Recycling Equipment Solid Waste Director Mike Hanan, reported that the company that manufactured the recycling equipment has been ready to deliver the equipment, however. Otter Tail County has been unable to accept delivery because of the slow progress of the construction of the new recyling building. The manufacturing company is requesting partial payment because they are ready and able to deliver. Hanan was directed to seek the advice of legal counsel on the issue. Capital Improvement Expenditures Chief Deputy Mark Morris, presented three Capital Improvement Expenditure requests for the Sheriffs Department. Motion by Lee, seconded Stone and unanimously earned to approve Capital Improvement Expenditures as previously requested and budgeted. The expenditures included computer upgrade, two workstations, and a high-use chair at an approximate total cost of $19,200. Planning Commission Recommendations Conditional Use Applications: Motion by Lee, seconded Windels and unanimously earned to approve the following Conditional Use Applications with conditions as recommended by the Planning Commission: Robert Wilson, Wilson Bay Resort, Leek Lake Gerald Lowe, Big McDonald Resort, Big McDonald Lake Gary Benson, Cozy Cove Resort, Marion Lake Planning Commission March 6, 1996 Page 4 Break; The Commission took a break from 9:25 9;35. Gary Benson. Cozv Cove Resort - Approved; A Conditional Use Application requesting to; 1. Increase Resort from 10 to 12 units. 2. Do minimal grading (approximately 2' x 30' x 30' area). The property is described as Cozy Cove Subdivision-Heinrich Beach - Outlet A & Pt Lot 1 Blk 1 of Section 2 of Dead Lake Township; Marion Lake (56-243), GD. Gary Benson represented the Application. Chris Crowe (neighbor) indicated that 1. Landowners should have a right to improve property, providing they follow codes and they do not affect the neighbors. 2. Landowners should be able in increase their income. 3. The "Golden Rule" - do unto others as you would do for them. He then indicated that he was in favor of the request, however he had concern regarding access to the proposed units and drunk people driving down the road by his cabin. After discussion he indicated that he felt Mr. Benson would handle the above mentioned problems. A motion by Trites, second by Johnson to approve as presented. Voting; All members in favor. No formal Action; Robert Wagner spoke to the Commission in regards to his final Plat of "Lonesome Trail", Head Lake (56-213). constructed by Mr. Kramer (Conditional Use Permit was issued by OTC, approved by the PC) from the Township road is only an easement, therefore he (Mr. Wagner) does not have access to a Township road with his plat. Commission recommended to Mr. Wagner that he try petition the Townboard regarding the easement road.
