Conditional Use Permit-Larrv & Cathy Villella:
Motion by Block, second by Froemming, and unanimously carried to deny, as recommended
by the Planning Commission, an after the fact Conditional Use Permit request to level dirt and
remove ice ridge for planting grass and trees. The reasons for denial are as stated in the
Otter Tail County Planning Commission minutes dated November 8, 2006. The property is
described as Lot 7 Black Lab Beach, Section 34 of Dunn Township: Franklin Lake (56-759).
Conditional Use Permit - Brian Fronnina:
Motion by Mosher, second by Froemming, and unanimously carried to approve a Conditional
Use Permit to rebuild a road to meet Buse Township specifications with a condition as
recommended by the Planning Commission. The property is described as Lot 2 & EV2 NE]4

Purchase of Property for Sheriffs Department Outpost
Motion by Block, second by Mosher, and unanimously carried to authorize the appropriate
County officials’ signatures to execute a purchase agreement between the County of
Otter Tail and RD Offutt Co. and authorize payment for the purchase of the property for the
proposed Sheriffs Department Outpost Building with an approximate purchase price of
$48,606.09
Big Stone Project
Motion by Block, second by Nelson, and unanimously carried to authorize the County to send
a letter in support of the Big Stone II Transmission Line Project.
Non-Union Employer Benefit Contribution
Motion by Mosher, second by Froemming, and unanimously carried to approve $750 per
month for Otter Tail County’s non-union employer benefit contribution effective
January 1, 2007.
Coordinator’s Office Positions
Motion by Block, second by Nelson, and unanimously carried to authorize the County
Coordinator to hire a temporary support staff person and to proceed with filling the position of
Benefits/Safety Specialist.

amount of excavation and this request would not have been approved if requested prior to
being done. The Applicant needs to work with Land & Resource Management regarding
erosion control and a restoration plan. Voting: All Members in favor.
Brian Fronninq -Approved As Presented:
A Conditional Use Permit Application (as stated by the Applicant): Rebuild road to meet
township specs, request to do work this Fall - Winter. Road is approximately 500’ long.

Blue Heron Bay Update: Bill Kalar informed the Commission that the County Board has
determined that the Environmental Impact Statement was adequate and that County Board
will be considering the Conditional Use Permit Application on December 5, 2006.
Planning Commission Terms: Bill Kalar distributed a current list of the Planning
Commission Terms and informed them that the County Board Members reappointed all of
the Planning Commission Members whose terms expire on December 31,2006.
Otter Tail County COLA - Lake Monitoring Summary Report: Bill Kalar distributed to
the Commission a 2006 Lake Monitoring summary from the Otter Tail Cola.
Adjourn: At 10:15 P.M., Chairman Olson set the Meeting. The next Meeting is scheduled
for 6:30 P.M. on December 13, 2006.

RE: Additions to Manufactured Homes and appurtenant structures at Crystal-Lida Resort
Dear Mr. McNabb,
We last visited about the above situation on 31 May 06 and my notes indicate that you
were to send me a letter that identified any additions to Manufactured Homes that may
have existed prior to 1972 and what steps you planned on taking to bring the rest of the
units into compliance.
You were also to submit a request for site permit for any separate structures (gazebo,
sheds) that did not have permits for them.
You were also going to make an appointment with the Administrator (Bill Kalar) to
discuss you vision/options for the future.
I understood at that time that it would take at least a year to remove the un-permitted
structures/additions.
To date, I have not received the promised response from you and am being “bombarded”
with calls from your renters.
I would appreciate your promised response at your earliest convenience (by 20 August?).
If you need to discuss when the Park will be in compliance please call me.

RE; Additions to manufactured homes and appurtenant structures at
Crystal-Lida Resort
Dear Mr. McNabb,
I was on your property on 9 March 06 to check an expired site permit for a
replacement Manufactured Home (MH). That situation was as expected.
While I was walking up to the subject replacement MH, I noticed that quite a
few of the MH’s in the Manufactured Home Park (MHP) had attached
additions to their units, and someone had erected a screened gazebo. I am
enclosing an annotated map of the MHP for your reference.
I can find no record of Conditional Use Permits or Site Permits for the noted
additions or structures. This is not in accordance with the Shordand
Management Ordinance (copy of applicable page of reference enclosed).
Please contact me at your earliest convenience to discuss this matter.
