Some soil was used for fill, for culvert installed In canal. I did this to prevent erosion and run off to lake and canal and to insure proper flowage from slough. Less than too yards moved. Larry Buchholtz expressed concerns regarding water drainage and also the size and elevation of the culvert. Delayed: Since there was nobody present to represent the Application, the Commission decided to delay the consideration of this Application until the end of the meeting. Break: Due to the lack of discussion on previous Applications, the Commission was ahead of schedule and at 6:45 P.M. they took a 45 minute break. Eagle Lake Township - Approved as Presented: A Conditional Use Permit Application stating: Due to increased safety concerns of the existing road, the township has decided to regrade the road. This will improve the sight distance and structural capacity of the road. See attached plans (on file at Land & Resource Management). Regrade of road would include lowering hills approximately 3’, establishing a 24’ wide traveled surface and 4/1 inslopes. The property is described as 385* Avenue from CR 81 south to Eagle Lake Road, Sec 2 & 3, Eagle Lake Township; Eagle Lake (56-253), GD David Braud, Dennis Schmidt and John Bemis represented the Application. Steve & Liz Hohman expressed concerns with the environmental impact on the bay, stating that the access to the main part of the lake is very shallow and that the bay could be landlocked when the water is low. Minutes of March 13. 2002: A motion by Lachowitzer, second by Maske to approve the March 13, 2002 Minutes as presented. “Long Lake Shores Third Addition”/Art RIestenbera - Approved Revised Plan: A Preliminary Plat of "Long Lake Shores Third Addition" consisting of 7 single family residential lots, 2 blocks; and a Conditional Use Permit Application to construct approximately 780’ of road to conform to County Subdivision Control Ordinance to service the proposed plat. The property is described as Part of NW1/4 & Part of Government Lot 2, Section 28 of Hobart Township; Long Lake (56-388), RD. Jim Peterson (Anderson Land Surveying) represented the Application and indicated that they have presented a revised plan (dated March 20, 2002). The Minnesota Department of Natural Resources, Division of Fisheries, has concerns over potential direct and indirect impacts this and other developments have on a lake. Field review of the proposed development found extensive stands of emergent vegetation (bulrushes) in the lake bed adjacent to the site. Some of these stands extended over 100 yards into the lake. Minnesota rules. Chapter 6280, requires an aquatic plant management (APM) permit be obtained from the Department of Natural Resources before any emergent and floating- leaf aquatic vegetation is destroyed. Permits will not be issued unless the commissioner determines sufficient Justification exists. The commissioner will balance the reasonable needs of riparian property owners to gain access and use public water against the need to protect emergent vegetation so that the integrity and value of the aquatic plant community is maintained. Such restrictions on plant removal are in response to the many inherent values of emergent vegetation to water quality of a lake, shoreline stabilization and fish/wildlife habitat. As the stands of emergent vegetation adjacent to your development are extensive and natural openings in the bulmsh beds exist, all new docks and boat lifts will be restricted to these natural openings. We would like to meet with you to review existing aquatic plant management guidelines and to establish suaiegies to minimize impacts to the lake. This process will help us determine how many total sites to-plan for. We plan to get approval for 35 total units, but initial development will be determined.by mernbership response. As you look at the enclosed campsite layout on the back of this notjce, you will get the general ideal as to how we propose to develop the new campsites. A $250.00 non refundable deposit must accompany the application, and these funds will be held in the site development account. Of course, if for some reason the seasonal camp sites are not developed, those deposits will be refunded to you. In March we plan on a.canip site selection party. All applicants will have their name placedin a hat and a drawing will be held for their campsite. Once campsites have been assigned, you will have 30 minutes to exchange your site for another site through negations with renters of other sites. We feet this is a fair way to assign sites. Please get your application in promptly. Our initial feedback from members indicates a high level of interest in this project.
