MOTION AS FOLLOWS:
Motion was made by John Everts, seconded by Cecil Femling and unanimously carried, to approve a variance of
approximately 70 to 80' from the required ordinary high water level setback of 100', a variance of
approximately 20 to 30' from the required shore impact zone setback of 50' and a variance of approximately
28' from the required 50' lot line (Buffer) setback for additions to cabins one and two of Ethel Beach Resort
located approximately 20 to 30' from the ordinary high water level and for the location of cabin one
approximately 22' from the side lot line.

Allen Floyd Chase - Referred to the Land and Resource Office.
iAllen Floyd Chase, Battle Lake, MH, requested reconsideration of the March 24th, 1994, and
September 8th, 1994, Board of Adjustment action due to substantial changes in the
applicant's project. The property is described as Lots 1, 2, 3 and 4, Ethel Beach, Ethel
Lake in Girard Township. Kurt Mortenson, Assistant County Attorney, explained that lor
the Board of Adjustment to reconsider their prior actions they must find that there has
been a substantial change in the circumstances surrounding their previous decisions. The
audience vas polled with Ray Chase speaking to the variance request. After consideration,
motion was made by Craig Anderson, seconded by Carl Johnson and unanimously carried to
refer back to the Land and Resource Office and to the, County Attorney's office to
determine if the actions taken by Allen Chase are in compliance with the variance as
granted by the Otter Tail County Board of Adjustment.) It was noted that the Board of
Adjustment did not find any substantial change of circumstances to warrant reconsideration
of their prior actions/decisions.

With no further business. Chairman Walter declared the meeting adjourned at 9:56 p.m.
