Simison Marine , Castaway-Young Life Club, and Fair Hills Resort.

5. Lot size is 61^5 acres... Ottertail Co. 35^5 acres, and Becker Co.
26 acres. The Becker Co. land is located directly across Co Road

6. Square footage is 2,644,500
7. present number of rental units is 88. This counts all double numbered
cabins as two units.
8. Allowable number of units, using page 4, 1985 Shoreline Mgmt guide,
Lot size per dwelling unit is 13,333 sq. ft. Using
Fair Hills 2,644,500 sq. ft. divided by 13,333' would equal 198 units.
Using the averaging system that Ottertail Co has used in the past,
the average number allowed would be 124. See following findings.
However, the Planning Commission set forth in its
finding (Finding XV) the following;

"Applying the minimum standards of the current
Otter Tail County Shoreland Management Ordinance
for cluster developments on a general development
lake, the area of the resort would accommodate
198.6 dwelling units,
adequate for 50 dwelling units,
of this Commission has been to consider the average
of these two figures derived from the minimum
requirements in arriving at a reasonable number of
units for the property. When applied to fair Hills
Resort, with the, proposed addition, the average,
number would be 124 dwelling units. The total of
dwelling units on the resort, including rental,
staff and, owner's residence is 113."

On page 5 of the Shoreline Management guide there is a list of 12
other considerations.
1. Parking... There is parking space for 220 cars. Additional parking
(for employees) is available across Co. Hwy 20 if needed.
There are five Kaldahls2. Noise..No difference in noise generated,
on premises all the time, day and night, and any undue noise is not
tolerated.
Lobby is opened 6:30 am for early morning
coffee people, and closed promptly at 11 pm.
4. Lighting- Yard lights, flood lights, and other means of lighting
are placed at strategic places thruout the resort to insure the guests
safely when walking about in the evening.

5. Adequate lot size- This was addressed in item 8 above
6.Envirnmental impact - will remain unchanged.
7. Any Hazards? - no hazards will be created, probably lessened with
a better walkway to the unit.
8. Compatibility wi. surrounding area. It will be compatible with
other cabins on the resort.
9. Crowding Potential - has been addresses in item 8 above.
10. Density and location....Located on accompanying map, located
392 feet from the lakeshore and about 600 feet each way to lot lines.
11. Minimum Change in topography - There will be no changes in topo
graphy, only the diggin in of footings in the indicated area.
12. Any other possible adverse effects - We can only contemplate
benefical effects..,.a lowering of the number of people, no steep
hill for these people to climb, a sewer system already in place.
If the Shoreline Management people feel they want more sewage capacity,
a small lift pump could easily be installed to lift the sewage on
to the dining room- kitchen system, which is now double the size
that is required.

for 25 and 89 was 9. Average number of guests in 1991 was 9.6.
Anticipated number of guests in new #25 in 1992 would be 8 per week.
