Chairman Lindquist called the meeting to order at 12:55 p.m., with all members present. Motion was made by Sydney Nelson, seconded by Bert Hovland and unani­ mously carried, to approve the minutes of the meeting of December 7th as mailed . CALL TO ORDER ALL PRESENT MINUTES APPROVED Mike Hanan, Solid Waste Officer, discussed the purchase of the property in Henning on which the transfer station is located, consisting of 16,77 acres, plus the purchase of the additional acreage for a total of 40 acres. Motion was made by Hub Nordgren, seconded by Sydney Nelson and unanimously carried, to allow the Chairman of the Board to sign a purchase agreement as redrafted by the County Attorney, forwarding deeds to the City of Henning for their transfer to the County on the 16.77 acres, plus the additional acreage for a total of 40 acres. HENNING TRANSFER STATION LAND PURCHASE Hanan also discussed with the Board the replacement of the individual at the Henning transfer station who is retiring in December. After some discussion, motion was made by Hub Nordgren, seconced by Bert Hovland and unanimously carried, to hire a full time person as atten­ dant and purchase a used tractor, with the position to be filldd by the end of January, on a comparable worth scale as recommended by Mike Hanan and Larry Krohn. Also discussed with Hanan was the contract for recyclying by Perrin, with Hanan reporting on a meeting with the attorneys, recommending a management contract with Perrin to comply with tax laws and future sale of property. Motion was made by Mel 0. Olson, seconded by Sydney Nelson and unanimously carried, to authorize Mike Hanan and Mike Kirk to negotiate with Perrin on a management contract. Hanan reported on a letter from the Minnesota Pollution Control Agency, stating that capping the Battle Lake Landfill facility is under new rules and until the capping is completed, a license for a demolition site will not be issued. Motion was made by Bert Hovland, seconded by Mel 0. Olson and carried with Hub Nord­ gren and Sydney Nelson voting "no", to deny the request because of complications and the setting of precedence, and a prior reduction of valuation without payment as had been agreed upon. We feel a few more trailer homes will cause no problems on the Cyrstal-Lida beaches. There are sufficient public accesses on both shores. Kathleen (Jane) McNabb's opeitation has more families that are retired or near retirement and it is well rim and orderly. These extra units will bring more tax money and business to the area and provide income for more people. She has always done her business according to all local restrictions and requirements. My review of the materials revealed a proposed development that is much larger in scope and much further east then I had anticipated. It is my understanding that the road to the north of the proposed development is a narrow dirt road. (b) What rights to the beaches will the persons occupying the proposed development have? I have been informed by the present property owners that there already exists a significant problem with trespassing. (c) What access to the lakes will the occupants of the proposed development have? *> Page 2 September 26, 1988 (d) What public improvements will be necessary to facilitate the proposed development, and which properties will incur assessments as a result of said improvements? (e) What landscaping will be required in order to act as a buffer between the trailers and the present cabins? (f) What are the setback requirements for the subject property? (g) It is my understanding that the neighboring properties are currently detached cabins. A trailer park nearby will undoubtedly reduce the property values. What provisions have been made for this? I am forwarding copies of the materials which you sent to me to the property owners who have contacted me with respect to this matter. Though I have not, of course, had a response from them, I can state with certainty that they will strongly object to the proposed development, and that some objection will be made at the October 5th public hearing, and at subsequent proceedings.
