Fergus Falls Lodge No. 1093-Elks Point, On July 19, 2017 our office received a complaint on your property regarding extra docks installed, disturbing emergent vegetation and uncontrolled beaching of boats. I was onsite to investigate this complaint on July 26, 2017. While onsite, I did not see any boats being beached at that time. However, I counted 7 docks and 2 slips for boats/pontoon onsite. As you are aware, your Conditional Use Permit # 6532 only allows 1 boat/pontoon slip and 3 docks. Currently you are exceeding the number of docks and slips approved on your permit. Another issue is the makeshift patio made from pallets. This patio is in the shore impact zone (SIZ), unpermitted and located in a possible wetland/low land area. Please remove the extra docks and slips and comply with CUP # 6532 on or before August 14, 2017. In addition, please have the makeshift patio removed on or before August 31, 2017. I have enclosed a copy of your permit and map for your convenience. The removal of emergent vegetation below the Ordinary High Water Level (OHWL) requires a permit from the DNR. This complaint indicated that the discharge comes from the caretaker's RCU. On September 24, 1997, I was visited the property and it did appear that there is an inadequate type of discharge for an RCU that is onsite. Please contact our office on or before October 7, 1997 to resolve this matter.
