GASB 45 Agreement
Motion by Johnson, second by Lindquist, and unanimously carried to authorize the Auditor to sign an
agreement with Hildi, Inc. for preparation and completion of the GASB 45 actuarial valuation study for fiscal
year 2014 which can be used for two disclosure cycles at a base cost of $4,500.00.
Application for Exempt Permit
Motion by Johnson, second by Froemming, and unanimously carried to approve, with no waiting period,
the LG220 Application for Exempt Permit as submitted by the Pelican Rapids Jaycees for an event
scheduled for Sunday, January 26, 2014 on Lake Lida, County Highway 4, Pelican Rapids, MN.
Modification of Tax Increment Financing District
Motion by Lindquist, second by Froemming, and unanimously carried to authorize Commissioner,
Wayne Johnson, to sign the waiver of the required 30 days notification prior to the publication of the public
hearing notice for City of Pelican Rapids TIF District No. 1.
Request for Forgiveness of Tax Penalty
Steve Andrews, Treasurer, presented a request for forgiveness of tax penalty due to late payment. Motion
by Lindquist, second by Froemming, and unanimously carried to deny forgiveness of tax penalty for
Connie Torgerson, parcel no. 71-003-99-0871-000, in the amount of $39.13.
Planning Commission Recommendations
Preliminary Plat “Star View Estates’VMarv Hexum:
Motion by Johnson, second by Froemming, and unanimously carried to approve the Preliminary Plat
entitled “Star View Estates" consisting of 1 lot for single family residential use with conditions as
recommended by the Planning Commission. The proposal is located in Pt of GL 2, Section 1 of Star Lake
Township; Star Lake (56-385), GD.
Conditional Use Permit - Brian L. & Debra I. Houkom:
Motion by Johnson, second by Lindquist, and unanimously carried to approve a Conditional Use Permit for
earthmoving for new home construction with a condition as recommended by the Planning Commission.
The project is located on Lot 1 BIk 1 & Lot 1 Blk 2 Franklin Acres, Section 3 of Lida Township; Franklin
Lake (56-759), RD.
Conditional Use Permit - Kris Davick-Haifen Tst et al:
Motion by Lindquist, second by Froemming, and unanimously carried to add to an existing 4-plex
townhome as presented. The project is located in Pt GL 3, 3.01 acres, Section 28 of Everts Township;
Silver Lake (56-302), RD.
AIS Task Force Presentation
AIS Task Force members briefed the Board regarding their past efforts to reduce the spread of Aquatic
Invasive Species in the County’s lakes, rivers, and streams. They thanked the Board for past funding,
discussed their work with area lake associations, and submitted information about Internet Landing
Installed Device Sensors (l-LIDS). Bemie Steeves will be researching this camera option further. Jeff
Stabnow indicated that the Minnesota COLA has applied for legacy funds to help reduce the spread of AIS.

Attached please find the information regarding the septic system that was installed in 1998 (Sewage System
Installation Permit #11963). As indicated on this information, the septic system was sized for 11 bedrooms.
Please be aware that in order to process a Site Permit, the Applicant must provide a current Sewage System
Compliance Report (County’s Inspection Report is valid for 5 years and a private Licensed Inspector’s Report
is valid for 3 years), along with their completed Site Permit Application.

Meeting of the Otter Tail County Planning Commission was held on November 13, 2013 at
6:30 P.M. in the Commissioner’s Room, Government Services Center, Fergus Falls,
Minnesota.
Roll Call:
Members Present: Loren Bailey, Rod Boyer, Richard Gabe, Bernie Larson, Bert Olson,
Robert Schwartz, David Wass and Rick Wilson.
Members Absent: Marion Gill and David Trites.
David Hauser represented the County Attorney's Office and Bill Kalar represented the Land
& Resource Management Office.
Minutes of October 9, 2013: A motion by Wilson, second by Wass to approve the October
9, 2013 Minutes as submitted to the County Board on October 15, 2013. Voting: All
Members in favor.
“Star View Estates” / Marv Hexum - Approved With Conditions:
A Preliminary Plat of “Star View Estates” consisting of 1 Lot, 1 Block for Single Family
Residential Use. The proposal is located in Pt of GL 2, Section 1 of Star Lake Township:
Star Lake (56-385), GD.
Marv Hexum and Josh Pfeiffer (Meadowland Surveying) represented the Application.
Motion: A motion by Wilson, second by Bailey to approve providing: 1. The easement
road and its required setbacks are identified on a revised map. 2. The Ordinary High Water
Level (OHWL) and the Dedicated Vegetative Strip are identified on a revised map. 3. The
applicant removes the onsite garbage. Voting: All Members in favor.
Brian L. & Debra I. Houkom - Approved With A Condition:
A Conditional Use Permit Application (as stated by the Applicant): New home construction. Cut
for walkout - Average: length 156’ x width 25’ x depth 2.5’ 27 = 362 yds^. Backfill around
house - Average: Length 310’ x width 25’ x depth 1.5’ -^27 = 431 yds^. Total cut & fill - 793
yds^. Basement excavated - Average: length 85’ x width 42’ x depth 7’ 27 = 925 yds^.
Material excavated from basement to be used as fill around the house & in footing of
garage. Excess to be hauled off site. The alterations will not affect runoff to any neighbor’s
property. Silt fence will be installed. The project is located on Lot 1 BIk 1 & Lot 1 BIk 2
Franklin Acres, Section 3 of Lida Township: Franklin Lake (56-759), RD.
Brian Houkom represented the Application.
Motion: A motion by Boyer, second by Schwartz to approve provided Land & Resourc^^
receives verification from a Minnesota Licensed Sewage System Designer, that there
sufficient area for 2 onsite septic systems. Voting: All Members in favor.

A Conditional Use Permit Application (as stated by the Applicant): To add on to existing Unit
of a 4-plex townhome, the addition will be 2 story as is the existing structure. No proposed
change in the number of units. The project is located in Pt GL 3, 3.01 acres, Section 28 of
Everts Township: Silver Lake (56-302), RD.

property listed. This property lies directly between our property and Silver Lake
and will impede the site lines for our view of the lake. The sole reason for the
purchase of our property was the elevation that allowed for a view of the lake
despite not having direct access. The addition would block our view and devalue our
property and it potential future value for resale.
Since we can not attend the hearing on this issue in person, my mother Sandra
Schatschneider [a resident of Battle Lake) will be in attendance.

I have attached the survey for the cluster development on Silver Lake. I think Bill has talked to Kris in person and I talked
to Marsha about this a few days ago. Kris has decided to try to add onto her unit of the existing 4-plex. She decided
since she is going through this process she may as well ask for the R.V. Site too. Take a look at the survey, you will see
that the addition will be 19.64' from the road right-of-way. She would like to square up the building and not put a .5' jog
if possible. Please look it over and tell me what you think. She has filled out the conditional use permit and I am ready
to submit to you, but would like you to review first.
Also I need to know how many copie&To make of this plan? Do they need to be 22"X34" or can they be on 11X17?

I left you a voicemail too. But the email I just sent you shows the area that she wants to add onto her unit. Basically
they will be squaring the townhome portion up with the garage.
If you look at the survey and the picture you should be able to figure out where the picture was taken from.
The addition will be 2 stories. Kris's question is, does that need to be specifies on the conditional use permit. If so we
would like you to add that on the description and then email me a copy of it.
