Motion by Lee, second by Nelson, to approve the Preliminary Plat of “Sunset Bay Second
Addition" consisting of 1 residential lot and 6 non-residential backlots, with conditions as
recommended by the Planning Commission. The property is described as Part of Gov. Lots 4 & 5,
Section 23 and Part of Gov. Lot 1 & Part of the NE%, Section 26 of Scambler Township: Tamarac
Lake (56-931). Motion carried.
Preliminary Plat & Conditional Use Permit - “Silver Lake Prairie Lane” - Leo R. & Cecelia Janu:
Motion by Nelson, second by Froemming, to approve the Preliminary Plat of “Silver Lake Prairie
Lane” consisting of 4 single family residential lots and a Conditional Use Permit to construct a road
and upgrade an existing driveway to service the plat with conditions as recommended by the
Planing Commission. Bill Kalar, Land & Resource Director, stated that any changes in the
construction of the road from County specifications would require a variance. The property is
described as Part of Government Lot 2, Section 7 of Gorman Township; Silver Lake (56-224).

Preliminary Plat - “Bear Lake Haven Retreat”. Frances Raoatt:
Motion by Nelson, second by Froemming, to approve the Preliminary Plat of “Bear Lake Haven
Retreat” consisting of 3 private residential lots with conditions as recommended by the Planning
Commission. The property is described as Part of Government Lot 1 & 2, Section 18 of Butler
Township, Bear Lake (56-69). Motion carried.
Conditional Use Permit - Char-Mac Resort:
Motion by Nelson, second by Froemming, to approve a Conditional Use Permit to attach a 24’ x
24’ garage to the existing home and replace a portion of the roof as presented. The property is
described as Lots 2, 3, 4, & 5 of Pleasure Beach, Section 31 of Corliss Township, Little Pine Lake
(56-142). Motion carried.
Conditional Use Permit Applications Must Contain E-911 Address:
Motion by Froemming, second by Lee, to direct the Land & Resource office to require that the
Otter Tail County E-911 address be included on all CUP applications as recommended by the
Planning Commission. Motion carried.
Conditional Use Permit - Gravstone Lodge. Karen Zell:
Motion by Froemming, second by Lee, to approve a Conditional Use Permit to expand the dining
room to the east, 20’ x 45’ with conditions as recommended by the Planning Commission. The
property is described as Lots 14 & 15, BIk 4 Bonita Beach and Bonita Beach Residential 1, 2, & 3
Lot A, BIk 3, Section 5 of Everts Township, Otter Tail Lake (56-242). Motion carried.
Conditional Use Permit - Michael & Tracv Sheldon:

Lot 1 Block 2 are permanently attached, with Lot 1 Block 1 being labeled “unbuildable” on
the final plat. 2. Lots 2-5 Block 2 be labeled non-residential on the final plat. 3. The
remaining tract (land adjacent to Lot 1 Block 1) be permanently attached to the remainder
of the farm. 4. The parcels to which Lots 2-5 Block 2 and Lot 1 Block 3 will be
permanently attached must be identified on the final plat.

A Conditional Use Permit Application to fill in for driveway & lawn between garage and
roadway. Presently there is a 66' easement but not a dedicated roadway. Present road
surface is approx. 15’ wide. Would like to bring back lot up to same level as road
surface. The property is described as Lot H in R of Gov Lot 4, Section 27 of Lida
Township; Lake Lida (56-747), GO.

Victor Johnson expressed concerns that if other parties also built-up their driveways
water could end-up on his property.

1460 (that is indicated on the plat) be verified and if found necessary, corrected. 2. The
portion in the plat which is right-of-way must be dedicated to the public. The name of the
plat may be changed if the Applicant desires.
A Conditional Use Permit Application to 1. Remove top 2' of lakeside berm allowing to
seed and mow area to lessen erosion now taking place. No trees or vegetation would be
removed. This would take place in 30’ area leading to dock only. Fill in edges along rip
rap with native perennials and grasses. Leftover dirt would be used to fill in driveway. 2.
Complete rip rapping of remaining 128’ of shoreline to diminish lake erosion. 3. Request
to do work after September 13, 2000 meeting date. This proposal would still prevent any
lake run-off as there would be a 2’ ramping up area as illustrated in figure 2 of drawing
(on file at Land & Resource, Courthouse, Fergus Falls, MN). The property is described
as Lot 8, Block 1 Eastwood Shores, Section 13 of Clitherall Township; Clitherall Lake (56-
