It is our understanding that your camp basically operates all summer. It is only because your groups meet for 3-4 days each that your facility may fall outside of the definition of a children's camp. We are only intending to attempt to ensure the quality of the water supply, food handling, and sanitation practices at your camp, as we do the others in Otter Tail County, done without fee to children's camps as a public service, sorry that you have chosen not to take advantage of our professional services. This service is We are We strongly recommend that you use the copies of the Ordinances provided to you as a procedural guide for food service and lodging. You should also have your water tested for coliform bacteria and nitrate annually. Sewage treatment and water well construction should be in accordance with state codes and the buildings should be up to the standards of the State Fire Code. Public Health, it has been decided that Mr. Astrup's letter of July 29, 1991 was accurate (enclosed.) Mr. Astrup was called out of retirement from the MN Dept, of Health to work for Otter Tail County at the time he wrote his July 29, 1991 letter, thus the apparent contradiction of his previous letter written during his MN Dept, of Health service. I have enclosed: a copy of the ordinance, a license application, and a copy of Mr. Astrup's July 1991 letter. No licensing fee will be charged, just the cost of an annual water test. Please contact me to arrange for your annual inspection prior to opening for the season. RE: 56571 Dear Mr. Tornquist: It would appear that in addition to your current Otter Tail County Land Use Permit #1861, dated May 2, 1983, you will need a permit from the Otter Tail County Health Department. Camp of the Master, will fall into the general definition of a "Children's Camp". A Children's Camp is defined as follows: "Children's Camp" shall mean a parcel, or .parcels, of land with permanent buildings, tents, or other structures together, with appurtenances thereon, established or maintained as living quarters where both food and lodging on the facilities, therefore, are provided for 10 or more people, operated continuously for a period of 5 days or more each year for educational, recreational or vacation purposes, and the use of the camp is offered to minors free of charge, or for payment of a fee'.'. Enclosed find a copy of Otter Tail County's Children's Camp Ordinances. Please note that a permit is required; the procedure for application for subject permit is outlined in Paragraph III, sub. para A. Paragraph V, sub. para. A, 3, outlines sleeping quarters requirements. Paragraph V, sub. para. B, 1,2,3 & 4 outlines food service requirements. National Sanitation Foundation Standards referred to in Paragraph B, sub. para. 3, Equipment, means commercial grade stainless steel, restaurant equipment. It has been the department's policy to demand an upgrading of food service equipment on a progressive schedule, that is new items of equipment will be added on a continuous (annual) basis. ^ Printtd on Rocychd Paper. -2- Paragraph B, sub. para. 5, Dishwashing; For manual dishwashings, a three compartment, free standing, metal, restaurant type sink, of adequate size which will allow complete immersion of utensils, with adequate stacking and drain boards attached, and which will meet the National Sanitation Foundation Standards; will be required.
