McNabb, Pelican Rapids, MN, requested permission to be allowed a variance as requested by the Otter Tail County Planning Coniiiiission to utilize a 6.2 acre parcel as a cluster development based on lot size only, disregarding lake frontage requirements per unit, on Lot 3, Block 7, Crystal Lida Beaches, Lake Lida in Lida Township. Attorney Charles Krekelberg represented Mrs. McNabb. Speaking to the issue were Paul Pfeifle, Charlotte Benson, Carla Perkins, Wally Nord, Eric Short, Rolf Ronnevik, and Ann Peterson, tetters were presented but not read because of the volume. After consideration, motion was made by David Trites to authorize a variance for up to six units on the 6.2 acre parcel, six units of cluster development on the entire 6.2 acres. The motion was seconded by Craig Anderson and carried with Carl Johnson voting "no", with the statement "ttie cart's before the horse," feeling it should have been dealt with at the Planning Commission prior to submission to the Board of Adjustment. Motion was made by Craig Anderson to table the Joseph Kasowski request scheduled for this date, and the Michael Muston request tabled from the October meeting. The motion was seconded by John Everts and carried unanimously. Roy Marsh appeared on a pre-application hearing on a request for building closer to Star Lake than the required 75 feet. Dear Sirs; Recently my wife and I received notice of a hearing in which Mrs. Kathleen McNabb of rural Pelican Rapids, Minnesota v/ill ask for a permit with which to establish and develop a Mobile Home and/or RV Park. My wife and T wish to go on record as being strongly opposed to any issuance of such a permit. We are property owners on Crystal Lake (Lot 8 Block 5) and have been for 13 years.My wife's parents have been property owners since the 1930's. During' this time we have witnessed a great many changes take place on this lake, some good, many bad. My wife's father chose this lake many years ago because of its fine shoreline,its beauty, peacefulness and relative guietness. It is a small lake and most of the prime beach had already been developed. Over the years however, more and more building has taken place. The "guiet, peaceful" little lake has turned into a "busy dangerous" .lake on wee):.ends. We believe that because of Crystal's size and the exis- tance of so many cabins already too close together, that it has been developed to the maximum its' ecology can tolerate.. The addition of a mobile home park will only add to: 1. ) the overcro\%'.ded boating situation on Crystal's south shore. 2. ) overpopulation of fishermen on a lake already in a "fishing decline". 3. )traffic problems for those of us v^ith small children that thrill live next to the proposed park. 4. ) the potential for pollution problems caused by over crowded conditions on a small lake. k' In addition, we would like to state that we believe it unfair that this hearing be held in late fall when most seasonal property o\>^ners have returned to their winter homes and find it virtually impossible to attend the said hearing at the time stated. My wife and I have spent a great deal of time, money and hard work tomaintain the guiet, dignified beauty of our summer home. The development of a mobile home park across the road from U!' will certainly decrease the value of our property and destroy the natural beauty that those of us already on the lake have come to cherish. We urge you strongly to vote on the issuance of such a permit.
