Elks Lodge 1093 plans on developing the 25 acres of land it owns on Wall Lake. Are plan
is to install 35 seasonal camp sites on a Tier I and Tier II basis based on the survey as submitted
to Land and Resource. Each site will have water, sewer, elect, cable and telephone hookups.
Each site will be about 40 feet by 70 feet. New roads around development is planned.
This development has been designed with the help of Delzer construction, Ottertail Power and
Fergus Well Co. We presently have 14 camp sites that are rented on a daily basis. These
14 camp sites only have water and Elec. No changes to the existing camp sites are planned.
Development would start in the spring of 2002 and take about 3 weeks.

A Conditional Use Permit Application stating: I have moved soil to make it even for
mowing. Some soil was used for fill, for culvert installed In canal. I did this to prevent
erosion and run off to lake and canal and to insure proper flowage from slough. Less than
too yards moved. Add 100 yards of Class 5 Gravel to existing road-driveway. Spring
2002. (This is an After-the-Fact Application) The property is described as R SWIM
NW1M & Pt SEIM NW1M Com W1M Cor Sec 2 (33.42 ac). Sec 2 Aurdal Township; Fish
Lake (56-684), NE.
There was not anybody present to represent the Application.
Larry Buchholtz expressed concerns regarding water drainage and also the size and
elevation of the culvert.
Delayed: Since there was nobody present to represent the Application, the Commission
decided to delay the consideration of this Application until the end of the meeting.
Break: Due to the lack of discussion on previous Applications, the Commission was
ahead of schedule and at 6:45 P.M. they took a 45 minute break.
Eagle Lake Township - Approved as Presented:
A Conditional Use Permit Application stating: Due to increased safety concerns of the
existing road, the township has decided to regrade the road. This will improve the sight
distance and structural capacity of the road. See attached plans (on file at Land &
Resource Management). Regrade of road would include lowering hills approximately 3’,
establishing a 24’ wide traveled surface and 4/1 inslopes. The property is described as
385* Avenue from CR 81 south to Eagle Lake Road, Sec 2 & 3, Eagle Lake Township;
Eagle Lake (56-253), GD
David Braud, Dennis Schmidt and John Bemis represented the Application.
Motion: A motion by Sha, second by Bergerud to approve as presented. Voting: All
members in favor.
“Black Lab Beach” - Bruce & Marsha Qvammen - Approved with Conditions:
A Preliminary Plat of “Black Lab Beach', consisting of 9 Single Family Residential Lots, 1
Block. The property is described as Lot 3 Ex Tr & Pt GL 2 (38.86 ac). Sec 34, Dunn
Township; Franklin Lake (56-759), RD.
Bruce Qvammen and Brant Beeson represented the Application.
Steve & Liz Hohman expressed concerns with the environmental impact on the bay,
stating that the access to the main part of the lake is very shallow and that the bay could
be landlocked when the water is low. They presented a letter which was read into the
record.
Motion: A motion by Estes, second by Sha to approve provided: 1. One-half of Lot 9
must be combined with Lot 8. 2. Lots 1 &2, 3&4, 5&6, 7&8 have shared lake
accesses. Voting Yes: Estes, Maske, Olson & Sha Voting No: Bergerud, Lachowitzer &
Zimmerman

Meeting of the Otter Tail County Planning Commission was held on March 20, 2002 at
6:30 P.M. in the Commissioner's Room, Courthouse, Fergus Falls, Minnesota.
Roll Call:
Members Present: Linda Bergerud, Les Estes, Frank Lachowitzer, Joe Maske, Bert
Olson, Richard Sha, and Leona Zimmerman.
Member Absent: Rod Boyer, Robert Schwartz and David Trites.
Nicole Hansen represented the County Attorney's Office and Tim Griep represented the
Land & Resource Management Office.
Minutes of March 13. 2002:
A motion by Lachowitzer, second by Maske to approve the March 13, 2002 Minutes as presented.
“Long Lake Shores Third Addition”/Art RIestenbera - Approved Revised Plan:
A Preliminary Plat of "Long Lake Shores Third Addition" consisting of 7 single family
residential lots, 2 blocks; and a Conditional Use Permit Application to construct
approximately 780’ of road to conform to County Subdivision Control Ordinance to
service the proposed plat. The property is described as Part of NW1/4 & Part of
Government Lot 2, Section 28 of Hobart Township; Long Lake (56-388), RD.
Jim Peterson (Anderson Land Surveying) represented the Application and indicated that
they have presented a revised plan (dated March 20, 2002).
AHotion: A motion by Estes, second by Lachowitzer to approve the revised plan (dated
March 20, 2002) as presented with the provision that Land & Resource Management
verifies that there are not any bluffs onsite. Voting: All members in favor.
Fergus Falls Elks Lodge 1093 - Accepted Withdrawal:

Dear Lodge Members:
This letter is in regard to the Notice of Public Hearing scheduled for March 20, 2002, on your
proposed development on Wall Lake. The Minnesota Department of Natural Resources, Division
of Fisheries, has concerns over potential direct and indirect impacts this and other developments
have on a lake. Field review of the proposed development found extensive stands of emergent
vegetation (bulrushes) in the lake bed adjacent to the site. Some of these stands extended over 100
yards into the lake. Minnesota rules. Chapter 6280, requires an aquatic plant management (APM)
permit be obtained from the Department of Natural Resources before any emergent and floating-
leaf aquatic vegetation is destroyed. Permits will not be issued unless the commissioner
determines sufficient Justification exists. The commissioner will balance the reasonable needs of
riparian property owners to gain access and use public water against the need to protect emergent
vegetation so that the integrity and value of the aquatic plant community is maintained. Such
restrictions on plant removal are in response to the many inherent values of emergent vegetation to
water quality of a lake, shoreline stabilization and fish/wildlife habitat.
As the stands of emergent vegetation adjacent to your development are extensive and natural
openings in the bulmsh beds exist, all new docks and boat lifts will be restricted to these natural
openings.
We would like to meet with you to review existing aquatic plant management guidelines and to
establish suaiegies to minimize impacts to the lake. Flease contact either one of us to airaiigc an
onsite meeting.

accepting applications for seasonal campsites at Elks Point. We will accept applications for paid members
of Elks Lodge #1093 only until February 15, 2001. After that date, applications from other Elks Lodge’s
members and non-members will be considered. This process will help us determine how many total sites
to-plan for. We plan to get approval for 35 total units, but initial development will be determined.by
mernbership response.
As you look at the enclosed campsite layout on the back of this notjce, you will get the general ideal as to
how we propose to develop the new campsites. Here is what your new seasonal campsites will feature:
Large spacious lot (approximately (40X70), with trees planted at each camp site
Water and sewer hookup (included in yearly fee)
Electric hookup included in yearly fee'
Basic Cable hookup included in yearly fee

All other preliminary work has been completed; land survey, submission to Otter Tail County Land &
Resource Board, site recommendations from Land and Resource sent to the Committee, and those
recommendations have been given to developer focbids and necessary permits .
If you are interested in applying for a seasonal campsite, please fill out the applicatiofi and return it to the
Elks Lodge. A $250.00 non refundable deposit must accompany the application, and these funds will be
held in the site development account. Of course, if for some reason the seasonal camp sites are not
developed, those deposits will be refunded to you.
In March we plan on a.canip site selection party. All applicants will have their name placedin a hat and a
drawing will be held for their campsite. Once campsites have been assigned, you will have 30 minutes to
exchange your site for another site through negations with renters of other sites. We feet this is a fair way
to assign sites.
Please get your application in promptly. Our initial feedback from members indicates a high level of interest
in this project. If you have any questions, please contact one of these Committee members: Warren C.
Johnson, Mike Rudh, Clair Iverson, Roger Ness, Daryl Trites, or Mike Karsnia.
