarters above. Since it is ‘behind’ the existing structure, minimal visual impact from the lake. Existing 2-story dorm: Possible small entry addition, possibly add a floor for sleeping quarters. Design intent would be to reduce the scale of the building by having the upper floor ‘built into’ the roof, much like a 1 Vi story > *0 ix.€- cottage would have bedrooms in the roof with dormers/windows. - Proposed New Main Building: This building would replace the existing public building (#2 on the site plan). The height limitation for a residence was listed as 35’, but this is essentially a church building. Proposed patio: I understand the concern to prevent runoff into lakes and rivers. Impervious surfaces are not allowed in the lake setback. Is a pervious (allow water infiltration) surface allowed in this area? Site Plan Summary: Our existing Dining/Chapel and Girls’ Dorm are very outdated. We would like to replace the existing Chapel/Dining Hall with a new Main Building. We’d also like to replace the existing girl’s dorm with a variety of housing types to better serve a diverse population. Other improvements to the existing buildings would make the camp more functional, energy-efficient, and aesthetically pleasing. Thank you in advance for your review of this information. RECEIVED ^^2 0 4 2003 Faith Haven Camp 38360 N Eagle Lake Rd Battle Lake MN 56515 Bk. 218 *864 *5303 land & RESOURCE July 31 Attention: Bill Otter Tail County Land and Resource Management Dear Bill and Committee: Please accept this letter and materials as our proposal for a non-permanent building project at our Camp on the north side of Eagle Lake. We would plan to build this in September or October, 2003, if approved. Faith Haven Camp, Inc. proposes to install a campfire ring and post and plank seating (amphitheatre) for about 150-200 people. It would be located on the west side of the “Warming House” below the bluff about 15 feet from the edge of the water (ice ridge between). The posts would be cedar and dug down about 12”. The planks for seating would also be cedar. The fire pit would be cleaned out periodically so ashes aren’t washed into the lake. The area would be brushed, but kept in grass (mowed or trimmed) to prevent erosion. There is a path to this area between the Warming House and ice ridge at the edge of the lake. Some of the shrubs growing on the ice ridge would be trimmed to offer some view of the lake. Otherwise the ice ridge would be undisturbed. Some brush killer chemical would be used to control poison ivy in the area. Some gravel or soil fill may be needed to fill holes that would be a hazard to the campfire participants. We intend to monitor groups using this campfire area to make sure they maintain safe fire control and proper extinguishing. Outdoor campfires will be banned if there is a burning ban in the area because of diy conditions. We have a quiet-time curfew so noise isn’t a problem with our neighbors. We will notify the Eagle Lake Lakeshore Association of our plans if we have approval from your office for our project. We are aware that in any given year ice damage may occur destroying our campfire seating. f ■ i: !(i: ' , • I i ■ -i-t. : ^ ' We believe this proposal represents very minimal impact on the lake, shore and bluff on our land at Faith Haven. We will be vigilant in our stewardship of the area so as to prevent adverse effects to the natural system of the lake and shore. Below is a summary of our conversation. Please let me know if any statements below are inaccurate or otherwise need revision. I’d like this to serve as a written record so that 1 can now report to the rest of the Strategic Planning Team and the Faith Haven board. This document follows the order of my original document, dated 08/03/15. GENERAL QUESTIONS regarding the Shoreland Management Ordinance of Ottertail County: 1. Is a camp a “Cluster Development”? YES Land adjacent to lakes/shoreline is typically either zoned as Single-Family Residential or Agriculture. Other uses fall under Conditional Use. Any property with multiple dwellings is considered a Cluster Development. 2. Is a camp the same as a “Resort”? Probably, but not a primary consideration in terms of Shoreline Management. The Cluster Development is what governs. 3. < If Faith Haven is considered a resort, can it make improvements without a Conditional Use Permit? Section 11, Cluster Developments, item A. General (page 21) states that “All cluster developments which have been in continuous operation since October 15, 1971 may continue to operate the number, type, and size of dwelling units which were in operation on October 15, 1971. Any change will req^uire that the Owner obtain a Conditional Use Permit...”. Per our discussion, minor improvements (interior updates, for example) that did not increase the # of beds would not require a Conditional Use Permit (CUP). However, any major exterior improvements or buildins additions that add to the # of beds would require a CUP and subsequent site permit. 4. If a Conditional Use Permit is required, I have reviewed the procedure (pages 27- 28) whereby the Planning Commission will consider a proposed change, using the 16 points listed as a guideline for approval. No questions. 5. Height restrictions: If a building contains living quarters. If no living quarters. If a Water-Oriented Structure (WOS), 10 ft max, measured from the lowest adjoining ground level 6. Historic log cabin potentially to move on site; What requirements for this type of building? 1. A site permit is required before brinsins the structure to the site. 2. A CUP will be needed if it is to be used as a dwelling. Even if no plumbing to the building, it may be usedfor overnight guests (in other words, as a dwelling). Use the “duck test: if it looks like a duck, quacks like a duck, etc. ”. If the structure looks like a dwelling, acts like a dwelling, it will be considered a dwelling. ,1 35 ft max, measured from the highest adjoining ground level 20 ft max, measured from the highest adjoining ground levelt ; •i . s'. Any restrictions? See page 14 of the ordinance. Typical stair would be 4' wide with intermediate landings of 36 sf maximum. 4. Existing ‘Warming House’: Existing 2-story building contains a fireplace room on ground floor and bunkroom above. Possible small addition to north side, storage for boating equipment/1 ake gear on ground level, expansion of living quarters above. Since it is ‘behind’ the existing structure, minimal visual impact from the lake. This would require a CUP, site permit, and a variance. We would need to demonstrate “practical difficulty" to add onto this building instead of making improvements elsewhere (not inside the shoreline setback). 5. Existing 2-story dorm: Possible small entry addition, possibly add a floor for sleeping quarters. Design intent would be to reduce the scale of the building by having the upper floor ‘built into’ the roof, much like a 1 '/2 story cottage would have bedrooms in the roof with dormers/windows. Would require a CUP and site permit. 6. Proposed New Main Building: This building would replace the existing public building (#2 on the site plan). Most of the building would fall behind the lake setback. a. Would it be possible to have a portion of the building follow the edge of the former building, which is located inside the setback? By statute, a property can keep a ‘non-conformity ’ (edge of building within the lake setback). Most of the building’s location relative to the shoreline would be an improvement over the existing dorm. If possible, would this require a variance? If most of a new building's setback is an improvement over an existing structure, having some of a new building follow the existing building’s edge would be a reasonable request as part of a CUP and subsequent site permit. b. What would the height restriction be for a public building? This structure would contain a chapel, eating facilities, and other public spaces. The height limitation for a residence was listed as 35’, but this is essentially a church building. See #5, first page. 7.. Proposed patio: I understand the concern to prevent runoff into lakes and rivers. Impervious surfaces are not allowed in the lake'setback. Is a pervious (allow water infiltration) surface allowed in this area? Permeable pavers installed by a licensed professional may be acceptable as part of a CUP and subsequent site permit, as long as future improvements do not add an overhang, roof, or otherwise try to enclose this area. 8. Proposed housing: Type of housing to be determined, possibly more ‘hotel-style’ rooms. CUP and site permit. 9. Existing Cabin: Interior remodeling only. CUP not required. If there are any exterior improvements, or if any work increases the value by more than 50%, a site permit would be required. 10. Stair structure (steep slope) down to shore. Any restrictions? See #3 above. 11. Existing storage bldg: Can this be converted to another use, such as housing? Would require a CUP & site permit. 12. Proposed gymnasium: This building would replace the existing gymnasium. Would require a CUP & site permit. 13. Proposed rain garden: There is an existing low spot in this area of the site. Much of the runoff from the eastern half of the site might be diverted to this area to prevent excessive runoff into the lake. As part of an application for [ a CUP and subsequent site permit, this would be a favored element in an overall improvement plan. The management of site water can help the Planning Commission to allow other changes to the site. f Other recommendations: 1. Before applying for a CUP, schedule a Pre-Application meeting with Bill to review the current Shoreland Management Ordinance requirements. 2. The Planning Commission wants to see ‘before' and ‘after ’. Important information to include: area calculations, # of beds, sewer system design, site drainage, etc. 3. Bill suggested that an application for the CUP could be a Phased Project. The Planning Commission could approve the overall project. By doing this, each new building phase would not require its own CUP. Bill said that 5 year projects are common; he has seen a 15 year CUP on a resort, and a gravel pit that was 25 years.
