Conditional Use Permit - Dean & Mary Nelson: Motion by Lee, second by Block, and unanimously carried to approve a Conditional Use Permit to expand a commercial operation as presented. The property is described as SE% swy4, Nwy4 SEy4 & NEy4 swy4 ex tracts (96.47 Ac), Section 10 of Erhards Grove; Horseshoe Lake (56-895). Preliminary Plat & Conditional Use Permit-"Spanswick Second Addition’VRichard Spanswick: Lengthy discussion took place regarding the potential of two unmarked gravesites on this property. Motion by Froemming, second by Nelson and unanimously carried to approve the Preliminary Plat known as “Spanswick Second Addition” consisting of 8 lots for single family residential use and to approve a Conditional Use Permit to construct a road to service the plat with the condition that a notation must be included on the final plat that there are unmarked gravesites in the Northwest corner of this plat in the bluff area. In the event that the gravesites are positively identified, the notation should include a more specific location. The meeting was reconvened at 1:21 p.m. Quit Claim Deed Motion by Froemming, second by Mosher, and unanimously carried to authorize the Chair’s signature to execute a Quit Claim Deed between the County of Otter Tail and Lynda R. Meyer. Facility Planning Group Physical Plant Manager, Rick Sytsma, requested participation by a County Board member on the Facility Planning Group in planning the next phase of the Courthouse remodeling. Chairman Lee appointed Commissioner Block to serve on this committee. Landscape Package Mr. Sytsma reported that the last major package for requesting bids relative to the Government Services Center is the Landscape Package. Lengthy discussion followed regarding the Landscape Request for Proposal. Motion by Nelson, second by Froemming, Planning Commission April 9, 2003 Page 3 “Jamielind Shores” / Jamielind, Inc. - Approved With A Condition: A Preliminary Plat of "Jamielind Shores” consisting of 10 Lots 1 BIk for Single Family Residential Use. Also, a Conditional Use Permit to build approximately 2,665 feet of road for the proposed development of “Jamielind Shores”. The road will be built to Minimum Road Standards of Appendix III of the Otter Tail County Subdivision Ordinance. The property is described as W1/2 of Lot 4 & Lots 5 & 6 (87.31 AC), Section 29 & Lot 6 ex Sub Lot 1(52.18 AC), Section 30 of Edna Township: Big McDonald Lake (56-386), RD. When we purchased the resort some sites were being utilized and others were not. Due to the increased pressure by consumers due to widespread resort closures throughout the state, we wish to utilize all current existing sites. Proposed for 2003 - Addition of 12’ x 24’ moveable greenhouse, which will be initially located in the area, labeled #2. It is shown over to the side to allow for illustration of Proposal #2. This greenhouse is for overflow use for plant protection. There may be times when this greenhouse is not up on the premises or may be in other locations near greenhouse area. Cover will be removed in off-season months. It is not attached to the ground and is held down by block. No earthmoving will be done for this addition. #2). Proposed 25’ x 30’ area for 2003 will have posts in the ground with a poly roof and/or shade cloth area for plant protection. This will be a pergola type structure. I own property about three hundred feet to the south of the resort’s northern most boundary. Dan and Jane have been wonderful neighbors and good stewards of the property. Noise has never been an issue, they keep their property neat and clean, and they take an interest in the concerns of all their neighbors. I know it is becoming increasingly difficult for resort owners in MN to make a decent living - many causes and no easy solutions. I’m concerned that if Dan and Jane can’t make a go of it at Crosspoint Resort it will eventually revert to single lots or cluster housing of some kind. Enjoying time at the lake has long been a benefit of living or vacationing in MN lake country. T grew up in Pelican Rapids, will retire on South Lida, and hate to think that only people with money can have that lifestyle. I speak from experience - I sell real estate and it saddens me to see the prices of cabins on decent lakes skyrocket the way it has the past few years. Operations like the Wood’s keep “being at the lake” affordable for people who can’t buy a cabin on a single lot. Please work with them. If you have any cmeistipns, please fell free to call.
