February 3, 1991 Rt. 1 Box 280 Foxboro, WI 54836 RECEIVED FEB 0 5 1991 LAND a RESCliRCE Victor Petterson, Jr. Shore!and Management Otter Tail County Fergus Falls, Minnesota 56537 Dear Mr. Petterson, Upon receiving notice of a hearing for a conditional use permit submitted by Star Lake Bible Camp, we are, with this letter, informing the planning commission of our desire to vote against allowing a permit for the use stated. Our property is adjacent to the property the bible camp wishes to "improve". As things are currently, the camp invades our privacy and quiet. Already, the noise level is high enough to disturb us. We come to the lake to relax and find the noise to be an infringement on our ability to use the property for the very purpose we value it. Any further expansion would only make this problem worse for us. With the expansions proposed by Camp Joy, we believe land values for our property will decline. Who would be interested in buying vacation property with a recreation facility and toilets on the edge of it? When this property was acquired, there was only a field there. Another problem which should be taken into high consideration by the planning commission is the pollution generated by the proposed expansion. Strict controls are placed on landowners to prevent further pollution by septic systems. With a new toilet facility and the high use suggested by Camp Joy, pollution will be greatly increased . Perhaps a suggestion to help the owners of the bible camp would be for them to spread the use out over the summer so such facilities would not be necessary. As it is, the camp seems to be in session only for several weeks. Overcrowding and the need for expansion may be minimized with a plan such as this.
